In first, Kuwaiti women appointed to Higher Public Prosecution
Saad Al-Safran KUWAIT: Attorney General Saad Al-Safran announced the transfer of several Kuwaiti prosecutors from specialized and local-level positions to the country's higher public prosecution office, as part of a wider effort to nationalize and strengthen the judiciary with qualified local talent. Notably, the decision includes — for the first time — Kuwaiti women among those promoted to the higher prosecution body, a step hailed as a milestone for gender equality in the legal field. In a statement, the Public Prosecution said the decision marks 'a precedent recorded for the first time,' emphasizing that the appointments were made 'based on the objective standard of merit.' The move reflects 'the well-deserved confidence in Kuwaiti women and their vital role in the criminal justice system,' the statement continued, adding that it supports the principle of empowering women in leadership roles and ensuring equal opportunities in the judiciary. The decision is also in line with the directives of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah to increase the presence of qualified Kuwaitis in key state institutions, especially the justice sector. In a separate decision, the Attorney General also appointed Badr Al-Masaad, First Chief Prosecutor and Head of the Attorney General's Technical Office, to lead the higher prosecution office. KUWAIT CITY, July 10: Attorney General Counselor Saad Al-Safran on Thursday issued a decision appointing First Attorney General and Head of the Technical Office Counselor Bader Al-Masoud as Director of the Public Prosecution. This complies with the directive that His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah issued when he visited the Supreme Judicial Council in March. It is also a reformative step aimed at empowering national manpower and boosting confidence in Kuwaiti competencies. The decision includes the transfer of a group of Kuwaiti personnel in the partial and specialized prosecution offices to the Public Prosecution, as part of a comprehensive strategy to Kuwaitize the Public Prosecution and assign sensitive judicial positions to qualified nationals. The decision sets a remarkable precedent, as it is the first time that some Kuwaiti women were appointed to the Public Prosecution. It affirms their merit and deserving of trust; highlighting their vital role in supporting the justice system. Juvenile crimes up by 17.7%, domestic violence down in 2024 crime report
KUWAIT CITY, Feb 20: Attorney General Counselor Saad Al-Safran announced the release of the annual report on the work of the Public Prosecution for the year 2024. The report includes digital statistics on case indicators, enhancing the principle of transparency and assisting the relevant authorities in making decisions related to crime prevention, community security, and the public interest. The figures reveal that the Public Prosecution registered 46,250 cases in 2024, more than double the number from the past five years. The total number of members in the Public Prosecution Service reached 480, with 18.4% of them being females, marking a 1.6% increase from 2023. The report also highlights crime statistics, including indicators for prominent crimes such as premeditated murder and attempted murder, which totaled 10 cases—a 35% decrease compared to 2023. Crimes involving officials failing to implement judicial rulings amounted to 426, reflecting a 10.3% increase from 2023. Money laundering crimes reached 188, a decrease of 11.3% from the previous year. Crimes involving assault on public funds amounted to 221, showing an increase of 4.7% compared to 2023. Juvenile crimes recorded 5,870 cases, a rise of 17.7% from the previous year. Bank paper forgery crimes totaled 2,651, a 4.7% increase, while check-related crimes reached 2,906, a 1.3% increase. Domestic violence crimes saw a decrease, totaling 2,405 cases, an increase of 3.7% from 2023. The total number of defendants brought before the Public Prosecution in 2024 was 51,428, with 56% of them being Kuwaitis. The most common age group for committing crimes was 30-39 years, representing 29% of the total cases. The report indicated that the Public Prosecution completed 95.8% of its cases. Of these, 59% were referred to criminal trials, 33.9% were closed, and 7.1% were referred for lack of jurisdiction. The conviction rate for judicial rulings issued in 2024 for cases referred from the Public Prosecution to the courts reached 79%.
