Ambadas Danve writes to Fadnavis, seeks scrapping of Chhatrapati Sambhajinagar hotel auction, demands high-level probe
Chhatrapati Sambhajinagar: The opposition continues to challenge social justice minister Sanjay Shirsat, despite his announcement that his son, Sidhant, would withdraw from purchasing a prominent hotel in the city. Tired of too many ads? go ad free now Shirsat, who serves as the district guardian minister, is facing mounting pressure. Stakeholders have publicly stated that the hotel's current value exceeds Rs 175 crore. Reports indicate that during the auction, the minister's son secured the property with the highest bid of approximately Rs 67 crore. Ambadas Danve, the leader of the opposition in the Maharashtra legislative council, has written to chief minister , requesting the immediate nullification of the VITS Hotel property auction in Chhatrapati Sambhajinagar. He also sought a thorough investigation, citing procedural irregularities and property undervaluation. In his Monday correspondence to the chief minister, Danve said the revenue administration auctioned Dhanada Corporation Ltd's flagship asset — Hotel VITS — at a significantly reduced value, affecting govt revenue and numerous stakeholders. He noted the Railway Station Road property, valued at ₹110 crore in 2012, received bids below the govt's 2021 reserve price in the 2025 auction. Danve said the May 20 e-auction, through the eAuction India portal, attracted only three companies. He questioned the limited participation and similar bid amounts, suggesting predetermined outcomes favouring specific interests. "The auction was conducted with clear intent to favour one bidder, under pressure from a specific group of shareholders and possible financial interests of certain officers," he alleged. Tired of too many ads? go ad free now The letter emphasised that Dhanada Corporation, listed on the Bombay Stock Exchange, has over 5,000 shareholders. Hotel VITS, operating since 2008, provided substantial local employment and business opportunities. The property ceased operations on Feb 1, 2025, without judicial orders, despite ongoing business activities and Rs 6 crore annual profit submissions to the court. Danve referenced the Supreme Court's verbal observation regarding MPID Act's inapplicability to share transactions. He claimed the state administration proceeded with the auction regardless, without proper judicial guidance. "The abrupt closure has left nearly 150 direct employees of this hotel, related small businesses, and suppliers in financial distress," Danve wrote. He requested a halt to property transfer, the establishment of an investigative committee, and disciplinary measures against involved officials. The letter concluded with a request for a detailed report on actions taken.

No funds were diverted for Ladki scheme, say officials
Mumbai: Social welfare minister from Shiv Sena, Sanjay Shirsat , publicly lashed out against funds being diverted from his department for the govt's flagship Mukhya Mantri Majhi Ladki Bahin Yojana . This followed a govt resolution that allocated Rs 410 crore from the department for the scheme. However, officials point out that there was no fund diversion . On the contrary, it is the norm to spread the budget for schemes across departments. Departments for specialised groups, including Scheduled Castes and tribal welfare, were allocated a portion of the funds for the overall scheme with the condition that they could only spend it on SC and ST state allocated Rs 36,000 crore for the Ladki Bahin scheme in the budget. Of this, Rs 28,290 crore came from the general budget. A sum of Rs 3,960 crore was allocated for the scheme to the social welfare department for SC beneficiaries, and Rs 3,250 crore was allocated to the tribal welfare department for ST beneficiaries. "There was a clear allocation for the Ladki Bahin scheme through those departments in the budget itself. The budget was presented by the govt and cleared by the state legislature, which is the highest authority," said a senior the state made an allocation of Rs 2,546 crore from the general budget to the scheme and made an allocation of Rs 410 crore from the Rs 3,690 crore given to the social welfare department for the scheme. Operation Sindoor Pak drones enter Indian airspace, explosions heard just hours after truce deal Sirens, explosions in border districts after Pak breaks deal: What we know so far 'What happened to ceasefire?' J&K CM after explosions heard across Srinagar It also made an allocation of Rs 335 crore from the Rs 3,250 crore provided to tribal welfare department. The only condition was that the funds could only be used for SC and ST same procedure is followed for Centrally sponsored schemes, and welfare schemes including Pradhan Mantri Awas Yojana, said a senior official. Even public work projects and rural and tribal road projects follow the same norm. "An allocation for rural roads is made to the tribal welfare department for roads passing through tribal districts," said a senior said the budget for the social welfare department was increased to accommodate expenditures for welfare schemes. In the state budget's annual plan, the SC component was increased by 42%.

