New AADK approach to drug rehabilitation

BANDAR BARU: The National Anti-Drug Agency (AADK) has introduced a new treatment and rehabilitation module which emphasises a holistic, client-friendly and evidence-based approach. Its director-general, Datuk Ruslin Jusoh, said the new module is the agency's effort to strengthen the country's drug addiction or abuse treatment and rehabilitation system in line with current needs. The launch of this new module is a significant step for ensuring that treatment and rehabilitation methods and approaches remain relevant to current changes, particularly those involving drug addiction issues, Bernama reported. 'Furthermore, this module was designed in collaboration with all parties, encompassing a biopsychosocial-spiritual integrated approach and evidence-based treatment and rehabilitation methods,' he told reporters after officiating the AADK Open Day at the Narcotics Addiction Rehabilitation Centre here yesterday. According to him, the launch of the module reflects the agency's commitment to remain responsive to the changing landscape of addiction, particularly concerning synthetic drugs and new psychoactive substances. 'Through this module, the phased recovery strategy that emphasises self-empowerment, community support, employment, skills, and reintegration into society has also been updated as a guide for AADK recovery officers to carry out their duties professionally and consistently,' he added. Meanwhile, Ruslin said the AADK Open Day was held to provide information about the agency's latest services to all clients.

AADK rolls out new holistic drug rehab module

SERDANG: The National Anti-Drugs Agency (AADK) has introduced a new treatment and rehabilitation module aimed at enhancing recovery outcomes through a holistic, client-centred and evidence-based approach. AADK director-general Datuk Ruslin Jusoh said the module was developed in collaboration with various stakeholders and is anchored on a biopsychosocial-spiritual framework. The biopsychosocial-spiritual approach refers to drug addiction treatment by addressing a person's physical health, mental state, social environment and spiritual well-being all together. "This launch marks a major step forward in ensuring our treatment and rehabilitation methods remain relevant and in tune with current challenges, especially those involving emerging drug types," he said during the agency's Open Day programme at the Serdang Narcotics Addiction Rehabilitation Centre (Puspen) today. Ruslin said the initiative reflected the agency's commitment to improving community well-being through inclusive and humane interventions. The updated module, he said, was part of the agency's broader effort to evolve its strategies in line with shifting drug abuse patterns and emerging threats. Ruslin added the AADK Open Day was aimed at informing clients and the public about the agency's latest services. "Through AADK's Open Day, the public can witness first-hand the rehabilitative approach outlined in the i-Pulih Model. Out approach focuses on psychological support, education and vocational training to help clients reintegrate into society productively, and not punitively," he added.

AADK takes strict action against staff misconduct and integrity breaches

KUALA LUMPUR: The National Anti-Drug Agency (AADK) has reaffirmed its zero-tolerance stance towards staff involved in misconduct or integrity violations. Director-General Datuk Ruslin Jusoh stated that strict action will be taken against those found guilty, in line with existing laws and service conduct regulations. The warning follows investigations by the Enforcement Agency Integrity Commission (EAIC) into two separate cases. The first involved an incident at the Narcotics Addiction Rehabilitation Centre (PUSPEN) in Pahang, where a client was reportedly beaten and injured during rehabilitation last year. The second case involved AADK officers in Selangor who failed to follow up on an individual who tested positive for drugs at a public hospital. Ruslin emphasized that AADK remains committed to upholding integrity and good governance. 'Strict action will be taken against the officers found guilty, in accordance with the provisions of the law and the service code of conduct in force,' he said in a statement. He also reminded all AADK personnel to adhere strictly to Standard Operating Procedures (SOPs), guidelines, and the Director-General's Standing Orders. The agency will continue collaborating closely with the EAIC to strengthen governance and address complaints regarding staff misconduct. - Bernama

Nada pledges firm action against staff linked to misconduct

KUALA LUMPUR : The National Anti-Drugs Agency (Nada) has vowed to take firm action against any of its staff found guilty of misconduct or breaching integrity standards. This follows revelations of violence against clients and failure to act on individuals who tested positive for drugs at its rehabilitation centres. The agency was responding to findings published by the Enforcement Agency Integrity Commission (EAIC) on July 14, which highlighted incidents at the Narcotics Addiction Rehabilitation Centre (Puspen). Nada director-general Datuk Ruslin Jusoh said the agency fully welcomes the EAIC's investigative report and reiterated that it will not tolerate or protect any officer involved in misconduct. "Disciplinary and legal action will be taken against those proven to have violated the law or service code of conduct," he said in a statement today. He reminded all Nada staff to carry out their duties with integrity and in full adherence to standard operating procedures and the Director-General's Standing Orders. "Nada remains committed to working closely with the EAIC to strengthen good governance, especially in investigating complaints of misconduct and integrity issues within the agency," Ruslin added.

Ketum leaf users can be sent to rehab even if not addicted

The government also encourages voluntary treatment for drug abusers as this approach is deemed supportive of an individual's recovery journey. 02 Jul 2025 08:58am The same action could also be taken against users of other illicit substances, such as ecstasy, even if the user does not show signs of addiction. KUALA LUMPUR - The National Anti-Drug Agency (AADK) has now been empowered to direct ketum leaf users to undergo treatment at the agency's rehabilitation centre even if they do not show symptoms of addiction. AADK director-general Datuk Ruslin Jusoh said the authority was obtained after the Dewan Rakyat passed the Drug Dependants (Treatment and Rehabilitation) (Amendment) Bill 2024 last year. "Previously they may have escaped action because (AADK) did not have the legal power to detain them, but now, even if they are not addicted, they can still be subject to treatment if they test positive and found to be abusing the substance,' he said when appearing as a guest on Bernama TV's 'Ruang Bicara: Drug Prevention' programme tonight. Ruslin elaborated that the same action could also be taken against users of other illicit substances, such as ecstasy, even if the user does not show signs of addiction. "Even if the individual in question takes (drugs) once a year, if he is detected, we can take action under the Drug Dependants Act,' he said. Ruslin said the government also encourages voluntary treatment for drug abusers as this approach is deemed supportive of an individual's recovery journey. He said the approach reflects the government's commitment to tackling substance abuse through a more inclusive and progressive treatment and rehabilitation framework. The Dewan Rakyat passed the bill in July last year, which, among other things, will help the government regulate and improve the management and operation of private drug rehabilitation centres in the country. Home Minister Datuk Seri Saifuddin Nasution Ismail noted that the Drug Dependants (Treatment and Rehabilitation) Act 1983 did not have a provision requiring the registration of private rehabilitation centres. - BERNAMA
