NMC Fails to Fully Utilise Rs 7 Crore Allocation for Rivers' Cleaning Amid Early Monsoon
1 2 Nagpur: While the early onset of monsoon is wreaking havoc in western Maharashtra, the Nagpur Municipal Corporation (NMC) officials are still in deep slumber. A RTI reply, stating that NMC has used only miniscule part of funds sanctioned for cleaning of rivers across the city has exposed monsoon preparedness claims of the civic body. The NMC has allotted Rs7 crore for cleaning the city's three main rivers — Nag, Pili, and Pora —for the 2024-25 financial year. Of these, only Rs1.33 crore has been spent so far, the reply to a RTI query states. The last couple of years have witnessed many parts of the city getting submerged due to flooding in these three rivers. Still, the civic authority has adopted a lackadaisical approach in clearing the rivers of debris. The RTI reply reveals a disturbing pattern: Year after year, the NMC allocates funds for desilting and riverbed cleaning but fails to utilise the funds fully. In 2020-21, Rs1.5 crore was allocated, of which Rs1.08 crore was utilised. In 2021-22, Rs2 crore was sanctioned, but only Rs1.16 crore was spent. The situation worsened in 2022-23, when only Rs62 lakh of the Rs2 crore allocation was used. Under fire after the flood of Sept 23, 2023, NMC raised the allocation for cleaning the rivers to Rs7 crore for the year 2024-25. But barely 19% has been utilised so far while the pre-monsoon cleaning is far from complete. Last year's monsoon was no different. On July 20, 2024, heavy rainfall submerged around 71 localities, mostly in south-west and south Nagpur, bringing the city to a standstill. Water entered numerous homes and blocked roads for hours. These areas, not traditionally prone to flooding, suffered waterlogging largely due to choked river stretches and neglected stormwater channels. In the past, flooding was largely restricted to settlements along the Nag river. The failure to act despite available funds and ample time has enraged residents and raised alarms about potential disasters. "The monsoon is about to enter Vidarbha. If cleaning is not done now, the same streets will flood again. What excuse will the NMC give then?" asked a resident of Dhantoli, adding, "Why are crores allocated when the funds are going unused?"

Assam: Gaurav Gogoi demands probe into illegal coal mining, alleges Sonowal removed for opposing syndicate
Jorhat (Assam) [India], May 25 (ANI): Congress MP from Jorhat, Gaurav Gogoi, on Saturday called for a detailed investigation into alleged illegal coal mining and syndicates operating in Assam and Meghalaya. Addressing a press conference at the District Congress Bhawan in Jorhat, Gogoi claimed that a 'coal mafia' is thriving under political protection and linked it to changes in Assam's leadership. Gogoi told ANI, 'Yesterday in Delhi, Prime Minister Narendra Modi addressed a Rising North East summit where he spoke of private investment. I wrote to him the same day highlighting the ground reality in Assam and Meghalaya -- the illegal coal syndicate.' He referred to an Enforcement Directorate action from April, claiming it revealed how coal illegally mined in Meghalaya is transported into Assam using forged documents, with alleged bribes of Rs1.5 lakh per truck. 'This money is hoarded at various spots in Guwahati,' he said. The Congress MP said no significant action had been taken by the governments of Assam or Meghalaya. 'This reminds me of the Umrangshu incident where nine labourers died in an illegal rat-hole mine. A subsequent probe revealed 245 such operations in Assam. This could not happen without political protection,' Gogoi alleged. He added, 'There has been no serious investigation into the coal syndicate. No serious arrests. The Assam government remains silent. So does Chief Minister Himanta Biswa Sarma.' Gogoi further alleged that former Chief Minister Sarbananda Sonowal was removed for attempting to dismantle the syndicate. 'Sonowal came to power promising to end the coal syndicate. But perhaps his actions did not sit well with Himanta Biswa Sarma and his colleagues, leading to his removal despite leading his party to victory a second time.' He also criticised the Prime Minister for not visiting shelling victims in Poonch. 'It's unfortunate that the PM is addressing rallies in Bihar while people in Poonch suffer. A special session in Parliament should be convened to discuss these issues once delegations return from abroad,' Gogoi said. (ANI)

