Abu Dhabi Department of Energy completes remediation project for gas systems in buildings
4 June 2025 14:19 ABU DHABI (ALETIHAD)The Department of Energy – Abu Dhabi (DoE) has successfully completed the Gas Systems Remediation project in buildings with a 100 percent completion rate. Over 200,000 safe working hours were recorded during the implementation of the programme, which began in August 2023, as part of ongoing efforts to ensure the safety of gas systems across the Director General of Regulatory Affairs at the Abu Dhabi Department of Energy, Dr. Saif Saeed Al Qubaisi, emphasised that ensuring the safety of Abu Dhabi's residents, properties, and economy is a top priority for the Qubaisi said, 'Safety is a collective effort and a shared responsibility among all stakeholders in this sector. Building owners play a vital role in maintaining the safety and security of the community. We began our inspection and remediation project in August 2023 and have successfully inspected over 3,100 buildings across the Emirate.''I would like to express my gratitude to the building owners in Abu Dhabi for their significant efforts and cooperation, which enabled us to focus our efforts on achieving a safer, more stable, and more sustainable energy sector for the Emirate.'The Abu Dhabi Department of Energy revealed the results of the Gas Systems Remediation Project, announcing the successful completion of work on over 2,400 buildings, including more than 200 buildings classified as high-risk, which were addressed urgently. Additionally, 550 previously undetected gas leaks were identified and repaired, and all gas filling lines were relocated outside the buildings, achieving a 100 percent completion rate. The project also included the replacement of more than 450 gas tanks and control panels, as well as the installation of over 10,000 gas leak detectors inside Director of the Petroleum Products Regulatory Affairs Sector at DoE, Eng Ahmed Alsheebani, said, 'Abu Dhabi continues to lead in ensuring the safe use of gas systems, recognising gas as a vital resource that impacts various aspects of daily life and plays a key role, alongside clean and renewable energy sources, in supporting the stability of the energy sector. I urge all Abu Dhabi residents to remain vigilant when dealing with gas; through collective efforts, we will continue to build a safer and more sustainable community.'Alsheebani extended his appreciation to the Abu Dhabi Department of Economic Development (DED), the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA), the Department of Municipalities and Transport (DMT), Abu Dhabi Police, the Abu Dhabi Civil Defense Authority (ADCDA), and the Abu Dhabi Emergency, Crisis and Disaster Management Center, all of whom contributed effectively to the implementation of this to the Executive Regulations for Gas Works in Buildings, property owners are required to sign an annual maintenance contract with a gas operator permitted by the Department of Energy – Abu Dhabi. They must also undergo regular inspections and maintenance conducted by an independent, DoE-approved third-party inspection addition, property owners must obtain a No Objection Certificate (NOC) from the Department of Energy – Abu Dhabi confirming the safety and operability of their gas systems. This certificate has become a key requirement for obtaining the conformity with preventive safety requirements Certificate (ISTIFAA) from the Abu Dhabi Civil Defense Authority.

Abu Dhabi: As part of its ongoing efforts to enhance the regulatory framework governing the petroleum products sector, a delegation from the Abu Dhabi Department of Energy (DoE), headed by His Excellency Dr. Saif Saeed Al Qubaisi, Acting Director General of Regulatory Affairs, undertook an official visit to the Republic of Singapore. The purpose of the visit was to explore leading global practices in the regulation of petroleum product trading, operational management, and inspection procedures, as well as to identify opportunities for joint collaboration with Singapore's regulatory entities, technical institutions, and specialized firms. On this occasion, His Excellency Dr. Saif Saeed Al Qubaisi stated: 'This visit reflects the DoE's commitment to advancing efficiency and sustainability across Abu Dhabi's energy sector by leveraging distinguished international expertise. Singapore serves as a forward-looking example in regulatory oversight and technological innovation. During our visit, we aimed to expand the horizons of technical and regulatory cooperation in a way that supports the Emirate's aspirations for a more secure, efficient, and resilient energy system.' The visit program also featured field tours of a number of companies active within these sectors. A series of meetings with various government entities and premier institutions, complemented by several site visits, were conducted by the delegation. Engagements included the Energy Market Authority (EMA), Singapore Civil Defence Force (SCDF), Singapore Customs, the Crisis Management and Control Center, and regulatory authorities responsible for safety and technical standards. Additionally, meetings were held with leading companies like Singapore Petroleum Company (SPC), Senoko Energy, City Energy, Vopak, Singapore Power Group, JTC Corporation, and Gas Hub Pte Ltd. These engagements were intended to strengthen cooperation within regulatory domains, facilitate knowledge exchange regarding policies, apply optimal safety and sustainability practices, and encourage compliance with global standards. The visit's findings are projected to contribute to the development of increasingly integrated and preemptive regulatory policies, enhancing the effectiveness of the Emirate's energy system while keeping abreast of worldwide trends concerning energy security, the shift towards carbon neutrality, and the automation of systems. Meet discusses ways to organise trading of petroleum products
