MoE outlines sustainable development plans for governorates

Muscat – Ministry of Economy (MoE) convened a high-level meeting on Wednesday to present proposed frameworks and programmes for sustainable development of cities and governorates as part of the sultanate's 11th Five-Year Plan (2026–2030). Held under the patronage of H E Dr Said bin Mohammed al Saqri, Minister of Economy, the meeting included members of central technical teams drafting the plan, alongside representatives from government bodies and the private sector. It reviewed mechanisms and priorities designed to promote balanced urban and regional development aligned with the objectives of Oman Vision 2040. Participants engaged in discussions to propose recommendations for specific developmental needs of each governorate. In his opening remarks, H E Saqri said the plan builds on lessons from past development cycles and aims to adopt more integrated and effective strategies. 'It aims to enhance the competitiveness of governorates by empowering decentralisation and strengthening local governance.' He noted that one of the key objectives of the new plan is development of infrastructure and services to improve quality of life and position cities as centres of economic and cultural activity. H E Saqri added that empowering local administrations and supporting the autonomy of governorates in economic decisions are central to achieving regional development. H E Dr Said bin Mohammed al Saqri, Minister of Economy 'Directing investments towards projects that reflect actual needs and leveraging each governorate's comparative advantages to build a sustainable local economy are at the heart of the new plan.' The meeting allowed exchange of ideas and experiences to ensure development initiatives are rooted in local realities. The 11th Five-Year Plan was formulated using a scientific approach based on international best practices, past experiences and data-driven assessments. It incorporates national sectoral strategies and aligns with findings of national programmes and studies to identify key challenges and priorities.

MUSCAT: The Eleventh Five-Year Development Plan (2026–2030) will mark a major milestone in Oman's journey toward decentralized and regionally balanced growth, said Dr Said bin Mohammed al Saqri, Minister of Economy, at a national workshop held in Muscat on Wednesday, May 21. Speaking at a high-level seminar organised by the Ministry of Economy, Al Saqri emphasised that the upcoming plan aims to translate the ambitions of Oman Vision 2040 into actionable, region-specific development programmes. 'The new plan empowers governorates to take the lead in driving economic and social transformation, based on their local priorities and competitive advantages,' he stated. Al Saqri underscored the government's commitment to decentralisation by enhancing the capacity and autonomy of local administrations. 'The Eleventh Plan places governorates and cities at the heart of national development. It prioritises infrastructure improvements, economic diversification, and the creation of vibrant urban centers that are both economically dynamic and culturally rich,' he said. He added that the participatory planning approach adopted for the new plan expands stakeholder involvement at both central and governorate levels. 'This workshop reflects our belief in inclusive planning and meaningful dialogue. By engaging national teams and local entities, we ensure that development programs respond to real needs on the ground,' he affirmed. The workshop brought together more than 200 participants, including officials from government entities, private sector representatives, and technical teams from across Oman. Attendees engaged in interactive sessions to review the plan's general features and propose localized initiatives under the priority of sustainable development in governorates and cities. According to the Ministry of Economy, the Eleventh Plan is being developed using a rigorous scientific and participatory methodology, incorporating lessons from previous plans and international best practices. It aligns closely with national strategies, including Oman's urban strategy and the outcomes of national laboratories, to ensure holistic and sustainable development. Led by H E Dr Said bin Mohammed al Saqri, Minister of Economy, and Eng Badr bin Salem al Maamari, Secretary-General of the Tender Board, the delegation toured key sites including Dakhliyah Boulevard, the Integrated Public Transport Station, Nizwa Public Park, the main entrance to Nizwa and tourism projects in Jabal Akhdar. Sheikh Hilal bin Saeed al Hajri, Governor of Dakhliyah, said the visit would help ensure smooth implementation of ongoing projects. He called for coordination among stakeholders to improve delivery, raise performance standards and leverage the governorate's natural and cultural assets to drive local economic growth. 'Public-private partnerships are essential to developing sustainable infrastructure,' he said, adding that the governorate is working to foster a business-friendly environment that attracts investment and creates employment opportunities. During the visit, officials presented updates on progress and reviewed key social and economic indicators. Saeed bin Rashid al Qutbi, Director General of Social Sectors at the Ministry of Economy, highlighted strategic initiatives including the Omani Mountain Destination and various heritage and tourism projects. He noted that Dakhliyah is emerging as a key economic and tourism hub, with a 15.5% rise in heritage site visitors recorded in 2023. Between 2021 and 2023, 68 projects were completed at a cost of over RO18.68mn. He noted that Al Dakhiliyah Governorate boasts natural and cultural assets that position it as a promising investment destination.