Cop caught taking bribe in dowry case
Lucknow: The UP vigilance department on Thursday arrested sub-inspector Shani Singh of Rohta police station, Meerut, red-handed while accepting a bribe of Rs1.5 lakh. The bribe was allegedly demanded to manipulate a dowry-related investigation in favour of the complainant. Officials said the trap was laid following a complaint by a serving officer of the Indian Armed Forces, currently posted at RHQ North East, Kolkata. The officer alleged that Singh demanded money to file a closure report in a dowry harassment case involving the complainant's family. According to the complaint, the officer's son, Aditya Kumar Tomar — a bank manager with Nainital Bank in Haldwani — married Vanshika, daughter of Yogendra Singh from Dalampur village under Rohta police station, on Feb 18, 2024. Vanshika lived with her in-laws for two months before allegedly leaving the house on Apr 22, without informing anyone. She is said to have taken her personal jewellery and some valuables from the in-laws' house and left with her father. Despite filing complaints at Kankarkheda police station and with the SSP's office, the family received no response. The complainant took leave from duty and came to Meerut to present evidence to Singh. On May 18, Singh visited the complainant's residence and allegedly offered to "help" in the case. A follow-up meeting was held on May 19, during which Singh reportedly demanded Rs3 lakh to file a final report (FR) in the complainant's favour. After negotiation, the bribe amount was reduced to Rs1.5 lakh, with the officer allegedly warning that non-payment would result in a chargesheet against the family. Refusing to succumb to the extortion, the complainant approached the vigilance department. A trap was laid and Singh was caught red-handed while accepting the bribe at the complainant's home on May 22. The bribe amount of Rs1.5 lakh was recovered from the accused, and an FIR is being registered against him at Kankarkheda police station under relevant sections of the law. The vigilance department has urged the public to report any bribery demands by govt officials on its anti-corruption helpline number: 9454401866.

Basavaraju: From BTech graduate to top Maoist functionary
SRIKAKULAM: Known as the mastermind behind major attacks on security forces in Chhattisgarh, CPI (Maoist) general secretary Namballa Keshava Rao, alias Basavaraju, had joined the movement in the 1970s and elevated to the top post in the banned outfit seven years ago, when Maoist activities in their stronghold Bastar region were appearing to be wearing out. Born in 1955 in Jiyyannapeta of Kotabommali mandal near NH-16, Keshava Rao was the second son of Vasudeva Rao, a late government teacher, and Lakshmi Narayanamma. He is survived by his elder brother, Dhilleswara Rao, a former kabaddi player and retired Port Blair sea port chairman, and younger brother, Ram Prasad, a Visakhapatnam-based real estate businessman, and one of his two sisters. Keshava Rao, a skilled kabaddi and volleyball player, completed his BTech at the Regional Engineering College, Warangal. While pursuing his M Tech, he joined the People's War Group (PWG) in 1976 at the age of 21, drawn to the ideologies of leaders like Kondapalli Seetharamayya and KG Satyamurthy, and influenced by Srikakulam's anti-landlord movement. After joining the PWG, which later became the Maoist party, he cut ties with his village and family, and remained unmarried. Known for expertise in IED explosions, Keshava Rao, who carried a bounty of Rs1.5 crore, was named in the 2003 attack on Andhra Pradesh Chief Minister N Chandrababu Naidu at Alipiri in Tirupati, as well as the 2010 Dantewada attack, which killed 76 CRPF jawans. His uncle, retired teacher Namballa Satyannarayana, recalled his academic brilliance, while cousin Namballa Raja Sekhar noted his dedication to the Maoist cause.

City police nab three inter-state burglars involved in bag lifting from cars
Nashik: City police on Tuesday arrested three men accused of bag lifting were arrested on Wednesday. On May 13 the trio had allegely stolen a bag with Rs1.5 lakh from a car after breaking its windshield. A complaint was filed with Indiranagar police. Crime branch unit 2 officials visited the spot and checked CCTV footages of the area which revealed all three bike-borne men following the car to Chetananagar, Indiranagar. The police then checked CCTV footages covering a stretch of over 90km from Nashik to Malegaon to apprehend the suspects. With the help of technical analysis, names and addresses of the trio were ascertained. The accused are identified as Sameul Parera (57) of Ghodbunder, Thane West, Harish Gudeti (35) of Nellor, Andhra Pradesh, and Abhijeet Prasad (30) of Daund, Pune. For two days, the police kept a watch on the trio in Ghodbunder before nabbing them. Upon questioning, the suspects confessed to committing the crime. The police seized the cash along with a four-wheeler and a two-wheeler they used in committing the crime.