The Abu Dhabi Petroleum Products Trading Regulatory Committee (TRC) convened its first meeting of 2025, headed by Dr Saif Saeed Al Qubaisi, Acting Director-General of Regulatory Affairs at the Department of Energy, and attended by representatives from 21 federal and local government entities. The meeting's agenda featured discussions on various subjects and included presentations concerning the ongoing efforts to organise the trading of petroleum products within the emirate. Agreement was reached on the execution and monitoring of several recommendations and findings, consistent with the relevant legislation governing the regulation of petroleum products trading, namely Federal Law No. (14) of 2017, its executive regulations as per Cabinet Resolution No. (35) of 2019, and Law No. (5) of 2023 pertaining to the regulation of these activities in Abu Dhabi. The meeting commenced with Adnoc Distribution providing a summary of the beneficial effects of enforcing the petroleum products trading regulation decision, highlighting the role of the Department of Energy and the Abu Dhabi Petroleum Products Trading Regulatory Committee in shrinking the grey market and mitigating malpractices. The Committee emphasised the need to step up efforts to encourage the procurement of diesel fuel from approved national firms in the country. Concurrently, work should focus on guiding all users of petroleum products, across both public and private sectors, to collaborate with national companies in formalising supply agreements for petroleum products that meet certified standards. The objective is to guarantee adherence and the implementation of safety standards consistent with enacted legislations. Additionally, Adnoc Distribution presented a plan designed to encourage the adoption of advanced gas cylinders. The presentation detailed the benefits and technical characteristics of these cylinders in contrast to the conventional steel cylinders presently utilised in residential, commercial, and industrial settings, especially facilities lacking centralised LPG supply systems. This move is poised to significantly improve public safety. Abu Dhabi Ports also provided a comprehensive elaboration on a proposed project for the construction of gas cylinder storage facilities within Abu Dhabi's ICAD 2 zone, designed to guarantee adherence to safety and environmental criteria. Meanwhile, the Ministry of Energy and Infrastructure outlined its initiatives, undertaken in coordination with relevant entities, to set procedures, requirements, and regulatory structures allowing companies to import petroleum products into the UAE markets. Currently, the Ministry is implementing controls and requirements for the import of 98 petroleum materials and intends to expand this list to 211 regulated petroleum products over the course of the current year. The Department of Energy's Petroleum Products Regulatory Affairs Sector team reviewed the latest developments in their ongoing work, which involves consistent coordination with all federal and local entities and electronic integration, with the goal of accelerating the regulatory process for obtaining petroleum product trading licenses through the DoE's Unified Platform. Concluding the session, attendees were briefed on the accomplishments and initiatives of the Permits Working Group, followed by a presentation from the Inspection and Enforcement Group outlining the violations identified. The Committee directed recommendations designed to reduce such malpractices via awareness campaigns, site visits, and inspection initiatives, ensuring adherence to regulations and the implementation of safety standards consistent with enacted laws. The Committee emphasised the need for coordination between concerned government entities to initiate inspection and oversight campaigns against unlawful activities involving the trade of petroleum products non-compliant with certified local standards. In December last year, the Abu Dhabi Petroleum Products Trading Regulatory Committee, under the leadership of the Abu Dhabi Department of Energy (DoE), has issued its inaugural permit for petroleum product trading in the Emirate of Abu Dhabi. This achievement aligns with the provisions of Law No.5 of 2023, Federal Law No.14 of 2017 and its executive regulations, as well as relevant ministerial resolutions. It reflects Abu Dhabi's commitment to regulating the sector in line with the best practices and standards paving the way for a robust and comprehensive legal and regulatory framework to govern petroleum product trading. Dr Saif Saeed Al Qubaisi said, 'This permit is particularly significant as it is the first trading permit since the activation of the petroleum products sector in Abu Dhabi. Abu Dhabi launches campaign, encourages safe gas usage to protect families, communities
The Abu Dhabi Department of Energy (DoE) launched a public awareness campaign to teach citizens and residents how to use liquefied petroleum gas (LPG) across the Emirate. The campaign with the slogan 'Your Safety is Our Priority' is increasing awareness regarding the importance of adhering to safe practices for LPG systems, especially during the holy month of Ramadan. During Ramadan, cooking activities increase not only at homes, but in restaurants and kitchens as people prepare for Ramadan feasts. The campaign is aimed at specific populations that handle LPG systems, including employers who are training workers in related industries like cafeterias and restaurants, laborers, domestic staff, and companies working in labor recruitment and placement. Dr. Saif Saeed Al Qubaisi, Acting Director General of Regulatory Affairs at the DoE stated that this initiative promotes a sustainable and efficient energy sector. Meanwhile, Eng. Ahmed Alsayed Mohamed Alsheebani, the DoE's Acting Regulatory Affairs Petroleum Product Sector Executive Director, stated that the LPG Safety Campaign will promote safety practices during Ramadan when there is heightened gas usage in the kitchens. He also said that this awareness program will also positively change an individual's behavior when it comes to overall public safety.
