Constitution gives equal opportunity for all to grow, says Supreme Court judge
KLE Society's BV Bellad Law College hosted a conference on 'The Constitution of India at 75: Reinventing Constitutionalism' in Belagavi on Saturday. Several faculty members and students from various law colleges attended it. Supreme Court judge Prasanna B. Varale inaugurated the conference. Referring to B.R. Ambedkar's statement about the Constitution, he said that it is not just a rule book of governance but also the basic social document for the country. 'It gives every citizen human values, respect and equal opportunity for growth. Hence, we should acknowledge the work of Dr. Ambedkar in framing the Constitution not just as a legal document but also as a social document. It is not a legal contract,' he said. The judge spoke about continued discrimination based on caste, class and gender and how the Constitution offers solutions to prevent it. He described provisions of the Constitution that safeguard the rights of women. He referred to the leading case of Bilkis Bano and said how the Supreme Court dismissed the High Court's order that acquitted rape offenders. He described how a detailed understanding of Article 21 of the Constitution led to evolution of Right to Privacy, Right to Live with Dignity and other such concepts. High Court of Karnataka judge Vijaykumar A. Patil and vice-president (Bengaluru Campus), NITTE Education Trust, Sandeep Shastri were the guests of honour, while director, Board of Management, KLE Society, Belagavi, Vishwanath I. Patil was the event president. Also, Dr. Sandeep Shastri engaged students in a session on personality development. He spoke of the importance of the 3 A's - Attitude, Aspiration and Approach. He asked them to live by DAM, 'Dristikona, Akanksha and Marg', to develop their personality. He gave tips on overcoming stress and developing a positive attitude. Dr. Vishwanath Patil spoke of the various programmes being conducted as part of the golden jubilee celebrations of the college. Dean, Faculty of Law, KLE Technological University, J.M. Mallikarjuniah, principal Jyoti G. Hiremath, coordinator of the conference Supriya Swami, NSS secretary Prerana Hanumshet and others were present. Vikraman Nair of Mahatma Gandhi University, Kerala, K.R. Aithal of KLE Law College, and the former Professor of Law, PG Department of Studies in Law, Karnatak University, Dharwad, C. Rajshekhar and others spoke at the plenary sessions. Prof. Aithal delivered the valedictory address and distributed certificates and cash prize to teachers and students. Advocate and chairman of the college R.B. Bellad and others were present at the valedictory function, said a release.

SC judge inaugurates national conference on Indian Constitution
Belagavi: Supreme court judge Justice Prasanna Varale inaugurated the national-level conference on the topic 'The Constitution of India at 75: Reinventing Constitutionalism' organised by KLE Society's BV Bellad Law College , Belagavi, on Saturday. Opening the conference at Dr Kodkani Hall, JN Medical College Belagavi, Justice Prasanna B Varale referred to Dr BR Ambedkar and said our constitution gave every citizen human values, respect, and equal opportunity for growth. Hence, we should acknowledge the work of Dr Ambedkar. He enlightened the audience on how the constitution safeguards the rights of women. Sandeep Shastri, vice president, NITTE Education Trust, Bengaluru, enlightened the gathering with the 3 A's: Attitude, Aspiration, and Vishwanath I Patil, director, board of management, KLE Society, who presided over the event, said that the conference is conducted to impart research and presentation skills among our students and to equip them with professional skills and techniques of advocacy so as to excel in their profession and serve were two plenary sessions. With national caste census announced, CM may change tactics on Karnataka report
BENGALURU: The Union Government's announcement on Wednesday that The two dominant communities have termed the census 'unscientific' and demanded a fresh survey to determine populations of communities. They have argued that the state's caste census is decade old and obsolete. For the national caste census, the National Commission for Backward Classes (NCBC) is likely to take up the task as caste is included in the national census, experts said. It is to be seen whether NCBC commissions the census to the state backward classes commission, they added. In the changed scenario, the Siddaramaiah cabinet may keep aside caste-wise population figures and debate on the data on the status of communities. A special cabinet meeting was scheduled for May 2 to discuss the caste census, but the meeting has been postponed indefinitely. The April 17 special cabinet meeting, called specifically to discuss caste census, remained inconclusive as ministers refused to accept the report. Siddaramaiah then asked them to go through specific data on the status of communities, sources said. Out of 41 volumes, data nine throws light on the status of communities including the political aspect of communities. Siddaramaiah asked officials to furnish exhaustive data on it to ministers. 'More than the population of communities which became a contentious issue, the debate on the status of communities is more important,' a Siddaramaiah sympathiser said. This will help the CM defend the commission's recommendation to increase the quota for Veerashaiva Lingayats from 4 to 8% under 3B category and 3 to 7% for Vokkaligas under 3A. State's backward classes commissions in the past had recommended taking away quota from the socially and educationally forward communities in the state. The Article 15(4) and 16(4) of the Constitution allows states to make special provisions for the advancement of socially and educationally backward classes Political scientist Prof Sandeep Shastri recalled that the Havanuru commission had recommended taking away the reservation for Veerashaiva-Lingayats and Vokkaligas, whereas the Venkatswamy commission had recommended taking away the Veerashaiva-Lingayat quota. After 1956, these two communities constituted a majority of MLAs in all assemblies, he pointed out. 'Caste is an important political identity in modern India and it may not have anything to do with the traditional ritual and hierarchy it represents. Though of course, there are forms of injustice still continued, but today in politics caste is an important identity which everyone uses for their advantage and for their group consolidations, as a result caste has become an identity and it's important for caste leaders to emphasise on how large and significant their caste group is. Caste group leaders would like to emphasise the strength and importance of their group and their strategic relevance,' he analysed.
