Deputy PM meets UK defence secretary; bilateral pacts signed
QNA London Deputy Prime Minister and Minister of State for Defence Affairs HE Sheikh Saoud bin Abdulrahman bin Hassan Al Thani met with UK Secretary of State for Defence, John Healey, during his official visit to the United Kingdom, accompanied by a delegation. During the meeting, the two sides discussed issues of joint interest and ways to enhance them, in addition to the latest regional and international developments. As part of the visit, an MoU was signed with the Royal Military Academy of Sandhurst. The MoU was signed by Ambassador of the State of Qatar to the UK HE Sheikh Abdullah bin Mohammed bin Saud Al Thani, and Commandant of the Royal Military Academy Sandhurst Major General Nick Cowley. An agreement was also signed to extend the joint Qatari-UK No 12 Squadron. It was signed by Commander of Qatar Amiri Air Force HE Maj Gen (Pilot) Mohammed bin Abdullah Al Dosari, and Chief of the Air Staff of the UK Royal Air Force Air Chief Marshal Sir Richard Knighton. To mark the occasion, the UK Secretary of State for Defence hosted a luncheon in honour of the Deputy Prime Minister and Minister of State for Defence Affairs. The meeting and luncheon were also attended by Ambassador Sheikh Abdullah and a number of senior military officers from both sides.

Cabinet approves decision on employment system for state lawyers
DOHA: Deputy Prime Minister and Minister of State for Defense Affairs HE Sheikh Saoud bin Abdulrahman bin Hassan Al Thani has chaired the Cabinet's regular meeting at the Amiri Diwan. Following the meeting, Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali Al Mohannadi stated the following: The Cabinet considered the topics on its agenda, where it was informed of the Shura Council's approval of a draft law on combating doping in sports. The draft law aims to establish a comprehensive legislative framework to combat doping in sports in the State of Qatar, in accordance with the provisions of the International Convention Against Doping in Sports. The Cabinet gave - in principle - approval to a draft law amending certain provisions of Law No. 23 of 2006 on the Legal Practice Law, and to present a draft on the 'Sharek'platform for a period of seven days to express any views and observations regarding it. The preparation of a draft law by the Ministry of Justice comes as a first step within an integrated plan that the ministry is working on, in coordination with the relevant authorities, to comprehensively update the legal organization of the legal profession, and within the framework of the ministry's strategy aimed at raising the efficiency of legal work in the country and contributing to strengthening the legal and practical capabilities of all components of the justice system in the country, in addition to harmonizing the provisions of the law with the provisions of Amiri Decree No. 3 of 2025 on the organizational structure of the Ministry of Justice in a manner that meets the requirements of state litigation lawyers to enable them to carry out their duties in representing ministries and other government agencies, public bodies and institutions before judicial authorities at home and abroad. The Cabinet also approved the draft Cabinet decision amending some provisions of Decision No. 12 of 2024 on the Establishment of a Permanent Committee for Managing Visitor Entry to the State of Qatar (Hayya Platform). The draft decision, prepared by the Ministry of Interior, aims to expand the committee's mandate, with the goal of attracting targeted groups with distinguished residencies and facilitating their entry and residence procedures in the country. These groups include investors, property owners, entrepreneurs, and individuals with talents in the fields of technology, science, creativity, sports, culture, and the arts. The Cabinet approved the draft Cabinet decision on the employment system for state lawyers. The draft resolution, which was prepared by the Ministry of Justice, comes within the framework of redefining the procedures for appointing state lawyers and organizing their employment affairs in a manner that is consistent with the tasks assigned to them in light of the competencies stipulated by Amiri Decision No. 3 of 2025 on the organizational structure of the Ministry of Justice. The Cabinet also approved the draft Cabinet decision on procedures for initiating lawsuits related to government agencies. The draft resolution, prepared by the Ministry of Justice, comes within the framework of the national initiative to develop justice systems aimed at achieving prompt justice. It aims to regulate the procedures for managing lawsuits filed by or against government agencies, establish appropriate legal foundations for activating reconciliation and settlement initiatives, and create an effective and appropriate legal framework for utilizing the services of law firms in accordance with the latest methods. The Cabinet approved a draft agreement between the governments of the State of Qatar and the Italian Republic on security cooperation in the field of securing the 2026 Winter Olympic Games, a draft agreement between the governments of the State of Qatar and the Republic of Benin on regulating the employment of workers from the Republic of Benin in the State of Qatar, in addition to a draft cooperation agreement between the two governments in the field of higher education and scientific research, as well as a draft memorandum of understanding on mutual recognition of seafarerscertificates between governments of the State of Qatar and the Republic of Benin. The Cabinet also approved the draft core contribution agreement to support the core budget of the Office of the United Nations High Commissioner for Human Rights for the years 2025-2026 between the Qatar Fund For Development (QFFD) and the Office of the United Nations High Commissioner for Human Rights, the draft core contribution agreement between QFFD and the World Health Organization (WHO) for the years 2025-2026, and the draft letter of intent between the government of the State of Qatar and the WHO regarding the Qatar cooperation strategy 2024-2030. The Cabinet wrapped up its meeting by reviewing the results of the work of the National Committee to Combat Human Trafficking for 2024, and a report on the results of the participation of the State of Qatar's delegation, headed by Minister of Commerce and Industry, in the Qatari-Russian Business Forum.

