‘Naksha' Pilot to ensure accurate urban land records in UP: Minister
The 'Naksha' pilot programme aims to provide accurate and easily accessible urban land records in Uttar Pradesh. It will also contribute to transparent property ownership, more efficient urban planning, and improved infrastructure development, said Manoj Joshi, secretary, department of land resources, ministry of rural development while addressing a press conference on Monday. He said, the 'Naksha' pilot programme has been launched by the ministry of rural development in 157 urban local bodies in 27 states and 3 union territories in the year 2024-25 for the preparation of land records of urban areas. Ten urban local bodies of Uttar Pradesh have been selected under the programme. It includes Tanda (Ambedkar Nagar), Nawabganj (Barabanki), Anupshahr (Bulandshahr), Chitrakoot Dham (Chitrakoot), Gorakhpur (Gorakhpur), Hardoi (Hardoi), Jhansi (Jhansi), Chunar (Mirzapur), Puranpur (Pilibhit) and Tilhar (Shahjahanpur), he said. The state-of-the-art aerial and field survey techniques under Naksha are helping to build a comprehensive, GIS-integrated database of urban land parcels. Currently, 22.27% of Uttar Pradesh's population lives in urban areas. This figure is projected to rise to around 40% by 2031, he said. In view of the fast urbanisation there is a need for accurate and accessible urban land records. The programme will play important role in streamlining urban planning. The land records of urban areas maintained by urban bodies for tax collection have been found inadequate for establishing ownership rights. With the introduction of mapped urban land records, the status of land and ownership will now be clearly defined. This accurate determination of ownership is expected to help prevent fraud in urban property transactions. In case of disputes, it will facilitate smoother judicial proceedings. The data will not only aid in urban planning but also support the development of infrastructure facilities. The legally certified land data will help boost municipal revenue collection, enhance disaster preparedness, and attract private investment, he added. Speaking about the rural land records, Joshi stated the Uttar Pradesh revenue department has been managing them digitally by incorporating technology in land management processes, with support from the Revenue Board. Currently, land records such as real-time khatauni, maps, and khasra have been digitised. Village maps have also been digitised and geo-referenced, with each plot assigned a Geo-Aadhaar—Unique Land Parcel Identification Number (ULPIN)—based on its geospatial coordinates. ULPIN includes ownership details, plot size, and its latitude and longitude information. This system will streamline real estate transactions, aid in resolving property taxation issues, and enhance disaster planning and response efforts, he said. Joshi reviewed the progress of Digital India Land Record Modernization Program (DIL1RMP) and 'Naksha' programme in UP in a meeting with chairman of revenue board Anil Kumar. He stated that currently, details such as land ownership shares recorded in the khatauni, land disputes, sale transactions, maps, complaints filed on the Anti-Land Mafia Portal, enemy or evacuee property status, and bank mortgage information are all available online with just a single click. The facility of online application for succession, non-agricultural land declaration, income/caste/residence certificate, transfer of land of Scheduled Caste landholder, authorisation of transfer of more than 12.5 acres of land, complaint of illegal occupation of land, lease allotment, chief minister krishak accident welfare and correction in khatauni is available to the general public, he said. The revenue court computerised management system is functional for the settlement of land related disputes, through which the plaintiff and the defendant have the facility to view all the details regarding the status of their case online such as date of case, status of case, order etc. He said that an action plan is underway to link land records with Aadhaar, which will enable access to complete land details with a single click and help curb fraud in land transactions. Under the Swamitva Yojana, land surveys are being conducted using drones to generate accurate land records and GIS-based maps for rural planning. The aim is to ensure financial stability for people living in rural areas by enabling them to use their property as a financial asset to access loans and other financial benefits.

