First AICC OBC advisory committee meeting highly successful: CM
Bengaluru: Chief Minister Siddaramaiah described the first meeting of the AICC All India OBC Advisory Committee as highly successful and praised Rahul Gandhi, a champion of justice, for his courage and commitment to social justice. Speaking to the media after the meeting, CM Siddaramaiah read out the Bengaluru Declaration from the first meeting: 'The AICC OBC Advisory Committee expresses gratitude to Rahul Gandhi, a warrior for justice, for his courage in ensuring social justice for neglected sections of society and his special concern for backward classes. Due to Rahul Gandhi's resolute determination, the Manuvadi Modi government was compelled to conduct a caste census in India, a just and constitutional demand. The committee wholeheartedly commends Rahul Gandhi for this historic achievement on behalf of all backward classes in India.' 'While this is a milestone, it is a small step toward ensuring social justice as envisioned by the Constitution. Under the steadfast leadership of Rahul Gandhi, India will realize the highest constitutional goal of social transformation, paving the way for building an equitable society in our great nation. Under the bold and fearless leadership of Rahul Gandhi, we pledge to uphold the Congress party's flag and fight to secure social justice for all', he added. Resolutions A nationwide caste census should be conducted by the Registrar General and Census Commissioner, India (ORGI). The census must include social, economic, educational, employment, and political aspects of every caste and individual, using Telangana's SEEEP Caste Survey as a model. The 50% cap on reservations should be relaxed to provide adequate reservations for backward classes in education, economy, politics, and other fields. Reservations should be implemented in private educational institutions as per Article 15(5) of the Constitution. Former CM instructed to reject report CM Siddaramaiah revealed that in 2015, during his tenure as Chief Minister, he had ordered the Backward Classes Commission to conduct a socio-economic and educational survey covering all communities, not just backward classes. The commission conducted the survey, but in 2018, under the coalition government, the then-commission chairman Kantharaju requested more time to submit the report. Former CM H.D. Kumaraswamy rejected the request. Despite Minister Puttaranga Shetty granting an extension, Kumaraswamy instructed the minister not to accept the report, Siddaramaiah disclosed. 'First State to conduct caste census' Siddaramaiah noted that Karnataka was the first state to conduct a caste census since 1931, earning it the title of the 'Karnataka Model.' He added that during the subsequent three years and ten months of the BJP government, no action was taken to accept or implement the commission's report. Later, under Backward Classes Commission Chairman Jayaprakash Hegde, a report with recommendations was prepared and submitted. However, as it was based on a decade-old survey, the state cabinet decided to conduct a fresh survey. The Backward Classes Commission has been directed to complete the re-survey and submit a report within three months, which will then be implemented. Congress committed to the Constitution Siddaramaiah emphasized that the Congress party is always committed to the Constitution. The AHINDA (Minorities, Backward Classes, and Dalits) philosophy is rooted in equal opportunity and justice for all. He highlighted the lack of social, economic, and educational equality today, stressing the need to empower backward communities. He praised Rahul Gandhi's advocacy for a caste census, clarifying that it is not just a count of castes but a comprehensive socio-economic and educational survey aimed at providing equal opportunities to backward communities.

Conduct caste census on Telangana model: Congress OBC Council to Centre
BENGALURU: AT the inaugural meeting of the All-India Congress Committee (AICC) OBC Advisory Council, Chief Minister Siddaramaiah declared the proceedings a 'resounding success,' describing it as a significant milestone in the Congress' ongoing commitment to social justice. The event marked the adoption of the Bengaluru Declaration, a document outlining the Congress' policy roadmap for empowering backward classes and marginalised communities across India. The committee called for a nationwide caste census to be conducted by the Registrar General and Census Commissioner of India (ORGI), modelled on Telangana's SEEEP Caste Survey. WhileKarnataka's Kantharaj Commission faced criticism — particularly from Lingayat and Vokkaliga communities — for lacking scientific robustness, the Telangana model has been praised for including extensive socio-economic, educational, and occupational parameters. The Congress leadership emphasised that such a survey must go beyond mere enumeration and function as a tool to address systemic inequalities across communities. Addressing the media, Siddaramaiah lauded LoP in Lok Sabha Rahul Gandhi's unwavering commitment to social justice, describing him as a 'justice warrior' whose fearless leadership compelled the Union Government to consider a nationwide caste census. 'Rahul Gandhi's bold and principled stance forced the Manuvadi Modi government to acknowledge the constitutional demand for a caste census,' the Chief Minister said, crediting Rahul for revitalising the national conversation around equity and representation. The declaration also mentioned relaxation of the 50% cap on reservations to enable appropriate representation for backward classes in education, employment, and politics and implement reservations in private educational institutions as per Article 15(5) of the Constitution. Siddaramaiah also reaffirmed Karnataka's legacy as the first Indian state to conduct a caste census since 1931, branding it the 'Karnataka Model.' He recalled that the original survey, ordered during his 2015 term, faced delays due to political resistance. In 2018, when the socio-economic and educational survey report was ready, then CM HD Kumaraswamy allegedly instructed his ministers not to accept it, despite extensions granted by the Backward Classes Commission, Siddaramiah said. 'Subsequent BJP-led governments also failed to act on the report. Eventually, a fresh report was submitted under the chairmanship of Jayaprakash Hegde. Now, as per a recent cabinet decision, the commission has been directed to conduct a re-survey within three months,' Siddaramaiah said, adding that the findings will be implemented without delay.