For the sake of Maharashtra, it's about time the Mahayuti acted like a coalition
Maharashtra's organic political profile has undergone a complete makeover since the formation of the two multi-party political blocs: Maha Vikas Aghadi and the Mahayuti. The two coalitions have made the political landscape of the state ideologically horizontal. After 100 days of the Mahayuti government, the report card shows that of the 48 ministries, only 12 achieved 100 per cent of their target, while 18 ministries achieved 80 per cent. Though this means the overall performance is well above average, the lack of internal coordination among the ministries has become public. The latest issue is the tussle between the Shiv Sena and the NCP — the two BJP allies — over the Mukhyamantri Ladki Bahin Yojana, which is believed to have played a significant role in the Mahayuti's thumping victory in November 2024. The internal arrangements of the governing coalition have been falling apart at regular intervals. The issues, ranging from the seniority of the two Deputy Chief Ministers, the movement of files and the allocation of resources, to the position of guardian ministers, have erupted without any definitive solution. As the guardian minister is the Chairperson of the District Planning Committee, stop-gap arrangements would mean decisional inertia at the district level. Besides, though the Mahayuti government claims to be meeting its infrastructural and social development targets, the fact remains that the government faces serious budget deficits. This is mostly due to the Ladki Bahin Yojana. Much of the treasury seems to have been taken away by the popular scheme targeting women under the Rs. 2.5 lakh income bracket. The scheme has been facing issues since its inception. The individual parties in the Mahayuti are using it for their own political advantage, instead of having a holistic operational approach as a coalition. During Eknath Shinde's tenure, there were allegations that the NCP deliberately did not use the full name of the scheme, which features the prefix 'mukhyamantri'. The hurriedly put together list of beneficiaries is also an issue that the scheme faces till this day. It is due to this scheme that financial prudence and the depleting resources of the state have remained major points of concern. The Mahayuti government had to climb down from its earlier effort of doling out the benefits to the unverified registered beneficiaries. Strict adherence to the eligibility criterion was a welcome austerity measure to save the scheme. However, the promise of increasing the amount from Rs. 1,500 to Rs. 2,100 per month could not be met even after four months. While the Mahayuti government has not said that the amount will not be increased, it has been unable to give an exact timeline. The matter was further complicated as the Minister for Social Justice and Shiv Sena leader Sanjay Shirsat, alleged that his ministry only received Rs 22,658 crore out of the allocation of Rs 29,500 crore. He also alleged that approximately Rs 400 crore was reallocated to fund the Ladki Bahin scheme without his knowledge. The minister's open criticism of the finance ministry's decision — led by NCP leader and deputy CM Ajit Pawar — to reallocate funds from the social justice department, shows the cracks within the coalition. It also indicates the finance ministry's apathy towards the marginalised communities of the state. In 2024, students belonging to the Scheduled Caste (SC) had staged a dharna against the non-issuance of the state scholarships which are disbursed from the social justice department. The students who had availed the overseas scholarship for the SCs and STs this year are left in the lurch as the uncertainty of the scholarships in foreign countries looms over them for the last two months. The students have reportedly complained of starvation and eviction from rented accommodations. Moreover, there has been a prevalent practice of reallocating funds from the social justice department to sustain other schemes. However, mostly it is done after December. But if within two months of the budget being announced, a substantial amount meant for the development of the marginalised is reallocated, it is a matter of serious concern. The expenditure on social infrastructure, like health, education, housing, and civic utilities, has to be balanced with that of investment in the social justice department. And for this to happen, the ruling Mahayuti coalition must behave like a coalition, not as a collection of fragments. The writer is a professor at the University of Mumbai
