The Udhampur-Srinagar-Baramulla Rail Link (USBRL) project, which Prime Minister Narendra Modi inaugurated on June 6, marks a significant milestone in Indian infrastructure. This ambitious initiative aims to create seamless rail connectivity from Kashmir to Kanyakumari, overcoming geographical and security challenges that have plagued the region for decades. "No quarters, peak insurgency, the Kargil War – it was a roller coaster," she told the reporter. Living in a CRPF camp in Srinagar with her young son while her husband, Suresh Kumar Sapra, worked on the USBRL project was fraught with danger. She adds, 'During a shopping trip to Lal Chowk in 1998, we narrowly escaped a bomb blast.' Neetu's life story is a testament to the resilience of families involved in this vital rail project. Live Events TNN The dream and the challenge The USBRL project began in 1997 when former Prime Minister H. D. Deve Gowda laid its foundation in Udhampur. Many deemed the task impossible, given the challenging terrain and ongoing insurgency. The initial spirit of the project was captured by Sandeep Gupta, the executive engineer, who noted the overwhelming challenges faced by the team. Gupta recounts, 'We had no choice but to dive in. This was bigger than us.' The conditions were harsh. The team of engineers faced numerous logistical issues, including lack of housing, poor electricity supply, and inadequate transportation. Sapra recalls dodging landslides during a trip to Srinagar and the struggle for basic necessities. The state power department had not restored electricity due to unpaid bills, and the team relied on candles and water from CRPF tankers. Sapra took on the role of the cook, preparing meals with limited resources. A slow journey: Through danger and other adversities On November 12, 1997, the railway survey team arrived in Nowgam, where local residents mistook them for police and nearly escalated tensions. To ensure the team's safety, the Jammu and Kashmir government provided armed security. Gupta describes the anxiety of the situation, saying, 'I had butterflies in my stomach due to sheer anxiety and fear.' Despite these challenges, the team marked the project's first alignment, a moment Sapra described as planting a dream. The survey work continued, with the team facing harsh winters and encounters with locals, including surrendered militants. However, by October 1998, they had completed the Qazigund-Baramulla survey ahead of schedule. The next phase involved surveying the Katra-Qazigund stretch, which revealed the struggles of local residents who relied on makeshift transport due to poor infrastructure. Tragedy struck in 2004 when IRCON engineer R N Pundhir and his brother were kidnapped and killed by terrorists, causing work to pause momentarily. However, buoyed by local support, the railway personnel resumed their efforts. A trial run in October 2008 marked a significant achievement, with local communities coming together to celebrate the occasion. The Udhampur-Srinagar-Baramulla Rail Link eventually turned out to be not just an infrastructure project; it represents years of determination, resilience, and the unwavering spirit of those who worked tirelessly against the odds. It stands as a symbol of hope for the people of Kashmir and a testament to India's efforts towards linking all regions.

Telangana govt, Kitakyushu city sign pact to boost economic growth, urban innovation
Hyderabad: The Telangana govt on Monday signed an agreement of cooperation with the Japanese city of Kitakyushu to strengthen relations and boost inclusive economic growth, achieve zero emissions, and foster urban innovation. The agreement was signed in the presence of Kitakyushu mayor Kazuhisa Takeuchi, chief minister A Revanth Reddy, GHMC mayor Gadwal Vijayalakshmi, and others. Earlier, the Japanese delegation, led by Takeuchi, attended the Telangana state formation day celebrations at Parade Grounds in Secunderabad. Speaking at the programme, Revanth said he studied the development model in Kitakyushu city during his recent Japan tour. 'The eco-town model in the city inspired us, and the state govt signed agreements with many Japanese companies to develop an identical model in Hyderabad,' he said. The CM expressed confidence that the cooperative agreement between Telangana and Kitakyushu city will create an ecosystem for inclusive economic growth, zero emissions, and urban innovation. ‘Made a mistake of giving financial benefit to all women': Ajit Pawar on Ladki Bahin scheme; Uddhav Sena cries voter bribe
NEW DELHI: Maharashtra deputy chief minister Ajit Pawar on Monday admitted that the state government made a "mistake" in extending financial benefits to all applicants of the Mukhyamantri Majhi Ladki Bahin Yojana without sufficient scrutiny, attributing the lapse to time constraints ahead of last year's assembly elections. 'We made a mistake of giving the financial benefit to all women (applicants). We had little time to scrutinise the applications and identify the ineligible ones. At that time, elections were supposed to be announced in two to three months,' news agency PTI reported Pawar as saying. The Ladki Bahin scheme, launched in August 2024, offers Rs 1,500 per month to eligible women aged 21 to 65 years with an annual income below Rs 2.5 lakh. Though it was designed to empower poor women, scrutiny revealed thousands of ineligible recipients, including over 2,200 government employees. Pawar, who also heads the state's finance department, clarified that the aid already deposited will not be withdrawn. 'When the scheme was unveiled, the government had appealed that only eligible women apply but that didn't happen. A scrutiny is being conducted. Shiv Sena (UBT) MP Sanjay Raut demanded Pawar's resignation, accusing him of enabling a misuse of public funds to gain electoral advantage. Raut said the finance department had presided over a 'loot of government money for the sake of votes'. Earlier, Maharashtra minister Aditi Tatkare confirmed the government had disqualified 2,289 ineligible government employees after examining nearly two lakh applications. In a recent post on X, she assured the public that such scrutiny would continue regularly. 'After realising this, such beneficiaries are not being given the benefit of the scheme,' she wrote. The Ladki Bahin scheme was credited with boosting the Mahayuti alliance's performance in the November 2024 assembly elections. However, it has also led to budgetary strain. Social Justice Minister Sanjay Shirsat conceded that the government was under pressure, saying, 'It is a reality that the monthly amount of Rs 1,500 cannot be raised to Rs 2,100.' He added that the scheme would continue even if it required the state to borrow funds. Shirsat also criticised the finance department for diverting funds from his ministry without notice. In March, he alleged that Rs 7,000 crore had been slashed from the Social Justice Department's budget, and on Monday, he called for a law to protect such departments from arbitrary cuts. According to official guidelines, beneficiaries must meet income and residency criteria and provide Aadhaar-linked bank accounts. Newly married women can present a marriage certificate if their name does not appear on a ration card. While the scheme aims to support women's economic independence, the government now faces growing scrutiny over its execution.
