Houthi Abductions in Yemen's Ibb: 480 Civilians Detained Since 2023

Ibb – A recent report by the Netherlands-based human rights organization Rights Radar has revealed that over 480 civilians, including 51 children and 7 women, have been abducted by Houthi forces in Ibb Governorate since the beginning of 2023. The report documents seven waves of abductions carried out by the Houthis between 2023 and mid-2025, targeting a wide range of individuals including teachers, university students, journalists, political activists, and humanitarian workers. The peak of these operations occurred in September 2023 and 2024, with 95 and 250 individuals abducted respectively. Another wave followed in May–July 2025, coinciding with celebrations of Yemeni Unity Day, during which 48 civilians, mostly academics and professionals, were detained. Geographic Breakdown of Abductions in Ibb The report highlights the most affected areas: - Al-Mashanna: 64 cases - Dhi al-Sufal: 45 cases - Ibb suburbs: 35 cases - Al-Zuhar: 30 cases - Hazm al-Udayn: 24 cases - Ibb city center: 23 cases - Additional cases were reported across other districts including Al-Sadda, Al-Udayn, Mudhaykhira, Al-Sabrah, and Al-Sayani. Targeted Institutions and Individuals The Houthis reportedly raided homes and institutions, including the University of Science and Technology and Saba Bank, detaining staff members and academics. Among those abducted were Dr. Mohammed Naaman Al-Kholani, a PhD researcher, and Dr. Mohammed Qaed Aqlaan, director of a Quranic school. Human Rights Concerns Rights Radar warned that these actions violate international human rights treaties and emphasized that victims retain the right to pursue legal action against perpetrators. The organization called on UN Special Envoy Hans Grundberg to intervene and ensure the protection of civilians under Houthi control.