Cabinet approves draft legislation on traffic law
QNA Doha The Cabinet has approved a draft legislation issuing the traffic law and referred it to the Shura Council. The Cabinet, chaired by Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, took the decision on Wednesday. The preparation of the draft legislation is part of the Ministry of Interior's strategy, which includes among its objectives the regulation and development of traffic movement, as well as enhancing traffic security and safety. The draft legislation also takes into account developments in the nation's infrastructure, road usage, automotive technology, and the strengthening of mechanisms and methods for detecting traffic violations in a way that serves the public interest. At the outset of the meeting, the Cabinet hailed the National Data and Statistics Strategy that was launched under the sponsorship of Prime Minister and Minister of Foreign Affairs and the President of the National Planning Council (NPC) HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani. Inaugurated by Deputy Prime Minister and Minister of State for Defense Affairs, and Vice President of NPC HE Sheikh Saoud bin Abdulrahman bin Hassan Al Thani, the strategy is based on a three-pronged approach, mainly: achieving the highest level of data and statistical reliability through the National Statistics Center, building an integrated and interconnected national data system, and utilizing data technology, big data, and artificial intelligence in operations. In addition, the Cabinet approved its draft decision amending some provisions of Decision No. 4 of 2020, to establish the Permanent Committee for Addiction Treatment Affairs. The draft decision aims to reorganize the committee in alignment with the administrative updates in the country, bolstering its effectiveness and enabling it to better achieve its objectives. The Cabinet decided to approve the draft of the Core Contribution Agreement for Unrestricted Financial Resources (2025–2026) between the Qatar Fund for Development and the United Nations High Commissioner for Refugees (UNHCR), and the draft memoranda of understanding on cooperation and exchange of news between Qatar News Agency (QNA), Tunis Afrique Presse (TAP), Vietnam News Agency (VNA), and Guinea-Bissau News Agency (ANG). The Cabinet wrapped up its meeting by reviewing the annual report of the Standing Committee for Rescue, Relief, and Humanitarian Aid in Afflicted Areas in brotherly and friendly countries, and the report on the outcomes of the participation of the State of Qatar's delegation, chaired by HE the Minister of Commerce and Industry, in the opening ceremony of the State of Qatar's pavilion at the international Expo 2025 Osaka.

Qatar's Cabinet approves Ras Abu Fontas power, water production plant
Doha, Qatar: Deputy Prime Minister and Minister of State for Defense Affairs HE Sheikh Saoud bin Abdulrahman bin Hassan Al Thani chaired the Cabinet's regular meeting held on Wednesday morning at the Amiri Diwan. After the meeting, Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali Al Mohannadi stated the following: At the outset of the meeting, the Cabinet commended the outcomes of the official visit of the Amir HH Sheikh Tamim bin Hamad Al-Thani to the friendly Russian Federation on April 17. The Cabinet affirmed that the fruitful talks session held between His Highness and President HE Vladimir Putin and the friendly and positive atmosphere that prevailed, embodied the trust, mutual respect, and shared will to develop economic cooperation and strengthen the partnership between the two countries in various fields, particularly in light of the agreements and memoranda of understanding concluded during the visit. The Cabinet highlighted that the visit opened new and promising horizons for the peoples of the two friendly countries and for joint efforts to achieve regional security, stability, and global peace. The Cabinet also hailed the outcomes of HH the Amir Sheikh Tamim bin Hamad Al-Thani's talks session with President of the Republic of Lebanon HE General Joseph Aoun during his official visit to the State of Qatar on April 15-16, and the content of the joint statement issued at its conclusion, which affirmed the depth of the fraternal and historical relations between the two countries, and the shared keenness to strengthen and develop them, in a way that meets the aspirations and interests of the two brotherly peoples, and supports efforts for stability and development in the region. Afterwards, the Cabinet considered the topics on its agenda and took note of the Shura Council's approval of a draft law regulating meteorological activities and services. The draft law aims to regulate activities related to the provision of the meteorological services and enhance the role of the private sector in this field. The Cabinet approved a number of draft decrees related to the Ras Abu Fontas (Facility E) power and water production plant project. This project, undertaken by the Qatar General Electricity and Water Corporation, represents a strategic step towards enhancing energy and water resources in the State of Qatar within the framework of Qatar National Vision 2030 and the objectives of the Third National Development Strategy 2024-2030, which aims to support social and economic development, provide safe and sustainable energy and water sources, and support projects based on public-private partnerships. The Cabinet also approved a draft decision of the Minister of Commerce and Industry to adopt a national technical regulation as a Qatari technical regulation. This draft decision was prepared by the Ministry of Commerce and Industry with the aim of facilitating trade exchange, improving the quality and safety of food and agricultural goods and products, and keeping pace with the modern developments in the field of standard specifications. The Cabinet decided to approve a draft agreement for cooperation in the field of agriculture between the government of the State of Qatar and the government of the People's Democratic Republic of Algeria, a draft memorandum of understanding on cooperation in the maritime field between the government of the State of Qatar and the government of the Republic of Cyprus, and a draft executive program in the fields of sports and youth between the government of the State of Qatar and the government of Hungary for the years 2025-2026.
