Judge pauses IU protest policy, says it likely violates First Amendment
An Indiana University policy enacted in response to pro-Palestinian protests will be paused after a federal judge ruled the policy may be violating students' First Amendment rights. IU revised its "expressive activity" policy in mid-2024 to ban overnight camping and use of structures, such as tents, without approval — hallmarks of the pro-Palestine protest movement. In response, the Indiana Chapter of the American Civil Liberties Union filed a lawsuit challenging the policy last August. In its complaint, the ACLU alleged the university policy violates the First Amendment and is overly broad. Judge Richard Young of the U.S. District Court for the Southern District of Indiana agreed and granted a preliminary injunction May 29. "The Policy likely burdens substantially more speech than necessary to further the University's interest in public safety and thus lacks narrow tailoring," the preliminary injunction reads. "The Plaintiffs are likely to succeed on the merits of their claim that the Policy violates the First Amendment." During the 2024 spring semester, protesters established an encampment in Dunn Meadow for several months. The protests drew national attention, resulted in dozens of arrests and required 'extensive repairs' of the area. Under the now-halted section of the policy, students, faculty and staff could not engage in protests and other expressive activities from 11 p.m. to 6 a.m. without permission. If violated, one could face a range of disciplinary actions, including suspension, expulsion, loss of university employment and a responsibility to pay for damages. "While IU supports everyone's right to protest, camping or using any item to create a shelter is not a permitted form of expressive activity," the university said in paid content published in the Herald-Times last fall. "This ensures campus safety and accessibility for all community members." IU did not provide a reaction to the injunction since the university does not comment on pending litigation, spokesperson Mark Bode said. Strengthening Civic Health: How CivicLex Is Revitalizing Local Democracy
The founder of CivicLex in Lexington, Kentucky, discusses how his work is redefining what's possible in community and civic life – showing that in an era of national uncertainty, the most meaningful democratic renewal can begin locally. Ashoka: Richard, let's start at the beginning – what made you want to create CivicLex? Richard Young Richard Young: Through my previous work, I'd spent a lot of time around local government, and I kept seeing this lack of meaningful public engagement – only a small group of people were showing up to meetings. I'd watch these major policy decisions move through with hardly any public input. But then, like clockwork, right before any policy would pass, people would suddenly appear opposing it: "Why wasn't I told about this earlier? This feels like it's being done to me instead of with me." The thing is, these policies take a year or two to develop before they ever get to council for a vote. I realized that a couple of well-organized people could actually make a real impact on local decisions. This was around 2016, when national politics felt so divisive, and I wanted to build something that could make people feel good about contributing to our community's civic life again. I ended up getting a small $5,000 grant from the Knight Foundation to do work around civic information in our public transportation system, and that helped seed the idea for CivicLex. Ashoka: How does your team approach civic engagement differently? Young: We focus on three core things: civic knowledge, social cohesion, and building responsive institutions. First, people need to actually understand how civic life works. It's not something we're taught in school, and with local news shrinking, there's just less access to information about local decision-making. So our team teaches thousands of students how local government actually works. We also run adult workshops on civic processes, and we operate as a local newsroom covering city hall. Second, relationships are crucial, so we focus on social cohesion – how do we all build relationships with people who are different from us, and across different levels of civic power? Everyone should be able to talk to civic leaders and share their perspectives. We foster these relationships through events and by improving public spaces where people naturally meet. And third, our civic institutions need processes that actually welcome people into decision-making. If people show up wanting to participate and the process is terrible, they're not coming back. So we work with institutions to make participation meaningful for the public and helpful for government, too. Ashoka: How do you work with local government in the mutually beneficial way you describe? Young: For starters, we don't advocate for policy outcomes like affordable housing or minimum wage. Instead, we advocate for changes in process, which is a distinction the government recognizes. If we supported specific policies, our relationship would fundamentally change. We also approach our work with humility. People in government have decades of experience and really rich ideas about public engagement. If you come in saying, "You all aren't good at public engagement," you're discounting people who've put their lives into public service. So we build relationships and collaborate at the speed of trust. We also demonstrate a value proposition: good public engagement can actually convert opponents to supporters. Nothing helps in local government like having someone show up to say "yes," because almost always people show up to say "no." Ashoka: Can you share an example of success in changing government processes? Young: Sure. During Covid, when we were meeting virtually, our city suspended public comment because white supremacists were Zoom-bombing meetings. We reached out to a council member and said, "This is bad, and we get why you suspended it, but the process was broken to begin with. Could this be a starting point for actually fixing this?" So we surveyed about 1,000 residents and 85 top city staff about the legislative process, and when we asked where people should provide input, a significant majority of both the public and officials said "as early as possible." This revealed an unknown consensus. We then made 15 recommendations to change meeting structures and participation