Noida farmers protest for revised circle rates, abadi plots
Noida: A group of more than 100 farmers gathered in protest outside the Greater Noida collectorate on Wednesday. The farmers, under the banner of Kisan Sangharsh Morcha, demanded the immediate implementation of recommendations by the high-power committee formed following similar protests last year. Other demands raised at the protest included allocation of 10% abadi plots, revision of circle rates pending for 11 years, proper settlement of rural colonies, resolution of issues faced by NTPC-affected families, and allotment of vending zone shops to landless families. Farmers also accused the administration of delaying action despite concrete suggestions submitted by the state-appointed committee over nine months ago. In Feb 2024, a high-power committee constituted by the UP govt, was tasked with reviewing long-pending demands related to land compensation and rehabilitation, in response to sustained farmer protests. Headed by Revenue Board chairman Rajneesh Dube and comprising senior officials including the Meerut divisional commissioner and the Noida district magistrate, the committee submitted its report in Aug 2024. The committee's key recommendations included conducting satellite and physical surveys of rural settlements, demarcating abadi land boundaries, resolving compensation delays, separating encroachment cases from plot allotment, completing pending leaseback processes, prioritising landless families in vending zone allocations, and initiating skill development programmes for youth from farming families. However, the committee rejected certain farmer demands, such as increasing the abadi plot quota to 10% and allowing commercial use of residential plots, citing legal constraints. "The high-power committee submitted its report on Aug 27, 2024. It contains clear and practical solutions to long-standing farmer issues. Why is the administration sitting on it for so long?" questioned Dr Rupesh Verma, district president of All India Kisan Sabha. "We were patient, but now the movement will only grow stronger until each point in that report is acted upon." Farmer leaders also alleged a lack of sincerity in the administration's approach. "They make promises in meetings, but nothing happens on the ground. The authorities are more concerned about investors than the farmers whose land built these cities," said Verma. Meanwhile, district magistrate Manish Kumar Verma told TOI, "We assured the farmers that the recommendations of the high-power committee will be implemented at the earliest. Such policy-level implementation often takes time at state govt level. The process of revising circle rates is already underway." On the issue of 10% abadi plots, the DM said that the committee found the request legally unviable. "We will still examine it further, but the panel's recommendation did not support it," he added. Farmers said that they will soon announce the next phase of their protests if there is no progress.

Ensure timely settlement of revenue disputes: U.P. CM to officials
In a high-level review of the revenue department on Saturday, Uttar Pradesh chief minister Yogi Adityanath directed officials to fast-track the timely settlement of revenue disputes and accelerate land record digitisation—calling them key to public trust, investment and transparent governance. He emphasised a people-centric, tech-driven, and accountable work culture in the department. The CM instructed officials to expedite the digitisation of remaining land records and prioritise uploading urban land data to the online portal. He called for a user-friendly redesign of the Revenue Board's portal and the creation of an integrated dashboard—from lekhpal to commissioner—for better monitoring and public benefit. Yogi also laid stress on displaying land use data of authorities in 'Khatauni' (landholding record) and simplifying the land use change process under Section 80 (of the U.P. Revenue Code) to ensure greater transparency. Emphasising the need for full automation of transfer cases, the CM highlighted its potential to provide citizens with timely justice and ease. He also directed the implementation of technical intervention and transparency in the consolidation process, urging sensitivity in handling complex consolidation cases to avoid social disputes. Yogi ordered that undisputed inheritance cases be resolved within 15 working days. The CM directed the mandatory resolution of all pending cases related to 'Khatauni', Aadhaar seeding, farmer registry, measurement, and 'Khasra' (plot details) investigation within the set time frame, with additional human resources allocated as needed. The department reported the issuance of over 36 lakh caste, residence and income certificates last year, with 85% processed online within seven working days. The CM commended this progress and instructed officials to further enhance service delivery for greater effectiveness and transparency. He praised the department for its swift response during natural disasters, noting that over 3.5 lakh affected families received assistance through DBT in 2023-24. Yogi also directed complete disposal of all pending applications under the Mukhyamantri Krishak Accident Welfare Scheme within the next 10 working days.
