BJP accuses Siddaramaiah, Shivakumar of abetting RCB stampede
Bengaluru: The opposition BJP accused the govt of "abetting" the stampede that occurred during Royal Challengers Bengaluru's (RCB) IPL victory celebrations at M Chinnaswamy stadium on June 4, and demanded a CBI investigation. The accusation came during a discussion under Rule 69, with opposition leader R Ashoka and BJP veteran S Suresh Kumar leading the attack. Ashoka, in a two-and-a-half-hour speech, alleged the govt was complacent and failed to anticipate the massive turnout despite repeated warnings from all quarters. "In your hurried intent to lap up popularity and affection of the people, you rushed into the celebratory event… If it was not so, then why did traffic police decide to draw up traffic diversions around the stadium?" he asked. Drawing a parallel with suicide cases, Kumar said: "This govt is an abettor in this tragedy." BJP demanded a joint house committee and a CBI inquiry, along with "an unconditional apology from the govt" to families of the victims. Ashoka called it a total failure of crowd management, saying, "Who gave permission for the celebration? Who finalised the SOP? Were ambulances kept ready?" He insisted a case of negligence causing death should have been filed, adding, "I fail to understand what the CM and deputy CM were doing." He criticised the IPL, alleging it fuels betting among the poor: "My own cook indulged in theft to get money for betting," Ashoka said. He accused the govt of seeking political mileage, while presenting govt letters to top officials as evidence of official permission. "Without directions from the CM and deputy CM, it would have been impossible for DPAR to permit the event," he said. Quoting Justice Michael D'Cunha's report, he said directions from the CMO to RCB and event managers were documented. Yatnal berates Ashoka Suspended BJP MLA Basangouda Patil Yatnal, meanwhile, castigated opposition leader R Ashoka during the debate on the stampede, for shying away from directly blaming CM Siddaramaiah and his deputy DK Shivakumar. "I have heard you since morning speaking about the faults of the administration, but nowhere are you fixing blame on the political leadership of this govt," Yatnal said, intervening in the discussion. "Say it in plain words that the CM and DCM are directly responsible for the tragedy." Yatnal was suspended from BJP for six years for alleged anti-party activities.

Lorry driver fined ₹11,500 for assaulting PSI on Mangaluru road
The second Additional District and Sessions Court, Dakshina Kannada, overturned the acquittal order of lower court to impose fine of ₹11,500 on a lorry driver for assault of police sub-inspector (PSI), Mangaluru South Police Station, on U.P. Mallya Road in Mangaluru in July 2013. Judge V.N. Jagadeesh, on June 25, convicted Kiran Johnson Pereira, 31, of Farangipet, for offences punishable under sections 506 (criminal intimidation), 323 (voluntarily causing hurt) and 332 (voluntarily causing hurt to deter public servant from duty) of Indian Penal Code (IPC) and under Rule 69 read with section 177 of Indian Motor Vehicle (IMV) Act. The judge imposed fine of ₹5,000 each for offences under sections 332 and 506 of IPC, and ₹1,000 for offence under section 323 of IPC. The lorry driver was asked to pay fine of ₹500 for the offence under Rule 69 read with section 177 of IMV Act. In the judgement the judge observed that there was evidence to show that the lorry driver on July 29, 2013, drove his vehicle on the road where Deputy Commissioner has barred movement of heavy vehicles between 8 a.m. and 8 p.m. On being questioned by the PSI discharging duty on the road, the lorry driver assaulted the PSI, gave a life threat to the officer. After the driver was assaulted by people, he abandoned the vehicle and ran away, the judge noted. The second Judicial Magistrate First Class (JMFC) Court, Mangaluru, on December 29, 2023 acquitted the lorry driver. Allowing the appeal filed by the State, Judge V.N. Jagadeesh said the finding recorded by the trial court was contrary to the evidence available in the case. The judge directed the trial court (2nd JMFC) to secure presence of the accused to pay the fine amount. The entire fine amount of ₹ 11,500 should be remitted to the government, the judge stated.
