Major change to bins in Aussie city
Red waste bins in Perth will be downsized and collected only fortnightly under a State Government push to meet resource recovery targets. Perth residents will receive a new 240L lime green-lidded bin that is collected weekly for food scraps, garden waste and some paper products. The red-lidded general waste bins will be downsized to 140L and collected fortnightly. Yellow recycle bins will remain the same size and will be collected fortnightly. The West Australian Government has asked all local councils to adopt the three-bin food organics and garden organics (FOGO) system by June 2026, which is a key milestone in its Waste Avoidance and Resource Recovery Strategy 2030. The FOGO system is designed to 'improve recovery rates, increase diversion from landfill and reduce costs of processing material,' according to Recycle Right WA, by encouraging people to separate food scraps and garden waste from their general waste. The contents from the lime green-lidded FOGO bins can then be recycled into materials, such as compost, mulch and soil conditioner, which can be re-used. The system is slated to be implemented in the City of Rockingham by June 30 2025, with residents currently receiving a 'FOGO-ready kit' including a kitchen caddy, two rolls of certified compostable caddy liners, and a guide on how to FOGO. City of Rockingham Mayor Deb Hamblin welcomed the initiative and encouraged residents to embrace the change. 'It's exciting to see the final stages of FOGO about to be rolled-out,' she said. 'With this initiative, we'll join over 20 other local governments across Western Australia, working to drastically reduce the amount of household waste sent to landfill.' The system is supported by the State Government's $20 million Better Bins Plus: Go FOGO program. FOGO is currently available to 22 local governments in the Perth, Peel and South West regions and It's expected nine more local governments in Perth will introduce FOGO by June 2026. The NSW Government has also mandated the FOGO system for all households by 2030, and in Victoria, of green-lid FOGO will be available to all households receiving a council waste service by the end of June 2027.

Long: Is it time for North Wilkesboro to host a NASCAR Cup points race? Here's an idea
NORTH WILKESBORO, N.C. — Talk started this weekend and grew after 250 laps of the best racing on a short track that NASCAR Cup fans have seen this year. Is it time for North Wilkesboro to host a points race and move the All-Star Race to another venue? Brad Keselowski suggested this weekend that NASCAR do so. He said the All-Star Race should move to Charlotte Motor Speedway. And then, he said, get rid of the Roval race. Ryan Blaney said after Sunday night's All-Star Race that he liked Keselowski's idea. Dustin Long, But let's hold off just yet on moving the All-Star Race. This was the second year since a repave. The track widened Sunday and the racing showed with an All-Star record 18 lead changes. The track should continue to get better. 'I thought the race tonight was really, really good,' Kyle Busch told NBC Sports. 'Put on a good show. There was actually a pass for the lead in the final 30 laps.' Busch would like to see the All-Star Race remain at North Wilkesboro. 'I think it's good right now,' he said. 'Let's leave it good for as long as it is.' Nate Ryan, So, here's a thought. Keep the All-Star Race in North Wilkesboro another year. NASCAR can then give this historic track in the foothills of the Blue Ridge Mountains a points race in 2027. That could allow NASCAR to move the All-Star Race to Bowman Gray Stadium, giving that track an event in May the week before the Coca-Cola 600 at Charlotte Motor Speedway. NASCAR then could move the season-opening Clash to another location, possibly an international destination. With no races before the Clash and a weekend off between it and the Daytona 500, NASCAR would have the flexibility to move the Clash outside the United States, a concept series officials want to do. Also, making this change in 2027 gives NASCAR an additional year to figure out what track would lose a points race to North Wilkesboro. Much work has already gone into next year's schedule at this point. Let's be honest, a short track should host the All-Star Race. The fans are close to the track and provide an energy and vibe that is harder for bigger tracks to replicate even with more people in the stands. The All-Star Race is about energy. Drivers are introduced to fans while a DJ plays music and flames shoot skyward. At North Wilkesboro, drivers and their pit crews walk to the stands, high-fiving fans and throwing hats into the crowd. North Wilkesboro is legendary for its fan interaction, whether it was fans tossing chicken bones after they finished eating to cheering local hero Junior Johnson's drivers. 'Man, they show up, and it's just absolutely incredible,' All-Star Race winner Christopher Bell said of the North Wilkesboro crowd. 'We go out for driver intros and the place was packed. … We need more events like this, more races like this. I love that we revived this racetrack, and now with Rockingham getting revived and had an amazing Xfinity race. I think just continuing to go to different racetracks, that's the key for success. 'You can't just beat the same racetracks up over and over and go to them twice a year. I think continuing to diversify the schedule, get to where we're going to every venue one time a year, and I think you're going to see the crowds engage and have awesome electricity throughout the races. And yeah, it really is awesome to be a part of.' Imagine what it could be like for a points race.

