Al-Dossary: Saudi Arabia won't allow violators to disrupt the comfort of pilgrims

Saudi Gazette report MAKKAH — Minister of Media Salman Al-Dossary said that the Kingdom won't tolerate any unauthorized pilgrims disrupting the comfort of other pilgrims, and that the "No Hajj without a permit" campaign will be intensified. He made the remarks while addressing a joint government press conference, which was also attended by Minister of Hajj and Umrah Dr. Tawfiq Al-Rabiah, Minister of Transport and Logistics Eng. Saleh Al-Jasser, and Minister of Health Fahd Al-Jalajel. Al-Dossary said that Saudi Vision 2030 is based on three detailed objectives to serve the guests of God: facilitating the hosting of more pilgrims and access to the Two Holy Mosques; providing high-quality services to Hajj and Umrah pilgrims; and enriching religious and cultural experience of the pilgrims. The minister pointed out that the royal directives have been issued to host 1,000 pilgrims from the families of martyrs in Palestine and 1,300 pilgrims from 100 countries under the "Guests of the Custodian of the Two Holy Mosques" program, which is organized by the Ministry of Islamic Affairs, Call and Guidance. Regarding preparations, Al-Dossary stated that the Ministry of Interior is fulfilling its role in the security and organizational arena through the "No Hajj without a permit" campaign, to preserve the sanctity of the site and ensure the safety of pilgrims in addition to enable them to perform the rituals in an orderly and peaceful environment. He stated that the Ministry of Islamic Affairs has prepared approximately 25,000 mosques and prayer halls in Makkah and Madinah, along the roads leading to Hajj, land entry points, the holy sites, and neighborhood mosques. It has also secured the Custodian of the Two Holy Mosques' gift of 2.5 million copies of the Holy Qur'an, which will be distributed at land, sea, and air ports. Approximately 1.3 million identification cards containing QR codes for the electronic library have also been distributed. Regarding volunteers, the minister indicated that the target for this year is 25,000 male and female volunteers, through the efforts of the National Center for Non-Profit Sector Development. Regarding water services, the system produces and transports more than 1.2 million cubic meters of water daily to meet peak demand during the Hajj season. The transportation networks extend over 1,300 kilometers. The water system also conducts more than 4,000 laboratory tests daily to ensure water quality and safety, with a staff of more than 2,000 specialized Saudi technicians and engineers working around the clock. Al-Dossary said that the Ministry of Commerce has intensified its inspection of markets and vital facilities in Makkah and Medina through more than 11,000 field visits to ensure the compliance of facilities and the availability of food supplies for pilgrims. Meanwhile, the Ministry of Municipality and Housing has mobilized more than 22,000 personnel along with 980 vehicles, and 177 shelters. The conference coincided with the approaching countdown to the Hajj season, as pilgrims continue to flock to the Holy Capital from all corners of the globe to perform the Hajj pilgrimage.

