BJP stages protest condemning Congress govt. diverting funds meant for SCs, STs for guarantee schemes

The Kalaburagi district unit of the BJP on Monday staged a protest condemning the State government's decision diverting Scheduled Castes Sub Plan and Tribal Sub Plan (SCSP and TSP) grants to fund the guarantee schemes. The protest was led by BJP State vice-president and former Minister N. Mahesh. BJP SC Morcha State vice-president Ambaraya Ashtagi, State OBC Morcha secretary Avvanna Myakeri, the former Zilla Panchayat president Nitin Guttedar, the former Zilla Panchayat vice-president Harshanand Guttedar and members of the party's district unit took part in a protest march from Sardar Vallabhbhai Patel Chowk to the Social Welfare Office. They concluded the agitation by submitting a memorandum to the Deputy Commissioner's office addressed to Governor Thaawarchand Gehlot. Mr. Mahesh strongly criticized the Siddaramaiah-led government in the State for utilizing the SCSP and TSP funds reserved for the welfare of Scheduled Castes to fulfill the Congress' guarantee schemes. The aim of allocating SCSP and TSP grants is to bridge the socio-economic gap between the oppressed communities and the general population by providing benefits under education, health, housing and infrastructure development through various schemes. Slamming Chief Minister Siddaramaiah and Rural Development and Panchayat Raj Minister Priyank Kharge for defending their policies stating that Section 7 (C) of SCSP and TSP Act has provision to utilize SCSP and TSP funds for other welfare schemes and communities are benefiting proportionately; Mr. Mahesh accused the Congress Dalit leaders of maintaining a stoic silence over the concerns of marginalized communities. He questioned why the State government has not diverted the funds allocated to various development corporations to uplift their respective communities for the guarantee schemes but is targeting only the SCSP and TSP grants. Mr. Mahesh demanded that the State government scrap Section 7 (C) of SCSP and TSP Act in the ongoing monsoon session of the State Legislature. The guarantees are general schemes benefitting various communities and SCSP and TSP grants cannot be diverted to fund them as it will go against the objective of empowering the SCs and STs communities. Accusing the officials of various departments in Kalaburagi district of not providing information, the former Minister likened the administration to the Nizam rule and said that the officials are functioning just like clerks under the erstwhile Razakars.

Members of the Karnataka Rajya Bhim Sene have strongly objected to former MLA Yathindra's recent comparison of his father, Chief Minister Siddaramaiah, with the late Maharaja Nalwadi Krishnaraja Wadiyar. The activists marked the death anniversary of the late maharaja in Mysuru on Sunday and staged a demonstration in the city carrying placards condemning Yathindra. Bhim Sene activists termed the comparison as flawed and disrespectful to the legacy of Nalwadi. The Bhim Sene members such a comparison was flawed because Siddaramaiah ''thwarted'' the growth of leaders like Mallikarjun Kharge and G. Parameshwara in his bid to become the Chief Minister whereas Nalwadi Krishnaraja Wadiyar tried to empower the poor and the socially backward groups. It said the maharaja established nearly 800 schools for the backward classes including the SC/STs in those days, pledged family silver to construct KRS dam which benefits lakhs of farmers. ''On the other hand the funds meant for exclusive use of SC/STs and allocation in Budget in proportion to their population, was being diverted to fund the guarantee schemes,' said the Bhim Sene activists. The sene accused the Siddaramaiah-led government of diverting thousands of crores meant for the Scheduled Castes Sub Plan (SCSP) and Tribal Sub Plan (TSP). The activists demanded that the Chief Minister first ensure justice for Dalits and uphold constitutional values before any such comparisons are made. ''Nalwadi constituted Miller Commission in 1918 and introduced reservation in jobs whereas Siddaramaiah spent over ₹165 crore for Kantharaj Report and rejected it after 10 years due to pressure from the upper caste groups,' the the activists added, and sought an apology from Yathindra for such a comparison.

The High Power Committee for Redressal of Regional Imbalance under the chairmanship of M. Govind Rao constituted by the State government for studying the implementation of the Dr. Nanjundappa Committee report will visit the Kalyana Karnataka region in the first week of August to understand the region's current status and recommend strategies for balanced and sustainable development. Kalyana Karnataka Region Development Board (KKRDB) Chairman Ajay Singh addressing presspersons here on Tuesday said that the Govind Rao committee will visit the region on August 7 and 8 to ascertain the number of taluks that are still backward, more backward and most backward and also to examine various aspects of development, using a range of indicators to assess progress and identify areas needing improvement. Reiterating that Governor Thaawarchand Gehlot has approved a ₹5,000-crore action plan for 2025-26 submitted by the KKRDB, Dr. Singh expressed happiness over the early approval for the action plan this year. Earlier, the 2023-24 action plan was cleared in December 2023. Despite a delayed approval, the board has spent ₹2,009 crore in 2023-24. Similarly for 2024-25, the approval came in August and by the end of March 2025, the board has spent ₹3,158 crore, he said. In total, the KKRDB has taken up development works worth ₹5,167 crore over the last two years, he added. New programmes Giving details about the various new programmes to be taken up by KKRDB during 2025-26, Dr. Singh said that an industry hub will be established to promote small-scale industries in Kalaburagi and Yadgir districts with an investment of ₹200 crore from the board and the Small-Scale Industries Department. A sum of ₹100 crore will be allocated for increasing green cover under Aranya Avishkara programme in collaboration with the Forest Department. Under Akshara Avishkara programme, 50 Karnataka Public Schools are being established by the board in the region, besides the 100 KPS schools being built by the State government in the seven districts of the region. The board will also allocate adequate funds for setting up dialysis centers in each district of the region, he said. Replying to a query, Dr. Singh said that the KKRDB has reserved ₹1,500 crore under the Scheduled Castes Sub-Plan and Scheduled Tribes Sub-Plan (SCSP/ TSP). The board will also introduce Jala Bhagya scheme in collaboration with the Minor Irrigation Department to help the farming community. Both the KKRDB and the Minor Irrigation Department will spend ₹100 crore each this year. A sum of ₹400 crore will be spent in 40 taluks of the seven districts in the next two years, Dr. Singh said and added that the board will construct warehouses in all the 40 constituencies of the region at a cost of ₹1.5 crore each.

Kalaburagi: Our govt is spending the Scheduled Caste Sub Plan (SCSP) and Tribal Sub Plan (TSP) funds according to the rules. If the funds were used for other purposes, let the BJP provide evidence, and we will take action, said rural development and panchayat raj minister Priyank Kharge. On Monday, Priyank told reporters that during the BJP's Basavaraj Bommai tenure, the SCSP and TSP funds were spent elsewhere. "Bommai himself admitted it. After we came to power, we repealed the '7D' sub-clause of this act. Now, we are utilising the funds under rules 7A, 7B, and 7C. Let them point out if any rules were violated," he challenged. "If BJP leaders truly care about Dalits and tribals, they should strive to implement the SCSP and TSP Act at the Union govt level," he said. When asked about the BJP protest over the lack of fertiliser, Kharge retorted, saying BJP members should protest in Delhi and ensure the supply of fertilisers to the state.