Congress To Launch Caste Census Campaign, Seeks Removal Of 50% Cap On Quota
Bengaluru: The Advisory Council of the OBC Department of the AICC has announced three resolutions following two rounds of deliberations in Bengaluru. Karnataka Chief Minister Siddaramaiah, who presided over the meeting, announced the resolutions. It was decided to launch an intense and vigorous nationwide campaign demanding a caste census, removal of the 50 per cent cap on reservations, and extension of reservations to private educational institutions. CM Siddaramaiah announced in a press conference that a national-level campaign will be taken up demanding a national-level Caste Census by the Census Commission of India, officially known as the Office of the Registrar General and Census Commissioner, India (ORGI). The Census must include Social, Economic, Educational, Employment, Political aspects of each individual and castes, keeping at the forefront, the Telangana State (SEEEP Caste Survey) as a role model, the CM stated. The second resolution is for breaking the 50 per cent cap barrier in providing reservation, thereby ensuring suitable reservation for the OBCs, in education, service, political and other areas. And thirdly, for demanding reservation in Private Educational Institutes as per article 15(5) of the Constitution, CM Siddaramaiah said. He also read out the resolutions and the 'Bengaluru Declaration' at the press conference after the conclusion of the OBC Advisory Council Meeting. The Bengaluru Declaration read, "The Advisory Council of the OBC Department of AICC, unanimously thank Nyaya Yoddha Rahul Gandhi ji, for courageously taking up the cause of Social Justice for the marginalised sections of society in our country and for having stood up for the cause of the Backward Classes in particular." "Rahul ji's steely resolve forced the Manuwadi Modi Government to surrender to the just and constitutional demand for the Caste Census in India. On behalf of all the Backward Classes of India, the council conveys its heartfelt appreciation and credits Rahulji's contribution for this historic achievement," the declaration stated. "We remind ourselves that although this is a milestone, it is at the same time a small step in ensuring social justice, as envisaged in our Constitution. Under the brave and unflinching leadership of our Nyaya Yodha Rahul Gandhiji, India is destined to realise and achieve the ultimate constitutional objective of Social Transformation leading to an egalitarian and equal society in our great nation," the declaration read. "We hereby resolve and take a vow to continue to fight for Justice for All, holding aloft in our hands the Congress Party flag led by the brave and courageous leadership of our Nyaya Yoddha Rahul Gandhi ji. Any other point as per your suggestion is welcome," the declaration stated. Giving details about the second meeting resolutions, AICC OBC Wing Chief Anil Jaihind stated, "The second set of resolutions was moved by former Rajasthan Chief Minister Ashok Gehlot." They include, "Full efforts to make Congress OBC leadership 'Bhagidari Sammelan' a grand success on July 25 in Delhi. The convention shall be inaugurated by AICC President Mallikarjun Kharge, and the concluding address by Rahul Gandhi. Secondly, to work together to organise regular workshops on the OBC issue, including caste census in every state capital with OBC leadership of the party. Also with AICC President Mallikarjun Kharge and Rahul Gandhi. Fourthly, resolve to reach out to all OBC communities across the country and build leadership at both the organisational and electoral level aligned with the Congress ideology, Anil Jaihind stated. Fifth and last is to train and provide orientation to the OBC party cadre and rank for strengthening of public discussion on lines of social justice, he stated. The final resolution was adopted, thanking Karnataka Chief Minister Siddaramaiah for hosting and chairing the OBC Advisory Council Meeting. Former Rajasthan Chief Minister Ashok Gehlot, former Chhattisgarh Chief Minister Bhupesh Baghel, former Puducherry Chief Minister V. Narayanasamy, former Karnataka Chief Minister M. Veerappa Moily, Congress MLC B. K. Hariprasad and other leaders were present at the meeting.
