Last Updated: Bihar has recently witnessed a sudden rise in crime cases, with shooting incidents being reported from several districts. Days after BJP leader and businessman Gopal Khemka was shot dead outside his residence in Bihar's Patna, a hardware shop owner was shot dead in Chapra district. The incident occurred on Sunday evening in the Ekma police station area. The deceased has been identified as Roshan Singh, a resident of Hansrajpur village. A further investigation into the matter is currently underway. Bihar has recently witnessed a sudden rise in crime cases, with similar shooting incidents being reported from several districts. Earlier on July 4, Gopal Khemka, who was returning to his home at nearly 11 p.m., was shot dead in the south area of the Gandhi Maidan. In a separate incident that took place on July 19, some bike-borne assailants fired three rounds at a doctor in Gaya, with one bullet hitting the doctor in the jaw. Nagpur: The crime branch of Nagpur city police busted a racket through which a Nagpur-based publisher was duped of Rs76 lakh by arresting the key accused from Nalasopara (East), Mumbai. The accused, Roshan Singh alias Piyush Keshav Singh, has over 30 criminal cases, including murder, attempt to murder, and assault, registered against him at Achole police station in Mumbai's suburbs. The racket was unearthed after a year-long investigation into a massive fraud that targeted a city-based school textbook publishing company. The accused had fraudulently set up fake book shops under forged identities, entered into commission-based agreements with the victim firm to procure large quantities of textbooks. Singh then vanished with the stock, allegedly diverting it to black markets or other distribution networks across the state. Speaking to TOI, inspector Ravindra Naikwad said, "The accused would open bogus agencies with forged documentation, procure books in bulk from publishers under the pretext of distribution, but never pay for the stock. Instead, they would sell the books elsewhere at discounted prices. However, the scam remained unsolved for months due to the elaborate methods adopted by the perpetrators to erase their digital and physical trail. The accused used multiple fake names, continually changed phone numbers, and created dummy documentation to stay ahead of law enforcement. Acting on specific inputs developed through informants and manual surveillance, the crime branch squad tracked Singh to Nalasopara. A trap was laid, and he was arrested and immediately brought to Nagpur on a transit remand. The crime branch has obtained his PCR custody till July 26 for further interrogation. Another key figure in the case, Chirag Kashinath Dey, was previously named as the main accused. Officials said more arrests are likely as the nexus is believed to involve multiple players across Mumbai, Mira Bhayandar, Vasai-Virar, and possibly other cities in Maharashtra. "Singh's arrest is a breakthrough," said Inspector Naikwad. "This isn't just about one publisher being duped. This modus operandi has likely impacted multiple book companies across the state. The seized documents and mobile records are currently being verified. We expect more names to surface during interrogation," he added. Police are now coordinating with publishing companies to trace the movement of stock and transactions. The crime branch suspects that some of the books were offloaded in black markets in other districts or even sold back to schools at discounted rates using fake channels.

The 7 July order comes ahead of the month of Shravan, when a large number of devotees hold processions across the city starting from the Mahakal temple in Ujjain, Yadav's home district. The Mahakal temple is one of the 12 jyotirlingas in the country, considered the revered abodes of Lord Shiva. Bhopal: Ujjain collector Roshan Singh's order declaring six consecutive Mondays between 14 July and 11 August as holidays in all schools because of the Mahakal procession has kicked up a political storm with Congress MLA Arif Masood describing it as a move to appease Chief Minister Mohan Yadav. According to Ujjain's district education officer Anand Sharma, the decision was taken in view of six processions being held this year. While 18 August is a local holiday in Ujjain, the other five Mondays between 14 July and 11 August had to be declared holidays. Instead the district collector Roshan Singh has ordered that schools will function for five Sundays to make up for the lost academic time. 'For the past two years, we have been declaring holidays to avoid inconvenience to students and parents as roads are barricaded, creating traffic jams and challenges in movements of buses. Last year, only two additional holidays had to be declared as the remaining were already gazetted holidays. But since it's not the case this time, the move have been implemented,' Sharma told ThePrint. However, Masood, the Congress MLA from Bhopal (North), called the collector's order an act of appeasement of Mohan Yadav. 'The procession of Lord Mahakal is taken out every year and all residents across Ujjain take part in it, but this is the first year when specific holidays had to be declared,' Masood told ThePrint. 'Instead, the collector wants the schools to function on Sundays, but will that not impact families with working employees, who only get to be together on weekends. What was the specific reason, other than to please Mohan Yadav at the cost of students and parents?' The move also came under criticism from Manohar Giri, regional secretary of the State Employees Association. 'Many working employees get Sundays off and asking schools to function on a holiday will put mental, financial and physical pressure,' Giri told the media. However, BJP MLA Rameshwar Sharma defended the move, saying it would allow families to visit the procession with their entire family. Sharma also slammed the Congress party on the issue. 'The Congress is only busy feeding biryani to terrorists. Its people are busy sycophanting foreigners. I don't know whether this Congress belongs to China or Pakistan… The collector has the authority to declare a government holiday based on public needs,' the Huzur legislator told the media.