methods. The city adopted 13 of those 15, including creating two new types of pre-legislative council meetings to get public input before legislation even enters the stream. Ashoka: Civic engagement can be difficult to get excited about after a long day at work. How do you flip the script and make it something people want to do? Young: We've all experienced how learning about civic engagement and government processes can be boring, right? Convincing people to participate can be like convincing someone to eat spinach. If we want more participation from all groups, we've got to make it something people actually want to do. Following the pandemic, there's this real hunger for community and we try to build on that. In our educational events, like workshops on the city budget, we include games like "The Price is Right" where people guess dollar amounts about city government. We also host purely social events. We've invited people to paint pumpkins with elected officials, build birdhouses, and attend pancake breakfasts. These spaces build relationships because you're not trying to convince anyone of anything – you're just having fun together. All the decisions being made by local government are serious – they can literally add or subtract years from people's lives. But if you talk about it that way, it sounds like taking medicine. People don't want lectures, they want fun. Ashoka: CivicLex is a powerful place-based model for civic engagement. How do you think about impact and scale? Young: We're missing crucial civic infrastructure in our country, with too many organizations going broad rather than deep. The Elks Clubs, Rotary Clubs, local press – these were important because they were contextualized to place, making them feel authentic and rooted. Now, everything's watered down, trying to appeal nationally. The natural inclination would be to make this a national organization with "CivicLexes" everywhere, but that's like taking two tablespoons of peanut butter and spreading it over a whole loaf instead of one slice. We see another way to grow, and we've had over 100 communities reach out about building similar organizations. Where there's demand, we want to share our lessons, show how these three impacts work together, and help communities build something that actually works for them. Ashoka: What's next for CivicLex? Young: We're thinking about our role in this tense political moment and especially want to amp up our work on relationship building and social cohesion. We have big projects coming up focused on potential changes to our city government structure, and we're planning to expand to include our public school system. The big thing I'm focused on is how this becomes like the library – an institution that feels permanent, that people will access for decades to come to help them feel a sense of agency over their lives. And now that we feel secure in who we are, we're thinking about how we can help other communities build something similar but tailored to their needs. Richard Young is an Ashoka Fellow. i-80 Gold Reports First Quarter 2025 Operating and Financial Results
RENO, Nev., May 5, 2025 /CNW/ - i-80 GOLD CORP. (TSX: IAU) (NYSE American: IAUX) ("i-80 Gold", or the "Company") reports its operating and financial results for the three months ended March 31, 2025. Unless otherwise stated, all amounts referred to herein are in U.S. dollars (C$ represents Canadian dollars). "At Granite Creek Underground, i-80 Gold's first gold project to ramp up, we are making good progress in our dewatering efforts, addressing groundwater inflows by enhancing our pumping capacity and upgrading the water treatment infrastructure," stated Richard Young, President and Chief Executive Officer. "These improvements should allow us to ramp-up to steady state of gold output in the second half of 2025." Mr. Young added, "We continue to make progress on our recapitalization strategy by actively pursing various financing options in order to secure capital and serve as a catalyst to unlock the potential of our gold projects. While we recognize that i-80 Gold remains in a period of balance sheet constraints, the technical foundation of our portfolio is stronger than ever. These are largely low-risk, brownfield projects with infrastructure in place, and we are increasing technical experience to execute on the development plan. With preliminary economic assessments released for all five gold assets, which carry a combined after-tax net present value of approximately $1.6 billion at a 5% discount rate and $2,175 per ounce gold price, we've mapped out a credible and staged development plan." OPERATING AND FINANCIAL HIGHLIGHTS First Quarter 2025 Revenue totaled $14.0 million compared to $8.4 million in the prior year period primarily driven by higher ounces sold at Granite Creek and a higher average realized gold price 1. Gold sales 1 totaled 4,952 ounces at an average realized gold price 2 of $2,825 per ounce, compared to gold sales 1 of 4,061 ounces at an average realized gold price 2 of $2,063 per ounce in the prior year period. Loss of $0.10 per share for the quarter compared to a $0.06 loss per share in the prior year primarily due to revaluation losses from the gold prepay and silver purchase agreement. Cash used in operating activities was $22.7 million, compared to $25.2 million in the prior year period. Cash balance of $13.5 million as at March 31, 2025, a decrease of $5.5 million during the quarter due to cash used in operating activities partially offset by cash provided by financing activities from a private placement and the Company's at-the-market equity program ("ATM Program"). Filed preliminary economic assessments for all five gold projects as scheduled in support of the Company's new development plan. Completed modifications to the pumping system at Granite Creek Underground leading to improving water levels and reduced mine interruptions. Received the Decision Record from the U.S. Bureau of Land Management ("BLM") for the commencement of the underground portals at Archimedes Underground. Completed approximately 15,000 feet of underground delineation drilling at the Cove Project to enhance the certainty of the mineral resource estimate and support engineering analyses for an anticipated feasibility study. Executed several financing initiatives to enhance financial flexibility in support of the Company's broader recapitalization plan, including a recently finalized working capital facility with Auramet International, Inc. for $12 million, maturing in 12 months. 