Hisar official fined for failing to ensure water supply to a house
The Haryana Right to Service Commission has imposed ₹3,000 fine on a divisional officer-cum-sub divisional engineer of the public health engineering department and directed to pay additional ₹3,000 as compensation to the complainant of the case. The complainant requested the Commission to ensure water supply to his home as per prescribed standards, as water is a basic necessity for every individual. The complainant, a resident of Hisar, informed the Commission that he and his family were severely affected by the lack of water supply, not only this year but also during last summer. Last year, following the Commission's intervention, the pipeline was replaced. However, in April, May, and June this year, there was practically no water supply, forcing them to purchase drinking water from the market. The complainant also stated that the appeals were disposed of by the executive engineer (XEN) and superintending engineer (SE) in an incorrect manner and without giving them an opportunity to be heard. He requested the Commission to ensure water supply to his home as per prescribed standards, as water is a basic necessity for every individual. The spokesperson said the inquiry revealed that the officer concerned showed the service as completed beyond the time limit prescribed in the Right to Service (RTS) Act, and the reply was sent without actually resolving the complaint. The spokesperson said all relevant departmental officers had previously been trained for effective complaint resolution. Despite this, appeals were decided without hearings and without necessary action. 'In this case, the Commission has directed that the said amount be deducted from the officer's salary for August 2025 and deposited in the state treasury in September 2025, while the compensation is to be given to the complainant,' the spokesperson said. The department's executive engineer and superintending engineer have been issued warnings to ensure that appeals are disposed of within the prescribed timelines under the Act in the future. The Commission has made it clear that if such negligence is repeated, the matter will be clubbed with future cases and departmental action will be recommended.

UT administration proposes reforms for factory licenses, women employment
Chandigarh: Factories in Chandigarh will soon be required to renew their licences for five years at a time, and licences will be granted within seven days, instead of the current 30-day timeline. These are some of the reform measures the Chandigarh Administration recently took up with the ministry of home affairs (MHA). The UT has submitted a proposal to the MHA to amend Rule 10 of the Punjab Factory Rules, 1952, allowing the renewal of licences for five years at a time. Further, the proposal has been sent to the Department of Personnel, Chandigarh Administration, for the revision of the timeline under the Right to Service (RTS) from 30 days to seven days for the grant of a new licence under the Factories Act, 1948. Deputy commissioner Nishant Kumar Yadav said, "The services of registration of shops and commercial establishments in Chandigarh are being provided online through a single form. Further, the requirement of renewal for registration under the Shops & Establishment Act has already been eliminated. Simplifying approval and renewal of factory licences/trade licences by reducing the steps involved in documentation, and online registration under the Shops & Establishments Act has also been initiated. " Another proposal for raising the threshold for compliance under the Shops & Establishments Act to 20 workers has also been taken up with the MHA. Currently, the threshold limit is zero for compliance under the Shops & Establishments Act. Increasing the threshold will encourage MSMEs by reducing the compliance burden on them. As per recent Periodic Labour Force Survey (PLFS) data, 4.4% of non-agricultural establishments in India employ between 10 to 19 people. Yadav said, "A proposal has been sent to the MHA to amend Section 1(4) of the Punjab Shops and Commercial Establishments Act, 1958, to raise the threshold limit for compliance under the act from 0 to 10 workers. " The administration has also proposed to remove prohibitions on women from working in certain 'hazardous' industries. "The administration has submitted a proposal to the MHA to amend Rule 102 of the Punjab Factory Rules, 1952, to permit women (except pregnant and lactating mothers) to work in hazardous industries," said Yadav. Further, revising limits on work hours for commercial establishments has also been recommended. A proposal has been sent to the MHA to amend Sections 7(1), 7(2)(a), and 8(2) of the Punjab Shops & Commercial Establishments Act, 1958 (as applicable to Chandigarh), so that the working hour limits for commercial establishments may be revised in UT, Chandigarh. Yadav said, "The administration has already implemented several reforms to support the industry and business community. Fixed-term employment offers businesses flexibility in workforce management, enabling them to adapt swiftly to market demands. Women in night shifts have been allowed with robust safety measures, promoting gender inclusivity and expanding the talent pool for industries. Haryana doing well on digital crime tracking: Haryana chief secretary
Haryana has performed well in digital crime tracking and data management, consistently scoring 100% on the pro-active governance and timely implementation (PRAGATI) dashboard, said chief secretary Anurag Rastogi on Monday. PRAGATI is a multi-purpose and multi-modal platform created to address grievances of the public, monitor and review important projects and programmes of the government. The chief secretary, who reviewed the progress of the Crime and Criminal Tracking Network and Systems (CCTNS), said the state has reinforced its position as a leader in digital governance and citizen-centric policing. Rastogi said that since October 2024, the state has secured the top position 35 times, reflecting its sustained commitment to effective and transparent policing. Additional chief secretary (Home) Sumita Misra said the Haryana Police has been scoring a perfect 10 out of 10 on the Right to Service (RTS) dashboard for citizen services available on the HarSamay portal. With over 69.95 lakh applications processed within the designated time limits on the SARAL portal as of May 22, 2025, the state police ranks first in timely service delivery. She further said that several key technological enhancements have also been integrated into the CCTNS system to improve efficiency. These include the deployment of patch-10 for Medical Legal Cases (MLC), postmortem registration and doctor information. Now, the system allows for court confirmation of the chargesheet verifications. The e-signature facility was made generic for all relevant forms and documents, enabling seamless digital authentication. Aadhaar cards of investigating officers have been mapped to their CCTNS login IDs, removing the need to manually enter Aadhaar numbers for every e-sign use. The e-FIR module for automatic registration of FIRs in vehicle theft cases is now fully functional. Additionally, emails regarding accidental death cases are automatically sent to the concerned deputy commissioners from the CCTNS platform.

Haryana leads way in digital policing and governance: Chief Secretary Anurag Rastogi
Haryana has once again reinforced its position as a national leader in, and citizen-centric policing, state officials claimed on Monday. Chairing the 30th meeting of the State Apex Committee (SAC), Haryana Chief Secretary Anurag Rastogi reviewed the progress of the Crime and Criminal Tracking Network and Systems (CCTNS) and highlighted the state's achievements in the project's implementation. Rastogi said, 'Since October 2024, Haryana has consistently scored 100 per cent on the Pragati Dashboard, showcasing its top performance in digital crime tracking and data management. Over the last 46 months, beginning June 2021, the State has secured the top position 35 times, reflecting its sustained commitment to effective and transparent policing.' Additional Chief Secretary (Home) Dr Sumita Misra said the 'Haryana Police has been scoring a perfect 10 out of 10 on the Right to Service (RTS) dashboard for citizen services available on the HarSamay portal. Haryana: 2 services of Women & Child Development Dept now under RTS Act ambit
Chandigarh, May 12 (UNI) The Haryana government has brought two services of Women and Child Development Department within the ambit of the Right to Service (RTS) Act, 2014, ensuring a defined timeline for their delivery. According to an order issued by Haryana chief secretary Anurag Rastogi, for the recognition of private play School, a timeline of 45 days has been set and for renewal of the recognition of private play school, a timeline of 30 days has been set.