City of Rockingham wants Penguin Island closed to visitors as concerns for bird population grows
The City of Rockingham is lobbying for the closure of tourist attraction Penguin Island, as the dwindling population of the animals that gave the island its name reaches crisis point. But there are reservations about what impact the measure would have on increasing bird numbers. Conservationists have long called for the island to be shut to visitors to allow for the restoration of the little penguin population, which has dropped by 94 per cent since 2007 — leaving an estimated 114 birds. One of Penguin Island's penguins is examined. ( ABC News: Pamela Medlen ) Scientists say warming sea temperatures have impacted on the penguins' food source, with human activity and migration patterns also contributing to population decline. The City of Rockingham in March resolved to "immediately and urgently" request the state and federal governments close the island for at least two years. Rockingham Mayor Deb Hamblin confirmed the city has now written to the state government to request the temporary closure of the island. Deb Hamblin has requested the state government close Penguin Island to visitors. ( ABC News: Ashleigh Davis ) She said the suggestion was made by a ratepayer, and there was not yet evidence to show a two-year closure would support the penguin population. Ms Hamblin said more research was needed to understand how the penguins can be saved. "I think there are a number of options that the researchers are looking at, because the effects are coming from a whole range of issues, not just people on the island, but also climate change, food sources, water, temperature," she told ABC Radio Perth. "I understand that people are passionate and want to come up with the best solutions, but I think we really do need to rely on the experts." Not everyone convinced The Penguin Island Visitor Centre's Tracy Brown said she was unconvinced closing the park was the solution to the island's penguin problem. Tracy Brown is the operations manager at Perth Wildlife Encounters. ( ABC News: Ashleigh Davis ) "I just don't see that it's going to be effective for the penguins," she said. "Scientists are saying that the penguins are decreasing in population because of a lack of food source and due to climate change, nothing to do with people on the island. " If anything … tourism brings education and awareness about the penguins on the island. " A number of measures have already been implemented to try to bolster the penguin population, including enforcing a longer winter closure period, shutting the island on days when the temperature exceeds 35 degrees Celsius, and installing nesting boxes to help the birds survive the heat. This year Rotary has insulated the penguin nesting boxes to keep them cool. ( ABC News: Ashleigh Davis ) The state government also scrapped plans to build a new discovery centre on the island, with Mersey Point on the mainland identified as a possible alternative. Photo shows Aerial shot of Penguin Island. Conservationists are calling for Penguin Island to be closed to visitors to allow the dwindling little penguin population to recover. A business case for the proposal is currently being prepared, with a timeline for delivery yet to be announced. Ms Brown said the tourism community was eager for the proposal to get underway. "A discovery centre built close by to the island would bring about better education for our parents and their kids, our international visitors," she said. "It would bring a real drawcard of tourism to the island, and we'd also have something in the area that we can be really proud of." Island a 'priority': government A state government spokesperson said the Department of Biodiversity, Conservation and Attractions (DBCA) was working hard to reduce pressures on the little penguin population. "In addition, DBCA is finalising enhanced visitor facilities that are crucial for educating visitors about the island's unique wildlife, ensuring the protection of penguins while allowing people to enjoy the island," they spokesperson said. Penguin Island is off the coast of Rockingham. ( ABC Radio Perth: Emma Wynne ) "Penguin Island is an important conservation and tourism asset, and the welfare of little penguins on Penguin Island continues to be a priority for the state government." The newly formed Little Penguin Advisory Group also held its first meeting in February, and is due to provide advice to DBCA by the end of the year. Loading
