APSDMA launches ‘Smart Heat Alert Card' that gives real-time temperatures and dos and don'ts
The Andhra Pradesh State Disaster Management Authority (APSDMA) has launched a 'Smart Heat Alert Card', available both in physical and online formats, to provide citizens with timely and critical heatwave information, and to ensure public safety during heatwaves. Launching the card at the APSDMA office at Tadepalli on May 17, Saturday, G. Jayalakshmi, Special Chief Secretary, Revenue and Disaster Management Department, said the initiative is aimed at empowering every citizen with the knowledge and resources to protect themselves against heatwave risks. The card features a QR code, a list of dos and don'ts and an explanatory on four colour-coded heat risk levels. After receiving the card, once an individual scans the QR code from their mobile phone, the APSDMA website comes up with the realtime temperature in their location presented in a colour-coded box. If the temperature is below 35 degree Celsius, the colour that appears is blue (safe), if it is between 35 and 40 degree Celsius, then it is yellow (be alert), if the temperature is between 41 and 44 degree Celsius, then it is orange (be prepared) and if it is 45 degree Celsius or more, it is red (extreme danger). While distributing these cards along with buttermilk and water bottles to citizens in Tadepalli and surrounding areas, the Chief Secretary emphasised the importance of staying informed about dos and don'ts during extreme heat conditions. She also encouraged citizens to call the APSDMA tollfree numbers, 1070/1800-425-0101, available 24/7, in case of any emergencies during summers. APSDMA Managing Director Ronanki Kurmanath said one can not only get live updates through the QR code but also guidelines to stay safe. He said the card is part of their ongoing efforts to protect citizens from the dangers of heatwaves. The APSDMA has forwarded the card to all the district administrations, who would later put it in public places and popularise it through online mediums as well.

Odisha govt allows changes in boundaries of administrative units before Census
Bhubaneswar: The Odisha government has allowed making changes to the boundaries of various administrative units, including districts and urban local bodies, ahead of the changes, however, have to be made before June 30.."The state government does hereby allow changes in administrative boundaries of the districts, sub-divisions, tehsils, revenue villages and urban local bodies so fixed, including boundaries fixed under any law for the time being in force, before June 30, 2025," according to a notification issued by the Revenue and Disaster Management Department on aviation ministry gives in-principle nod for airports in Rajasthan, boundaries of all the administrative units will be frozen from July 1, 2025 for the ensuing Census, it to official sources, the state government has frozen the boundaries of the administrative units since 2020 for the conduct of the Census in 2021. However, the government allowed changes in the boundaries several times, for a definite period, to create new units including new revenue to reporters here, Revenue and Disaster Management Minister Suresh Pujari said the decision was taken to dispose of the proposals received for the creation of new revenue villages.."Once the Census starts, the revenue boundaries cannot be changed till the exercise is completed. So, the direction was issued," Pujari added.

T.N. government relaxes norms for regularisation of residential encroachments, issuance of free house site pattas
The Tamil Nadu government has relaxed norms for the regularisation of residential encroachments and issue of free house site patta in Chennai city and its belt areas spread over Chengalpattu, Kancheepuram and Tiruvallur districts. The relaxation in norms over annual family income, extent of regularisation and fixation of land value, among others, have been issued now. The initial guidelines were issued in February this year. The annual family income for eligibility to receive free house site patta has been enhanced from ₹3 lakh to ₹5 lakh for this one-time special regularisation scheme. It would be applicable to entire Tamil Nadu. A Government Order to this effect was issued by the Secretary of the Revenue and Disaster Management Department on April 26. The State government has also increased the extent of regularisation of lands. In case of Greater Chennai Corporation, and Tambaram and Avadi Corporations, for the families whose annual family income was less than ₹5 lakh, the maximum extent of regularisation would be '3 cents or actual extent occupied whichever was less'. Under this, '2 cents would be regularised at free of cost and an additional extent not exceeding 1 cent would be regularised on collection of land value.' For the families, whose annual family income was more than ₹5 lakh, the extent of regularisation was 3 cents or actual area occupied, whichever was less and the same would be regularised on collection of land value, the G.O. said. As for fixation of land value, in case of urban areas across the State (all Corporations, Municipalities and town panchayats), for the families whose annual family income was below ₹5 lakh, the extent of actual area occupied or 2 cents whichever was less would be regularised at free of cost. Additional area occupied or 1 cent whichever was less would be regularised on 'collection of 25% of land value'. In urban and rural areas across the State, for the families whose annual family income was above ₹5 lakh and below ₹12 lakh (not an income tax payee), the extent of actual area encroached or 2 cents, whichever was less would be regulated on 'collection of 50% of land value'. An additional area occupied or 1 cent, whichever was less, would be regulated on 'collection of 100% of land value'. For families in urban and rural areas across the State, whose annual family income was above ₹12 lakh (income tax payee), the extent of actual area encroached or 3 cents whichever was less, would be regularised on 'collection of 100% of land value'. In order to assess whether the annual family income of the applicant was below ₹5 lakh or above ₹5 lakh or above ₹12 lakh, the officials of the Revenue Department would collect the details of family income, PAN and Aadhaar. These details would be verified by officials at taluk and district levels by cross checking them with the databases available with the government. In case of tribal people, who were unable to produce documents in support of their occupancy for more than 10 years, the District Level Committee would examine the proposal and send with its recommendation to the State Level Committee for approval. The State Level Committee would then examine and pass suitable orders, the G.O. said. It may be recalled that following a Cabinet decision, the Tamil Nadu government issued a G.O. on February 21 this year to regularise the residential encroachments and the issue of free house site pattas and had framed guidelines. Following receipt of representations and feedback, Chief Secretary held meetings with District Collectors and decided to make certain amendments to the G.O. issued in February.

Chhattisgarh eases land transfer process: District registrars to handle deeds
In a significant move aimed at easing the process of land ownership transfer, the Chhattisgarh government has issued a fresh directive empowering District Registrars and Sub-Registrars with the authority to execute land transfer deeds based on registered sales. This decision is part of a broader initiative to streamline land revenue administration and reduce bureaucratic to the notification published in the Chhattisgarh Rajpatra (Extraordinary Gazette) by the Revenue and Disaster Management Department the change has been brought in under the powers conferred by sub-section 24 of the Chhattisgarh Land Revenue Code, directive essentially shifts the responsibility of issuing transfer approvals in cases where sale deeds have already been registered to the District Registrar or Sub-Registrar, rather than the Tehsildar, who previously exercised these powers under Section 110 of the Land Revenue Code. Officials state that this change will reduce duplication of administrative efforts and enable quicker mutation of land records. It is also expected to help minimise instances of procedural delay often cited by landowners and legal official from the Revenue Department said, 'This reform empowers the office that originally registered the land sale to complete the transfer process as well, reducing red tape and making the system more efficient for citizens.'By simplifying the land transfer system, the government aims to bring about transparency and efficiency, ensuring that rightful ownership is recorded without unnecessary administrative order, signed by Secretary Avinash Champawat, was issued in the name of the Governor of Chhattisgarh and has come into effect from the date of InMust Watch