In a statement to the Saudi Press Agency following the session, Minister of Media Salman Al-Dossary said that the Cabinet expressed its appreciation for the diligent efforts of government agencies that have contributed to the significant achievements of Saudi Vision 2030 as it approaches its ninth year. It noted the remarkable progress outlined in the Vision 2030 Annual Report 2024, which indicates that 93 percent of the targets across national programs and strategies have been met or exceeded. The Cabinet expressed its anticipation for continued successes, progress, and leadership across all sectors. Discussing the third phase of the Vision, the Cabinet highlighted that this upcoming phase will concentrate on sustaining the impact of the transformations, capitalizing on emerging growth opportunities, diligently monitoring and strengthening existing initiatives, and further aligning plans and programs with the overarching Vision 2030 to foster greater economic diversification and growth. At the outset of the session, the Crown Prince briefed the Cabinet on his recent meeting with King Abdullah II of Jordan and his discussions with Indian Prime Minister Narendra Modi. The Cabinet commended the outcomes of the second meeting of the Saudi-Indian Strategic Partnership Council, highlighting the expanding economic, trade, and investment relations between the two nations, as well as efforts to strengthen bilateral cooperation in other sectors. Al-Dossary said that the Cabinet reviewed the Kingdom's extensive participation in regional and international forums, reaffirming its commitment to supporting collaborative efforts aimed at addressing current challenges and promoting global stability and prosperity. The Cabinet emphasized that achieving security in the Middle East requires the swift implementation of a just and comprehensive resolution to the Palestinian cause, consistent with international legitimacy resolutions and the Arab Peace Initiative, leading to the establishment of an independent Palestinian state within the 1967 borders, with East Jerusalem as its capital. The Cabinet reaffirmed the Kingdom's ongoing commitment to expediting the economic recovery of Syria. It reiterated its call for regional and international financial institutions to resume and expand their operations in Syria, supporting the aspirations of its people for a brighter future and decent living standards. The Council commended the outcomes of the recent Saudi Statistics Forum held in Riyadh, which marked the 65th anniversary of the establishment of statistical work in the Kingdom. It acknowledged the sector's significant advancements in international indicators and its vital role in sustainable development, improving service quality, and driving economic and social growth. The Cabinet also expressed appreciation for the generous SR1 billion donation made by the Crown Prince to the National Development Housing Foundation, reflecting his unwavering dedication to improving the lives of citizens and his sustained focus on housing initiatives that provide suitable homes for deserving families throughout the Kingdom. The Cabinet approved the updated organizational structure and manual of the Ministry of Investment, and amendments to the White Land Tax Law. It endorsed changing the name of the Saudi Institute of Internal Auditors to the Saudi Authority of Internal Auditors, and transferring the authority to issue internal auditing licenses from the Ministry of Commerce to the Saudi Authority of Internal Auditors. The Cabinet approved a Host Country Agreement between the government of Saudi Arabia and the International Criminal Police Organization (INTERPOL) to establish a regional INTERPOL office for the Middle East and North Africa in the Kingdom. It endorsed a memorandum of understanding (MoU) for cooperation in city management and operations between the Riyadh Municipality and the Seoul Metropolitan Government, and another MoU for cooperation in mineral resources between the Saudi Ministry of Industry and Mineral Resources and the Jordanian Ministry of Energy and Mineral Resources. The Council approved a MoU on tourism between the Saudi and Zambian ministries of tourism, and another MoU on economic research and studies between the Saudi Ministry of Economy and Planning and the Indian Observer Research Foundation and authorizing the minister of economy and planning or his deputy to sign it. The Cabinet approved a MoU for cooperation in developing the small and medium enterprises sector and startups between the Saudi Small and Medium Enterprises General Authority and the Bahraini Labor Fund, and another MoU for cooperation in the field of tax administration between the Saudi Zakat, Tax, and Customs Authority and the Moroccan General Directorate of Taxes. The Council endorsed an agreement for the mutual recognition of Authorized Economic Operator programs between the Saudi Zakat, Tax, and Customs Authority and the Egyptian Customs Authority. The Cabinet approved a MoU between the Saudi Communications, Space, and Technology Commission and the Telecom Regulatory Authority of India, and another MoU for cooperation in the field of digital government between the Saudi Digital Government Authority and the Moroccan Ministry of Digital Transition and Administration Reform. "The Vision 2030 always precedes numbers and time," he said while addressing a press conference in Riyadh on Monday. Al-Dossary emphasized that the vision has achieved major successes ahead of schedule as the percentage of vision initiatives has reached 85 percent. "Saudi Vision 2030 is the greatest success story of the 21st century, and transparency is its most important hallmark. The Vision 2030 is not a vision restricted to time and place, but rather an inspiring model for nations, peoples, and societies." "One of the most important highlights of the vision is transparency, which the Saudi Crown Prince always emphasizes and directs all state officials to follow, because no journey can take place without the ambition of the citizen becoming a partner in this journey," he said. The minister said that the results achieved by the vision are amazing. "We are not supposed to respond to or make justifications to those, who raised skepticism about the vision. What we see of achievements made on the ground ahead of their schedule of completion, is the greatest response," he said adding: "There is no doubt that we have a wise leadership and an ambitious people, and nothing is difficult or impossible to achieve for this people," he said.

