Final report of Samanvaya survey in two months
The final report of the survey conducted in the city under the Kozhikode Corporation's 'Samanvaya' project will be published within two months. Welfare Standing Committee chairperson P. Divakaran said on Saturday (August 16) that the second phase of the survey, aimed at plugging any loopholes, is already under way. Meanwhile, benefits based on the survey findings will be made available to the beneficiaries within a few weeks, he added. The Samanvaya project involves streamlined programmes that will benefit senior citizens, differently abled people and bedridden patients. The plan is to coordinate the efforts of various departments, organisations, people's representatives, and the public to ensure that support reaches the right people. In the first phase, 543 specially trained anganwadi workers conducted the survey, which examined the social and economic conditions of city residents. The data included details of the care they currently receive, family ties, friendships, education, health status, lifestyle, and existing challenges. A total of 56,878 people were identified as beneficiaries in the first phase of the survey, the draft report of which was recently approved by the Corporation Council. Of them, 50,180 are senior citizens, 1,388 are bedridden (including 29 under the age of 18), 1,150 suffer from serious illnesses, and 4,160 are differently abled. Under the project, the Corporation plans to provide a range of services at the beneficiaries' doorstep, including healthcare, medicines, cooked food, drinking water, employment, and pensions. Beneficiaries have also requested equipment such as wheelchairs, diapers, spectacles, commode chairs, artificial limbs, airbeds, cochlear implant surgeries, walkers, and glucometers, along with vehicle facilities during emergencies. 'We have decided to organise occasional outings for those interested. Forty people from the same ward will be taken on a KSRTC bus at a time,' Mr. Divakaran said. So far, the Corporation has held three camps to distribute equipment to beneficiaries. A palliative care unit has also been formed to serve bedridden patients, with plans to establish two more units, he added.

Freeze only disputed amount in cyber fraud cases: New guidelines
Jaipur: Rajasthan police headquarters has directed that bank accounts should not be entirely frozen during investigations into financial disputes and cyber crime frauds. The new guidelines instruct that only the specific amount under dispute may be held, and even that requires written approval from the district SP. Account holders must be allowed to continue using the rest of their funds freely. The instructions were sent to all police commissioners, range IGs, DIGs, and district SPs following directions from Rajasthan High Court's Jaipur bench. The move aims to prevent hardship caused by freezing entire accounts, particularly in civil disputes with financial elements. The circular also highlights that if a case involves cash transactions of Rs 2 lakh or more—especially in property deals or contracts—police must report the details to the Income Tax Dept. These must be submitted in the prescribed format to Kunal Haver, joint director of Income Tax and the designated nodal officer in Jaipur. Police have been clearly told not to register FIRs in purely civil disputes where there is no evident criminal liability. If both civil and criminal aspects are present and an FIR was already registered, no arrest or document seizure can be carried out without prior written approval from the District SP. Where the alleged offence carries a sentence of at least 3 years and up to 7 years, and no clear cognisable offence is immediately visible, a preliminary inquiry must be completed within 14 days under Section 173(3)(i) of Bharatiya Nagarik Suraksha Sanhita, 2023. The decision to file an FIR will depend on the findings of this inquiry. The DGP's office has also reminded all officers to strictly follow the Supreme Court's guidelines in the Lalita Kumari vs State of Uttar Pradesh case before registering FIRs in ambiguous matters. These new directions are intended to curb the misuse of criminal law in civil matters and to safeguard individuals' financial and legal rights from arbitrary police actions. In yet another directive, the PHQ has also forwarded details of suspicious bank accounts to the superintendent of police concerned for a detailed probe into the transactions being conducted through these accounts. Sources said that many of these accounts are under the radar for their use as mule accounts in cyber fraud cases. A cyber security campaign is being run until June 25. "Under the campaign, one of the focus areas is to identify suspicious transactions in bank accounts which are flagged through Samanvaya portal - a ministry of home affairs initiative. These accounts are suspected to have been used for laundering money stolen in cyber frauds," said a senior police officer. He added that the district SPs have been asked to probe these bank accounts. Hundreds of such accounts are being monitored in each district. For example, in Bikaner, over 550 bank accounts are currently under radar. Kozhikode rolls out action plan to become age-friendly city
Close on the heels of its recent recognition from the World Health Organisation (WHO) — with membership in the Global Network of Age-friendly Cities, Kozhikode is steadily progressing towards becoming a truly age-friendly city. An action plan to achieve this goal was recently approved by the Kozhikode Corporation Council and is expected to be fully implemented within the next four months. The action plan, aligned with the eight key directions recommended by the WHO, will be carried out in collaboration with the Samanvaya programme. It is divided into several focus areas: elderly health, psychosocial support, social participation, respect and social inclusion, civic participation and employment, communication and information, transportation, housing, and outdoor spaces and buildings. One of the main objectives is to enhance healthcare access for everyone aged 60 and above. This includes providing doorstep medical services, establishing geriatric wards in hospitals, supplying necessary medical equipment, and ensuring lab services are made available at home. To provide psychosocial support, the plan incorporates therapeutic counselling, psychiatric services, telemedicine facilities, dementia clinics, and recreational outings for the elderly. Senior Citizens' Clubs will play a key role in promoting social participation. Skilled professionals among the elderly will be engaged in various activities. Artistic and cultural groups, literary events, competitions, and sports meets are also part of the plan. Various initiatives, including legal awareness campaigns addressing injustices faced by the elderly, senior help desks at police stations, and legal adalats, are also included. Senior citizens will also be encouraged to take up entrepreneurship. Pension disbursement will be ensured, and those interested will be included in employment guarantee schemes. Efforts will be made to provide training in new technologies, innovative ideas, and research. Data gathered through surveys conducted under the Samanvaya programme will be used to streamline the action plan. It may be noted that Kozhikode city was declared an 'Elderly Friendly' city in 2022, and the initiatives undertaken at that time played a crucial role in securing WHO recognition.
