Bihar Congress president Rajesh Kumar lists unemployment, large-scale migration and deteriorating education system as the three key issues plaguing the poll-bound state. Edited excerpts of his interview to Saubhadra Chatterji: What are the key issues for the Congress in the upcoming Bihar polls? Our main issue is unemployment and the second issue is the migration of young people. The situation of unemployment is grave as there are no job opportunities. The government is only concerned about its survival, frequently changing political alliance… The second thing is large-scale migration. If you visit Bihar, especially north Bihar, you will find only women and children in the villages. The third point is the way education system has deteriorated and frauds increased, denting the state's image further. Bihar has not been able to attract private investment and this government doesn't even make efforts for it. Many believe the BJP-led Centre's caste census decision was taken keeping in mind the Bihar polls. People are aware that caste census is the agenda of the Congress and the INDIA group. If you think the BJP will benefit from the decision, people of Bihar knows that the BJP never wanted to do a caste census. BJP only wants to do communal politics. It was Rahul Gandhi who fought for the caste census and forced the BJP to do it... The Nitish Kumar government has also done a caste survey. The Congress was supporting the Nitish Kumar government when the caste census was done in Bihar. Before it was done, we had prepared its blueprint and RJD, CPI(ML) and Congress were continuously demanding a caste later, Nitish Kumar again changed his mind. The Nitish Kumar government does not intend to implement it right now. Has Operation Sindoor tilted political atmosphere in favour of the ruling NDA? I will leave it in the interest of the country. We don't want to do politics. You have seen we stopped the Samvidhan Bachao Yatra during Operation Sindoor. But BJP is trying to reap political benefits. It has announced a yatra across the country. But poll issues will be different in Bihar this time. Congress won only 19 of the 70 seats it contested in 2020. Many allies see your party as the weakest link and the RJD doesn't want to give you so many seats this time. This issue is being handled by the central leadership. One thing is certain, the INDIA bloc will give a tight fight to the NDA.

1 2 Ranchi: Ahead of the Congress party 's " Samvidhan Bachao Abhiyan " scheduled for Tuesday, Jharkhand Congress in-charge K Raju on Monday appealed to the Union govt to adopt the ' Telangana model ' for conducting caste-based surveys across the country. Addressing the media on Monday, Raju said Congress has been demanding a caste-based survey for the last several years but met with apathy from the govt. "Earlier, Prime Minister Narendra Modi tagged those who demanded the caste survey as "Urban Naxals". Now that the Centre has agreed to conduct the caste survey, we appeal to them to adopt the Telangana model while conducting the survey. The Congress-led govt in Telangana has successfully conducted the caste survey and has emerged as a successful model," Raju said. He added that the census conducted every 10 years gave very little information about the population. "However, Telangana conducted an extensive caste survey extracting various information about the castes which later could be used for the overall development of people. So, it's our demand that the Centre follows the model and declare a timeline for the survey. They also should publish all information for the knowledge of the public," Raju said, acknowledging the importance of caste-based survey in ensuring social justice and empowerment to all. Senior Congress leaders, including AICC president Mallikarjun Kharge and party general secretary K C Venugopal, former Chhattisgarh CM Bhupesh Baghel will join the state-wide "Samvidhan Bachao Yatra" on Tuesday. The rally will also be organised in all district within a week. Raju said during the rally, the party would raise three demands. "First will be on withdrawing the arbitrary 50% ceiling on reservation, so that reservation can be granted based on population. We will inform the people about the importance of removing the ceiling during the rally. Second and most importantly, the declining monetary allocation in the Union budget for the SC and ST in the last 11 years will also be highlighted. The third focus will be on the issue of reservation of seats in private institutes for SC and ST students," Raju said. After the rally, an executive committee meeting of the state Congress unit will be convened in Ranchi, where the AICC president and other senior party leaders will be present. In the meeting, many important decisions for the party would be taken, Raju added.

Congress MP Deepender Hooda on Sunday hit out at the BJP-led state government and said that the ongoing water issues with Punjab arose due to the state government's negligence, even while assuring his party's support to the government on the stand-off with the neighbouring state. He was in Ambala, where he launched the Congress's state-wide 'Samvidhan Bachao Yatra'. The campaign was to be launched by his father and former chief minister Bhupinder Singh Hooda, but instead was kicked off by Deepender Hooda. During his media interaction, the Rohtak MP said, 'Party has kept forward its demand that Haryana should get its water, along with assuring the party's full time support to the state government. However, by cursing the Punjab government, the Haryana government can't shy away from its responsibilities. The current situation arose due to the government's negligence only,' he said. The lawmaker further highlighted that the government failed to fill vacancies in the Bhakra Beas Management Board (BBMB) from Haryana quota for the last several years and the state failed to get its share. 'This double engine government should try to pull Haryana's share of water through their Delhi engine. Union minister Manohar Lal Khattar should also ensure this. But despite all this, we stand united with the government,' he added. During his public address, Hooda cornered the BJP's policies regarding water crisis, the state of constitutional institutions and people's rights. 'How did the single engine of Punjab overpower the double engine government of Haryana?' Taking the government to task, he said that the BJP government's indecisive attitude on an important issue like the SYL canal is the reason for the plight of the farmers of Haryana. Demanding a special session of the Assembly, Hooda said that time should be taken to meet the Prime Minister with all the MPs. State president Udai Bhan, state working president Ram Kishan Gujjar, Ambala MP Varun Chaudhary, Ambala City MLA Nirmal Singh, Mullana MLA Pooja Chaudhary, senior leader Ashok Mehta and others were present. Speaking on the lines of the event, Udai Bhan, expressed concern over the current state of the Constitution. 'There is an atmosphere of undeclared emergency in the country. The dignity of constitutional institutions is being lowered and the politics of hatred is prevalent. Today the same people are invoking the Constitution, who had once burnt its copies,' he said.

Ranchi: The leader of the opposition in the assembly Babulal Marandi on Sunday criticised Congress over the party's " Samvidhan Bachao Yatra " scheduled to take place in the city on Tuesday. Senior Congress leaders, including All India Congress Committee (AICC) president Mallikarjun Kharge and party general secretary K C Venugopal, are expected to attend the yatra. Marandi criticised Congress claiming that the party has attacked the dignity of the Constitution and democracy to such an extent that it would be recorded as a dark chapter in the country's history. "Congress altered the very spirit of the Constitution just to stay in power and made every possible attempt to kill democracy. During its 60 years of rule, Congress amended the Constitution 79 times — only for appeasement and power. The first constitutional amendment was the first attack on freedom of expression, carried out by Pandit Jawaharlal Nehru so that action could be taken against those who criticised the govt. "Gandhi, on April 25, 1973, bypassed the three most senior judges and appointed Justice A N Ray as the Chief Justice of India. This decision was an attempt to pressure the judiciary by promoting a judge," he claimed. Marandi further said it was a matter of shame that the party which has compromised with the Constitution time and again would be organizing a rally to "save" the Constitution. Referring to Congress's protests held across the country in front of ED offices, Marandi said the party members threatened officials of the central agency, established through provisions of the Constitution. "Leaders of Congress and JMM openly made statements suggesting that the Sharia law is above the Constitution. This directly questioned the supremacy of the Constitution. The violent protests against the Waqf Act and Congress's support of them are clear examples of this. In the Jharkhand DGP appointment controversy, too, political interference overrode the Constitution in administrative appointments of the state," the BJP state president added.
