Bengaluru: In a major step toward sustainable water management, the government has launched a geotagging and digital mapping initiative to document and reclaim encroached lakes and water sources across the state. So far, over 31,000 lakes and water bodies have been geotagged, making Karnataka the first in India to adopt satellite and drone-based lake governance on this scale. Jointly initiated in March 2024 by the departments of Minor Irrigation, Groundwater Development, and SSLR (Survey, Settlement and Land Records), the project aims to digitally map 41,857 water sources using drones, high-resolution satellite imagery, and ground verification. As of April 2025, 34,651 lakes covering 7.7 lakh acres have been surveyed. The data revealed that 42,678 acres of lake area and buffer zones have been encroached upon. Authorities have reclaimed 28,750 acres for public use. SSLR officials said digital mapping has provided strong evidence to identify and act on illegal encroachments. The use of GPS and satellite data enables swift legal intervention and preservation of public land. Drone surveys have covered 8,433 lakes, with another 6,210 expected by year-end. Real-time data is now available on a Web-GIS platform accessible to government departments, and plans are underway to make it public.

Bengaluru: In a move to safeguard its water resources and protect lakes, the state govt launched a project involving the geotagging of lakes in March 2024. The project, taken up by the department of minor irrigation and groundwater development in collaboration with the department of survey, settlement and land records (SSLR), seeks to geotag all 41,875 waterbodies in Karnataka. As of April 2025, as many as 31,033 waterbodies were geotagged. Locals and panchayats are pitching in, turning conservation into a community mission. With this, the govt can track real-time updates, including water flow and encroachments. Till April, the state had surveyed and mapped 34,651 lakes spanning 7.7 lakh acres. In the process, it identified 42,678 acres of lake encroachment; of this, 28,750 acres have been cleared and restored, while the remaining are in the process of being recovered. Community participation has played a key role in ensuring the project's process, with gram panchayats helping in identifying lake boundaries, resolving local disputes, and validating field data. Legal enforcement has also been made easier through geotagging. When encroachments are detected using this data, the authorities concerned fine those responsible. Integrated approach The geotagged data is being used to support drought resilience and groundwater recharge planning, and aligns with the Karnataka State Action Plan on Climate Change (KSAPCC), the Bengaluru Climate Action & Resilience Plan (BCAP), and the World Bank's water resilience project. Officials say this integrated approach will help the state strengthen flood-control measures, improve water storage, and secure long-term water availability across urban and rural areas. Once the project is completed, officials will be updating the data daily, ensuring that the govt always has access to the latest status of each lake. This allows for accurate water allocation, prioritisation of lake rejuvenation, and seasonal monitoring for sustainable resource use. The mapped data is also being used to plan desilting operations, bund strengthening, and tracking of seasonal changes. The software deployed to manage the project is ArcGIS, featuring a comprehensive set of capabilities, apps, and tools for drawing insights from location information. Officials are leveraging Geographic Information System (GIS) tools and high-resolution satellite imagery to track physical changes to lakes over time, including boundary shifts and declining water levels.

Baru says many compensation claims were rejected by the Land and Survey Department due to conflicts between state regulations and the native 'adat' definition of NCR land. – Chimon Upon MIRI (July 15): Ba Kelalan assemblyman Baru Bian has called for ex-gratia payments to villagers whose traditional lands have been classified as state land due to restrictive interpretations of Native Customary Rights (NCR). He raised the issue following concerns from rural communities affected by the Sarawak-Sabah Link Road (SSLR) project, which he visited recently. Baru said many compensation claims were rejected by the Land and Survey Department due to conflicts between state regulations and the native 'adat' (customary) definition of NCR land. During a visit to Long Sukang and Long Semadoh today, Baru highlighted the impact of the Federal Court's ruling in the 'TR Sandah' case. The decision limited NCR recognition to land cultivated before Jan 1, 1958. 'This is a very restrictive definition of the law which I understand as a legal practitioner, but illogical to the simple minded native people in the interior of Sarawak whose 'adat' on land differs significantly from the present recent decision of the court,' he said. He noted that some lots, though surrounded by recognised NCR land, are now classified as state land simply because they were not cultivated before 1958. 'This is causing significant distress among the affected communities. 'I therefore urge the authorities to consider ex-gratia payments for these state lands as a compassionate gesture to acknowledge the 'adat' claims although lacking formal legal recognition,' he said. Baru said such payments would reflect the government's commitment to supporting rural communities facing potential loss of their ancestral land. Speaking at the BELIA GoBiz@Limbang 2025 programme at the Limbang Civic Centre today, he described Gunung Buda as a natural treasure of global significance, boasting unique geological and ecological features that can attract both domestic and international visitors. He noted that with the future development of road infrastructure and the eventual launch of Sarawak's own airline, AirBorneo, tourism programmes and promotional efforts for Gunung Buda can be carried out more effectively. 'I am well aware of Gunung Buda and recognise its natural value. We aim to elevate this treasure in Limbang just as we have done with attractions in Kuching, and sites like Niah and Mulu in Miri. 'For Limbang, this is our gem and, God willing, we will plan its development in coordination with the SFC, as such national parks fall under their jurisdiction,' he said. Bengaluru: To eliminate the need for repeated surveys of lakes and improve conservation efforts, the state survey and settlement department (SSLR) has switched to high-tech digital mapping, using drones and rovers. This large-scale effort, covering thousands of waterbodies, is expected to modernise how the state tracks its lakes and prevent encroachments. SSLR commissioner J Manjunath said. "We will also mark buffer zones of the lakes during the survey. This digital survey will be helpful to preserve, conserve, and protect the lakes," he added. To manage the data generated from these surveys, the department has developed dedicated software named Web GiS, which will serve as a centralised database for various govt agencies. Each surveyed lake's file will include its exact GPS coordinates, survey numbers, boundaries, extent, ownership (govt department or agency), encroachment details if any, and survey sketches. In the past two years alone, digital surveys were completed for 8,433 lakes using drones and rovers. These details have already been uploaded on Web GiS. Officials estimate only 6,210 lakes remain to be digitally mapped. Traditional survey methods using chains and compasses had earlier been used to survey 27,206 lakes. The department adopted the digital approach to complete the survey of the remaining 14,643 lakes, of which 8,433 have been digitally mapped. Initially, the Web GiS data will be restricted to govt agencies, but officials say the data will later be made public, enhancing transparency and access.
