Russian attack on Ukraine kills at least five

Russian shelling and air attacks killed five people outside the southeastern Ukraine city of Zaporizhzhia, while a drone attack on the northeast region of Sumy injured at least six early on Monday, including two children, regional officials said. Ivan Fedorov, writing on the Telegram messaging app, said three women died in a series of Russian shelling incidents targeting the village of Ternuvate, east of Zaporizhzhia late on Sunday. A shop and several homes were badly damaged. A man died in a nearby district in a Russian strike by a guided aerial bomb, Fedorov said. A total of nine people were injured in the Russian attacks and a private home was destroyed. Two children were among those injured in a Russian drone attack on the Sumy region, Oleh Sinehubov, the governor of the region, said on Monday on Telegram. 'A 7-year-old boy is among the victims,' Sinehubov said. He added that several buildings throughout the regions were damaged. The attacks come as both Russia and Ukraine are about to meet for a round of peace talks, trying to find a way to end the war that Russia launched with a full-scale invasion on its smaller neighbor more than three years ago.

Ukraine orders mandatory evacuation from 11 additional villages in Sumy Oblast amid Russian troop buildup

Authorities have ordered the mandatory evacuation of residents from 11 additional villages in Sumy Oblast due to escalating Russian attacks, Governor Oleh Hryhorov said on May signed the order citing the "constant threat to civilian life" caused by ongoing shelling in the region. The evacuation covers settlements in local communities of Sumy Oblast, which lies near the Russian border. "(Russia) continues its terror of the borderlands, and our shared task is to save every life," Hryhorov said in a statement. "I urge residents not to delay the decision to evacuate. Staying in a zone of constant danger is a direct threat to your life and health." With the latest order, a total of 213 settlements in Sumy Oblast are now under mandatory evacuation. The move comes as Ukrainian officials and military analysts warn of a possible new Russian offensive targeting the region. On May 29, State Border Guard Service spokesperson Andrii Demchenko said Russia had amassed "sufficient forces" in neighboring Kursk Oblast to potentially launch an incursion into Sumy. Speaking on national television, Demchenko noted that Russian troops have remained stationed in Kursk Oblast after being pushed out by Ukrainian forces during a counteroffensive in August 2024. Since then, Kyiv has observed fluctuating numbers of soldiers and equipment along the border. "They have enough forces there (in Kursk Oblast) to carry out operations against our border and attempt to attack the territory of Ukraine," Demchenko said. Russian forces recently captured four border villages, Novenke, Zhuravka, Veselivka, and Basivka, prompting further concern. President Volodymyr Zelensky said earlier that Moscow is concentrating 50,000 troops near Sumy Oblast in a bid to create a 10-kilometer buffer zone. Ukraine needs 500 million euros to rebuild critical port facilities damaged by Russia

KYIV, May 30 (Reuters) - Ukraine needs an initial 500 million euros ($566 million) to rebuild the most important infrastructure facilities at its Black Sea ports destroyed by constant Russian missile and drone attacks, a government minister said on Friday. Almost 400 port infrastructure facilities have been damaged as a result of Russian attacks during more than three years of war. Seaports are critical for Ukraine, which ships more than 90% of its exports by sea. "The main critical infrastructure facilities for ports and shipping that we have already lost have been identified ... and now we have to restore them," Andriy Kashuba, deputy minister of territorial development, told the Black Sea Security Forum in Odesa. Ukraine currently operates three major seaports in the Odesa area. Other Black Sea ports suspended operations after Russia launched its full-scale invasion in February 2022. Kashuba said the total cost of rebuilding the ports' infrastructure was estimated at around 1 billion euros. That figure is dwarfed by the total estimated cost for Ukraine's overall reconstruction and recovery. The World Bank last December put that cost at $524 billion (€506 billion) over the next decade, or about 2.8 times the country's estimated nominal GDP for 2024. Many industrial and residential infrastructure facilities across Ukraine have been destroyed or severely damaged by Russian attacks. ($1 = 0.8828 euros)

Hope for Russia-Ukraine talks ‘barely' alive, says UN

Family and relatives bury their loved ones killed in a Russian strike in Korostyshiv, Zhytomyr region, Ukraine. (AP pic) NEW YORK : Hope is 'just barely' alive in the negotiations between Russia and Ukraine, a senior UN official said Thursday, denouncing the recent 'brutal surge in large-scale Russian attacks' against Ukraine. UN under-secretary-general for political affairs Rosemary DiCarlo told the Security Council that the 'cautious hope' she expressed a month ago has diminished in the face of recent aggressions. 'According to Ukrainian officials, with 355 drones, Monday's attack was the largest drone attack on Ukraine since the start of Russia's full-scale invasion,' DiCarlo said, adding: 'This topped the previous record from the night before.' Despite no declaration of a ceasefire, DiCarlo praised diplomatic efforts in Istanbul on May 16 when Ukrainian and Russian delegations met, saying 'it is encouraging that the sides have reportedly agreed to continue the process.' 'The massive wave of attacks over the weekend is a stark warning of how quickly this war can reach new destructive levels. Further escalation would not only aggravate the devastating toll on civilians but also endanger the already challenging peace efforts,' DiCarlo said. 'The hope that the parties will be able to sit down and negotiate is still alive, but just barely.' Relaunched in mid-February by Washington, talks aimed at reaching a diplomatic settlement to the conflict that erupted with Russia's full-scale invasion in February 2022 have so far yielded no results. John Kelley, acting US alternate representative, seemed to echo DiCarlo's frustration, insisting that prolonging the war was not in anyone's best interest. 'If Russia makes the wrong decision to continue this catastrophic war, the US will have to consider stepping back from our negotiation efforts to end this conflict,' he warned. 'Additional sanctions on Russia are still on the table.' DiCarlo insisted that 'serious, demonstrable and good faith efforts are needed –- now –- to get back on the road that could lead to a just peace.' 'A full, immediate and unconditional ceasefire is such an effort, if only an initial one,' she said. According to the UN, a 'just peace' respects sovereignty and the territorial integrity of Ukraine. The Kremlin said Thursday that it was awaiting Kyiv's response to its proposal for new talks in Istanbul next Monday. Ukraine, which accuses Russia of buying time, seeks Moscow's conditions before any meeting, and is calling for sanctions against Moscow to be 'expanded and strengthened.' 'Russia is not signaling any genuine intention to stop its war,' Ukrainian deputy ambassador Khrystyna Hayovyshy told the council. 'Therefore we see no alternative but intensified international pressure, political, military and economic,' she said. Russian ambassador Vassily Nebenzia rejected her accusations, instead accusing Kyiv of 'attempting to prolong the war.' 'No new anti-Russian sanctions, nor deliveries of weapons to Ukraine or any other hostile steps vis-a-vis Russia will be able to prevent the inevitable military defeat of the Zelensky regime,' he insisted. DiCarlo acknowledged that 'a peace process will not be easy, and it will take time.' 'But it must not wait,' she insisted. 'The people of Ukraine, especially, cannot wait.'