Crown Prince and Prime Minister Mohammed bin Salman chaired the Cabinet session in Jeddah. In a statement to the Saudi Press Agency following the session, Minister of Media Salman Al-Dossary said that the Cabinet reviewed the Kingdom's comprehensive economic, cultural, and social development efforts, along with completed plans and programs aimed at advancing national progress and benefiting citizens. The Council emphasized that the new Arabian oil and natural gas discoveries in the Eastern Province and the Empty Quarter represent a substantial boost to the Kingdom's economic standing, enhancing its capacity to meet long-term local and global energy demands. The Cabinet viewed the Kingdom's high rankings in international indicators as confirmation of the state's strong support for all sectors, driving them toward greater competitiveness and global leadership. The Council lauded the awards and medals earned by government entities and Saudi students at the Geneva International Exhibition of Inventions 2025, which align with the Kingdom's aspirations for innovation and a prosperous future. The Cabinet also commended the second Human Capability Initiative Conference held in Riyadh, which featured over 100 launches, agreements, and memoranda of understanding aimed at fostering international cooperation and advancing the Vision 2030 goals on human capital development. Al-Dossary said the Cabinet discussed talks and consultations with friendly countries on regional and international developments, prospects for cooperation, and ways to strengthen ties across various sectors. Reviewing the latest regional and global political developments, the Cabinet reiterated the Kingdom's active role in supporting international security and stability, as well as its efforts to alleviate humanitarian suffering. The Cabinet welcomed the growing global support for the upcoming international conference on the peaceful resolution of the Palestinian cause and the implementation of the two-state solution, which will be co-chaired by Saudi Arabia and France. It also stressed the urgent need for a ceasefire in Gaza and the delivery of humanitarian aid. The Cabinet approved the establishment of an operations room to receive and process financial fraud reports. It also endorsed mutual assistance agreements in criminal matters, as well as the extradition of wanted individuals, and the transfer of sentenced convicts between the governments of Saudi Arabia and Morocco. The Council approved a memorandum of understanding (MoU) between the Saudi and Malaysian governments regarding the mutual short-stay visa exemption for holders of diplomatic and official or special passports, and another MoU in environmental conservation between the Saudi Ministry of Environment, Water and Agriculture and the Jordanian Ministry of Environment. The Cabinet authorized the health minister or his deputy to discuss and sign a draft MoU with the Iranian Ministry of Health and Medical Education for cooperation in health fields, and education minister or his deputy to discuss and sign a draft MoU with the Ministry of Education of Korea concerning educational cooperation. The minister of finance and chairman of the board of directors of the Zakat, Tax and Customs Authority or his deputy was authorized to sign a draft agreement between the governments of Saudi Arabia and Bahrain to avoid double taxation with respect to income taxes and to prevent tax evasion and avoidance. The Cabinet approved two agreements between the governments of Saudi Arabia and Kuwait and Croatia to avoid double taxation with respect to taxes on income and capital and to prevent tax evasion and avoidance. It approved a MoU in communications and information technology between the Saudi Communications, Space and Technology Commission and the Hellenic Telecommunications and Post Commission, and endorsed Saudi Arabia's accession to the Tampere Convention on the Provision of Telecommunications Resources for Disaster Mitigation and Relief Operations (1998). The Cabinet authorized the minister of human resources and social development and chairman of the board of directors of the Authority for the Care of People with Disabilities or his deputy to discuss and sign with the Djiboutian side a draft MoU for cooperation between the authority and the National Agency for Persons with Disabilities of Djibouti. The Council approved a MoU for cooperation in trade promotion and support between the Saudi Export Development Authority and the Chinese Ministry of Commerce's Foreign Trade Development Bureau, and another cooperation agreement to combat terrorism and it's financing between the Saudi Presidency of State Security and the Kenyan National Intelligence Service. The Cabinet approved a MoU for cooperation and news exchange between the Saudi Press Agency and the Algeria Press Service, and the licensing of Bank Syariah Indonesia to open a branch in Saudi Arabia.
