BISP chairperson assails PTI for ‘corruption'

PESHAWAR: President Pakistan People's Party Women Wing Khyber Pakhtunkhwa and Chairperson Benazir Income Support Program (BISP), Senator Rubina Khalid has severely criticized Pakistan Tehreek-e-Insaf (PTI) for its corruption spree in KP and said people of the province were bearing the brunt of mega corruption scams of provincial government. Talking to the media here, Senator Rubina Khalid announced that PPP would hold a massive protest campaign on May 26 to save the province. She urged people to support the protest for removal and accountability of corrupt elements. The PPP leader said PTI has shattered the ideals of justice by engaging in large scale corruption, particularly in KP where the province has seen no progress in the past 13 years. 'Instead of development, the region has plunged into decline due to poor governance and lawlessness,' she said. Rubina Khalid urged the public to rise against those who looted national wealth. 'It is the time for people to question how billions of rupees were gobbled overnight,' she remarked, calling for public trials of corrupt figures. She said that billions of rupees were misappropriated that were meant for the development of Kohistan. She praised the Pakistan Army for its role in defending the country, stating, 'We salute our armed forces for burying the enemy in their trenches. But it is unfortunate that some internal actors now question their sacrifices and demand proof just to seek the release of a corruption-tainted political leader.' She lauded PPP Chairman Bilawal Bhutto Zardari for raising Pakistan's voice on international diplomatic fronts particularly highlighting the Kashmir issue globally. She reiterated that India has proven to be neither a friend nor a trustworthy neighbour. The PPP leader announced that the party's Women's Wing would actively participate in a major protest rally on May 26. She appealed to women to join in large numbers alongside their brothers in what she described as a historic movement against injustice and exploitation. Criticizing the current state of governance, she highlighted increasing unemployment, failing education and healthcare systems and widespread lawlessness in KP. She accused the provincial administration of mismanaging the NFC Award funds and fostering a culture of corruption. 'The time has come to unite and oust the group that has plundered the hard earned money of people,' she said, adding that attacking the federation is treason and not patriotism. ISLAMABAD: Chairperson Benazir Income Support Programme (BISP) Rubina Khalid chaired a meeting to accelerate the launch of a new digital payment system for BISP beneficiaries in seven districts across the country. The meeting focused on fast-tracking the implementation of a pilot project aimed at improving the digital disbursement mechanism for BISP beneficiaries, said a press release issued Monday. The meeting also explored the potential introduction of mobile wallet payments on pilot basis in selected low-workload regions to test feasibility and efficiency, the press release added. BISP Kafaalat initiative: ‘Financial aid provided directly to female members of qualifying households'

ISLAMABAD: Financial assistance is provided directly to female members of qualifying households under Kafaalat initiative as part of BISP's approach to promote women's central role within their families, Secretary Benazir Income Support Programme (BISP) Amer Ali Ahmad said. He has also reaffirmed the government's 'unwavering commitment' to supporting the most deserving segments of the society through BISP. The secretary BISP shared these views in a meeting with a delegation of officers from the 43rd Mid-Career Management Course (MCMC) of the National Institute of Public Administration (NIPA). The 14-member delegation was received at the BISP headquarters by the secretary BISP along with BISP Chairperson Rubina Khalid on Wednesday. Dr Syeda Faiza Urooj, Additional Directing Staff at NIPA, headed the delegation. The primary objective of the visit was to gain firsthand insight into BISP's operational framework, institutional structure, and its pivotal role in implementing social protection programmes nationwide, aimed at uplifting Pakistan's most vulnerable populations, said an official statement issued after the meeting. Secretary Ahmad appreciated the value of professional training programmes like MCMC, which empower officers to translate their knowledge into practical solutions and communicate ideas clearly and effectively, the statement added. The secretary outlined key initiatives of the organisation including its flagship programmes: Kafaalat, Taleemi Wazaif, Nashonuma, Hunarmand, National Socio-Economic Registry (NSER), and a new digital payment model. The BISP chairperson said BISP's biometric verification system ensures transparency and accountability, and it enhances the mobility and empowerment of its beneficiaries. BISP is a transformational programme and a game-changer in the realm of social protection, she said. The organisation adheres strictly to the principles of transparency, accountability, and dignity, Khalid said. Dr Tahir Noor, Additional Secretary BISP, gave a detailed briefing to the delegation on BISP's institutional framework, its expansive countrywide presence, and its core objectives, said the statement. ‘Vacant field vacancies at BISP need to be filled'

ISLAMABAD: The vacant field positions coupled with shortage of personnel are some of serious impediments to BISP's operational functioning that need to be addressed immediately. This was conveyed to the newly appointed Poverty Alleviation Minister Imran Shah by Chairperson Benazir Income Support Programme (BISP) Rubina Khalid in a meeting, it is learnt. The vacant field vacancies at BISP need to be filled in immediately to ensure uninterrupted service delivery and to address issues being faced at the grassroots level, the minister was conveyed by the BISP chief, it is further learnt. The BISP chairperson urged the minister to actively play his role in addressing key issues concerning BISP's operations, especially the ban on recruitments imposed by the government, officials privy to this development shared with Business Recorder. The meeting between the two officials was held to review field operations and discuss strategies to enhance BISP's outreach and effectiveness, said an official statement. Khalid, according to the statement, also reiterated BISP's relentless efforts to uplift its beneficiaries through poverty graduation and skill development initiatives such as Benazir Hunarmand Programme. This flagship initiative is designed to equip beneficiaries, particularly women, with cutting-edge technical skills aligned with global labour market demands—fostering economic independence and long-term sustainability, the statement said. The meeting concluded with a joint reaffirmation of commitment to expanding the scope and impact of BISP, with both sides having reiterated to delivering transparent, efficient, and inclusive support to the most vulnerable segments of the society, added the statement. This March, BISP chairperson briefed National Assembly's Standing Committee on Poverty Alleviation and Social Safety that the absence of a dedicated cadre and shortage of officers and officials were affecting BISP's operations. The ban on recruitments imposed by the federal government adversely impacted the institutional growth and continuity since 2012, the BISP chairperson told the NA panel, adding that BISP relied heavily on deputationists to run its affairs.