1. RECAPITALIZATION UPDATE Management is advancing its recapitalization plan to support the Company's development plan on several fronts, and is in active discussions with several parties regarding a number of financing options including a senior lending facility, royalty sales, non-core asset sales such as its FAD property as well as terming out the 2025 quarterly gold prepays On April 29, 2025, the Company finalized a master purchase and sale agreement with Auramet International, Inc., for the prepayment of sulfide material, totaling $12.0 million and $11.6 million in net proceeds. Management has been engaged in discussions with existing and potential new partners, and aims to complete the second phase of its refinancing plan by June 30, 2026, which coincides with the date of maturity of the Orion Convertible Loan. OPERATIONAL AND FINANCIAL OVERVIEW 1 Gold ounces sold include attributable gold from mineralized material sales at a payable factor of 58% Granite Creek Underground The Granite Creek property includes the Granite Creek Underground Project, a fully permitted, constructed and operating mine and the Granite Creek open pit oxide deposit adjacent to the underground project, currently in the permitting stage. The Granite Creek Underground Project is the first company asset to be redeveloped and is currently ramping up towards steady-state of gold output. 1 Low-grade mineralized material extracted as part of the mining process that is below cut-off grade but incrementally economic. 2 Processed mineralized material consists of toll treated material and material placed under leach. 3 Gold ounces sold include attributable gold from mineralized material sales at a payable factor of 59% in 2025 (2024 - 58%). 4 Total mineralized material mined consists of sulfide, oxide, and low-grade mineralized material. 5 Capital expenditure based on accrual basis. Mining rates during the first quarter, were higher than the prior year comparative period due to improved productivity and the pace of development. In response to the increased water ingress, the Company improved the pumping system availability and capacity, as well as, modifications to reduce mine interruption. Water levels are dropping throughout the mining area and water ingress rates are anticipated to continue to decrease in the near term. Gold output is expected to ramp up to steady-state during the second half of 2025. Additional dewatering infrastructure upgrades will be completed in 2025. In early 2025 a predictive groundwater model was completed and the Company is utilizing this study to evaluate future dewatering needs. The Company continues to encounter elevated levels of oxide mineralized material. A substantial portion of this lower-grade mineralized material has been deemed suitable for processing via heap leach at the Company's Lone Tree heap leach facility. During the quarter, 916 ounces were processed and sold from the Lone Tree heap leach facility. As at March 31, 2025, sulfide mineralized material of approximately 26,613 tonnes were on the stockpile to be processed in the remainder of 2025. Under the new toll milling agreement, the material is expected to be processed within 120 days of delivery to the process facilities. Capital expenditures for the three months were for sustaining capital. Pre-development, evaluation, and exploration expenses were primarily for underground development. An infill drilling program is planned to be completed in 2025 for inclusion in a feasibility study. Granite Creek open pit expansion baseline field studies associated with Federal National Environmental Policy Act ("NEPA") permitting activities were initiated during the first quarter of 2025. The permitting process is anticipated to take approximately three years. The development of an exploration drift at Granite Creek Underground began in the fourth quarter of 2024 and is expected to be completed by the end of the second quarter of 2025. This drift will provide access for infill drilling from underground in the South Pacific Zone, which will begin immediately upon completion of the drift. Ruby Hill (Archimedes Underground Project and Mineral Point Open Pit Project) Ruby Hill includes the Archimedes Underground Project, the Mineral Point open pit heap leach project, as well as several base metal deposits. The Archimedes Underground Project is expected to be the Company's second underground mine. Mineral Point is a large oxide gold and silver deposit with the potential to become the Company's largest gold producing asset. During the first quarter of 2025, the Company finalized a preliminary economic assessment on both the Archimedes Underground Project and Mineral Point open pit project. Permitting for Archimedes underground continued in the first quarter of 2025. During the quarter, the Company received the Decision Record from the BLM for the commencement of the underground portals. Associated state permits are still in process and responses are expected to be received in the second quarter of 2025. The timeframe to first production is approximately 14 months in duration from the commencement of portal blasting which will commence once the state permit is approved. In the meantime, the Company is leaching the historic leach pads, which provides minor amounts of gold extraction. Construction of the surface facilities and associated infrastructure commenced in the fourth quarter of 2024 and will carry into the first half of 2025. Underground construction activities are expected to begin in the third quarter of 2025. The Mineral Point drill program is expected to begin in the third quarter of 2025 to support geotechnical, metallurgical and hydrogeology studies for baseline data to advance the permitting and technical reports for Mineral Point. The 2023 through 2025 drill program results will be included in a planned updated feasibility study. Lone Tree The focus at Lone Tree is a feasibility study to evaluate the refurbishment of the autoclave facility with the intention of processing sulfide ore from the three underground mines (Granite Creek, Archimedes and Cove) in support of the Company's regional hub-and-spoke mining and processing strategy. Management continues to review the value engineering studies in preparation for the feasibility study which is expected to be completed in the fourth quarter of 2025. The continued leaching of the historic leach pad at Lone Tree is producing a reasonable amount of gold.
