Elgin, Illinois, man suspected of leading police on three-county chase on Monday
LAFAYETTE, IN — Richard L. Frank of Elgin, Illinois, is the man whom Indiana State Police suspect led troopers on a chase late Monday morning, police said.
A trooper noticed a 2024 Chevy Silverado pickup truck make several traffic violations in Lebanon, and he tried to stop the truck about 11:30 a.m. Monday, according to police.
Instead of pulling over, Frank, 46, led the trooper to Interstate 65 and sped north, police said.
Police later learned that Frank was suspected of a theft in Lebanon, as well has having warrants for his arrest in several Midwestern states, including one from Boone County charging him with a Feb. 21 theft in Lebanon.

The Chevy pickup truck headed north through Clinton County, and it left the interstate at the Dayton/Lafayette exit about 11:50 a.m., police said.
Frank sped west on Indiana 38, then north on Creasy Lane. Police briefly lost sight of the truck when it turned into a parking lot, police said.
A Tippecanoe County sheriff's deputy saw the truck northbound on Sagamore Parkway, and the chase was on again, according to police.
At Schuyler Avenue, the truck turned eastbound, then turned into the Lafayette Fire Station and tried to turn around. But he struck a sheriff's deputy vehicle and a utility pole, ending the chase and knocking out electricity in the area, according to police and a business' Facebook post.
In addition to the warrants, police jailed Frank about eight hours after the chase ended on suspicion of aggressive driving, reckless driving and resisting law enforcement. Additionally, a juvenile was in his truck during the chase, so police also jailed him on suspicion of neglect of a dependent.
Frank remained incarcerated at the Tippecanoe County Jail on Tuesday afternoon, according to jail records.
