SIOUX FALLS S.D. (KELO) — The South Dakota Highway Patrol will now assist Immigration and Customs Enforcement (ICE) with their operations, a news release from the governor's office said. Both the Division of Criminal Investigation (DCI) and Highway Patrol applied for a U.S. Immgration and Customs Enforcement (ICE) program called 287(g), which trains and certifies certain officers with specified immigration duties, with limitations and oversight depending on the agreement's terms. Paperwork filed for 2nd South Dakota gubernatorial candidate KELOLAND's Maddie Paul broke down the program's provisions after Rhoden announced his intention to obtain immigration authority for law enforcement last week. 'This Memorandum of Agreement will allow our Highway Patrol to assist ICE in the identification and apprehension of illegal aliens who may pose a risk to public safety in South Dakota,' Rhoden said in a news release. "We would just like to have enough money to give her a burial she deserves, so those girls will have a place to go visit their mom," Barker said. The family said the GoFundMe fundraiser will support funeral arrangements and the children. "Cindel was in a relationship with a man who was married to his estranged wife and she fell victim of manipulation and in a devastating turn of events, he took the life of his wife, then drove to Cindel's home to kill her," the GoFundMe said. Kevin Akins, 37, shot his wife Rebeca Akins, 35, dead on the morning of May 21, at her apartment in Dalton, according to a release from the Dalton Police Department. Dalton is a city in the northwest section of the state located approximately 20 miles south of the Tennessee border. Police say Kevin then got in his car and drove to the home of Cindel Rhoden, 33, a mother-of-two he had been dating and who'd just learned she was pregnant with a baby boy, according to family members. Kevin then murdered Rhoden before taking his own life, the DPD said in the release. Rhoden was found dead by her father, who went to her apartment after not hearing from the victim for days, police said. Rebeca's body was found after co-workers requested a welfare check on her when she missed three days of work without notice, according to the release. Officers said they arrived at her apartment on the evening of May 23, and were let in by staff after being unable to get someone to come to the door. Once inside, officers found Rebeca's body with an apparent gunshot wound to the head, according to the release. Detectives said they were then called in to investigate Rebeca's death, and viewed surveillance footage showing Kevin leaving the apartment complex at dawn two days prior. They were then able to track the suspect's vehicle to a nearby apartment complex, which authorities surveilled while awaiting a search warrant. During this time, on May 24, authorities witnessed a man later identified as Rhoden's father coming into the apartment and quickly leaving. According to the release, Rhoden's father was calling 911 to report that his daughter and the suspect were dead. Police say the investigation is still in the preliminary stages and have not released a possible motive. Rhoden's family had started a GoFundMe page in hopes of raising money for her funeral and to help her two daughters. "Cindel was taken from us in a senseless act of violence. She was devoted to her work, and worked hard as a single mother trying to navigate and figure out life," her family wrote. They also say she was killed by a man who then "took the coward's way out" when he took his own life. Larry Rhoden. 'I think what you guys are advancing right here at Dakota State is a perfect match for what we're looking for, and your research will prove to be very essential to us and our plans moving forward,' Rasner said. 'I was of the opinion that it would be absolutely poetic for an American-owned TikTok to wind up in South Dakota, whether that would be in part or the whole thing,' Rhoden said. Amid national security concerns, the U.S. Supreme Court upheld a law saying ByteDance must sell the social media app. President Donald Trump, however, has delayed an outright ban. 'Assuming they sell by the June 19th deadline, we would begin opening up discussions with Governor Rhoden further and implementing our public/private partnerships right here with Dakota State,' Rasner said. Rasner was full of praise for Rhoden as he looked ahead to TikTok's possible future. 'He has partnered with us in a very strong and vocal way,' Rasner said. 'We appreciate that. We love South Dakota, and we find that this is going to be a very great home for TikTok in the future and have a very special place with TikTok in the future, so it'll have a very strong footprint here.' And if Rasner's bid is successful, he says South Dakota is more than just a candidate for where TikTok might have a footprint. 'They're certainly the front-runner for our infrastructure right now, 100%,' Rasner said. How much of TikTok's infrastructure might be located in the state is unclear.
