Odisha decentralises food policy approvals, extends check dam scheme and amends GST rules

BHUBANESWAR: In a significant move to decentralise the decision-making process in the food processing sector, the state cabinet chaired by Chief Minister Mohan Charan Majhi on Friday approved the MSME department's proposal for enhancing the administrative authority for according approval of fiscal incentive claims under the Odisha Food Processing Policy 2016. Under the amended provision, the state-level committee (SLC) with MSME secretary as chairperson has been authorised to approve fiscal incentive claims of the promoter on an investment in plant machinery of more than Rs 10 to Rs 50 crore. Prior to these policy changes, the secretary had the limitation to consider and accord approval of incentives for more than Rs 25 lakh up to Rs 1 crore. Briefing mediapersons on the cabinet decisions, chief secretary Manoj Ahuja said five proposals of four departments were approved. The MSME department proposed to bring some amendments in the Odisha Food Processing Policy 2016 to simplify the process of administration/approval of fiscal incentive in line with corresponding provisions of the new version of the food processing policy made effective from September 30, 2022. He said previously, there were three committees. The state directorate-level committee (SDLC) under chairmanship of director of Industries had the power to accord approval of incentives up to Rs 25 lakh while the sub-committee of the state-level empowered committee (SLEC) under chairmanship of MSME secretary had the capacity to approve incentives of more than Rs 25 lakh up to Rs 1 crore. The SLEC headed by chief secretary was approving incentives for more than Rs 1 crore. With this amendment, now there will be three committees - the district level committee (DLC) headed by district collector which can approve incentives on investment in plant and machinery up to Rs 1 crore, SDLC for investment of more than Rs 1 crore up to Rs 10 crore and SLC for investment of more than Rs 10 crore up to Rs 50 crore.

Celonis invests in Bloomfilter to boost AI SDLC insights

Celonis has made a financial investment in Bloomfilter as part of a broader effort to enhance the software development lifecycle with process intelligence and artificial intelligence. This move extends the existing cooperation between the two firms, following the launch of the Celonis for Software Development Lifecycle Management (SDLC) application. The partnership is aimed at supporting organisations looking to address the challenges of timely and cost-effective software delivery, even as artificial intelligence has accelerated code writing. Software development teams are frequently confronted with issues not in producing code, but in orchestrating processes that ensure projects are completed on time and within budget. Traditional business intelligence tools used for SDLC generally offer limited, isolated insights and are seen as inadequate for the complexity of modern development environments. Celonis' SDLC application, powered by process intelligence and artificial intelligence, provides companies with continuous monitoring of development processes. The technology flags inefficiencies, identifies root causes of delays or problems, and proposes specific recommendations for improvement. The app is designed to provide transparency into questions such as project deadlines, process effectiveness, risk areas caused by deviations, and ways to utilise data and AI to enhance outcomes. According to Celonis, one organisation in the network security sector was able to use the application to increase the proportion of successful sprints to 85%, cut stage wait times by 30-40%, and double delivery velocity within a single month. "At Celonis, we are committed to building a robust ecosystem where partners can innovate and thrive on our platform. This investment in Bloomfilter underscores our belief in their groundbreaking work applying Process Intelligence to SDLC and our shared vision that effective enterprise AI is fundamentally reliant on Process Intelligence." This statement was made by Carsten Thoma, President and Board Director at Celonis. Erik Severinghaus, co-CEO of Bloomfilter, said the partnership and associated investment are an important step for the company as it seeks to bring process intelligence to bear on the challenges of software delivery. "Process Intelligence is the key to solving the crisis of complexity with Human and AI-powered software development. This strategic investment from Celonis is a powerful validation for Bloomfilter by the world leader in PI. Together, we are enabling agents and to work more effectively, building the software of tomorrow, today." Allan Jaenicke, Vice President, Global Operations Strategy & Operational Excellence at Waters Corporation, an early user of the Celonis SDLC solution, also welcomed the news: "We chose Celonis for its platform approach, and this investment in Bloomfilter further validates our decision. We are excited to see how our usage of Celonis + Bloomfilter transforms our speed to market and software quality through improving our software development life cycle processes." The SDLC application from Celonis and Bloomfilter is already being used by early adopters, who report improved insights into their development and delivery processes. The firms indicate that the product is capable of supporting businesses as they navigate both human and AI-powered workflows, providing analysis and recommendations tailored to the requirements and risks of specific projects. Bloomfilter's approach uses artificial intelligence-driven process mining across the software development lifecycle to identify waste, risk and other inefficiencies. The platform's stated aim is to make software delivery processes more transparent, predictable and efficient for its customers. The partnership between Celonis and Bloomfilter is focused on integrating more advanced process intelligence into organisations' development cycles, aiming to address persistent pressure points around software project overruns, delays and quality concerns.

North Goa collector clears 60 forest rights claims

Lucknow, July 16 (IANS) As part of the 'Ek Ped Maa ke Naam 2.0' initiative, the Uttar Pradesh government is set to launch a series of thematic forests across the state. The drive will begin on Friday, July 18, in Mirzapur, where the work to develop 'Eklavya Van' will be kick-started. Panaji: North Goa collector Ankit Yadav chaired a meeting of the district level committee (DLC) on Tuesday, where 108 claims under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act were taken up for screening. The committee approved 60 cases, while 30 cases were rejected as the applicants claimed revenue land or land owned by the Goa Forest Development Corporation. Yadav also sent 17 claims back to the sub-divisional level committee (SDLC) for further clarification after discrepancies were noticed in the size of the land being claimed. The collector has been chairing one meeting every week ever since chief minister Pramod Sawant announced a fast-track schedule to clear pending claims. Goa has about 10,500 applications for forest rights, of which 870 cases were cleared, and 949 cases were rejected prior to the fast-track schedule. Of the 10,500 applications, about 8,000 remain pending — 2,000 at the gram sabha level and 3,500 with the deputy collectors. 'Claims that were sent back to the sub-divisional level committee had a contradiction in the area during spot verification, and there was no justification given for the difference in the findings,' said Yadav. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Lahodné Primitivo v degustačním balení nyní o 58 % levněji Zkusit nyní Undo With the monsoon session of the legislative assembly set to commence on Monday, the DLC will pause the weekly meetings and continue once the assembly session concludes. 'Thirty cases were rejected as they are on revenue land or land that belongs to Goa Forest Development Corporation, and this land is being auctioned for cashew plantations, so no single person can claim ownership,' said Yadav. Sawant has directed the two district collectors to ensure that by Dec 19, all applications have to be processed and decided upon. Applications to recognise the rights of forest-dwelling communities have been pending since 2006. The current process requires the claims to be approved by the respective gram sabha, after which the file is sent for the SDLC's approval. Once the SDLC clears the application, the respective DLC grants the final nod, and the collector issues the sanad certificate.
