Cabinet approves draft legislation on traffic law

The Cabinet has approved a draft legislation issuing the traffic law and referred it to the Shura Council.
The Cabinet, chaired by Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, took the decision on Wednesday.
The preparation of the draft legislation is part of the Ministry of Interior's strategy, which includes among its objectives the regulation and development of traffic movement, as well as enhancing traffic security and safety.
The draft legislation also takes into account developments in the nation's infrastructure, road usage, automotive technology, and the strengthening of mechanisms and methods for detecting traffic violations in a way that serves the public interest.
At the outset of the meeting, the Cabinet hailed the National Data and Statistics Strategy that was launched under the sponsorship of Prime Minister and Minister of Foreign Affairs and the President of the National Planning Council (NPC) HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani.
Inaugurated by Deputy Prime Minister and Minister of State for Defense Affairs, and Vice President of NPC HE Sheikh Saoud bin Abdulrahman bin Hassan Al Thani, the strategy is based on a three-pronged approach, mainly: achieving the highest level of data and statistical reliability through the National Statistics Center, building an integrated and interconnected national data system, and utilizing data technology, big data, and artificial intelligence in operations.
In addition, the Cabinet approved its draft decision amending some provisions of Decision No. 4 of 2020, to establish the Permanent Committee for Addiction Treatment Affairs.
The draft decision aims to reorganize the committee in alignment with the administrative updates in the country, bolstering its effectiveness and enabling it to better achieve its objectives.
The Cabinet decided to approve the draft of the Core Contribution Agreement for Unrestricted Financial Resources (2025–2026) between the Qatar Fund for Development and the United Nations High Commissioner for Refugees (UNHCR), and the draft memoranda of understanding on cooperation and exchange of news between Qatar News Agency (QNA), Tunis Afrique Presse (TAP), Vietnam News Agency (VNA), and Guinea-Bissau News Agency (ANG).
The Cabinet wrapped up its meeting by reviewing the annual report of the Standing Committee for Rescue, Relief, and Humanitarian Aid in Afflicted Areas in brotherly and friendly countries, and the report on the outcomes of the participation of the State of Qatar's delegation, chaired by HE the Minister of Commerce and Industry, in the opening ceremony of the State of Qatar's pavilion at the international Expo 2025 Osaka.

PM, UN chief discuss joint efforts to deliver humanitarian aid to Gaza
New York Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani on Tuesday met with Secretary-General of the United Nations Antonio Guterres, on the sidelines of the International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution, held in New York. During the meeting, they discussed cooperation between the State of Qatar and the United Nations, developments in the Gaza Strip and the occupied Palestinian territories, joint efforts to deliver humanitarian aid to the people of Gaza, ways to advance international efforts for a peaceful resolution of the Palestinian issue and the implementation of the two-state solution, in addition to a number of regional and international issues of common concern. The PM reaffirmed the State of Qatar's firm position in supporting the Palestinian cause until the brotherly Palestinian people regain all their legitimate rights.

PM reaffirms Qatar's support for two-state solution to achieve comprehensive peace
QNA New York Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani on Monday participated in the plenary session of the High-Level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution, held in the United Nations General Assembly Hall in New York. In Qatar's statement to the plenary session, the PM said that the conference is being held at a critical moment for the region amid a horrific war waged by Israel on the Gaza Strip for two years and a worsening humanitarian tragedy affecting more than two million people, most of whom are women and children. 'In one of the most brutal and heartbreaking moments of this tragedy, we witnessed scenes that are a disgrace to all of humanity — hungry civilians, who are exhausted by the blockade, and who get killed while standing in line waiting for a loaf of bread, a bag of flour, or a meal to feed their children,' the PM noted. He wondered, 'What future can be built on the bodies of the starving? And what peace can emerge in the midst of such hunger, humiliation, and killing?' Sheikh Mohammed explained that, in the face of this catastrophic situation, the State of Qatar has not hesitated to exert all its diplomatic efforts to stop the bloodshed of innocents, alleviate their suffering, and release prisoners and detainees. He said that the State of Qatar, based on its firm position, condemns all forms of targeting of civilians. It categorically rejects double standards. 'A human being is a human being, and a child is a child. None of us has the right to discriminate between innocents and their right to life on political or other grounds. The situation has reached the point of normalizing the use of starvation and targeting hospitals as a method of war, setting precedents that we cannot accept, otherwise it will become a normal practice in every conflict from now on,' the PM said. Sheikh Mohammed reiterated the State of Qatar's categorical rejection of the use of food as a tool of pressure or a weapon in conflicts, and its condemnation in the strongest terms of the blockade and forced displacement policies practiced against innocent civilians, as well as the repeated targeting of hospitals, displacement centers, and vital facilities, in flagrant violation of international humanitarian law. The PM noted that the mediation efforts undertaken by the State of Qatar, in partnership with the Arab Republic of Egypt and the United States of America, have yielded tangible results, represented by the entry of large quantities of aid and the release of hundreds of prisoners and detainees on both sides. Sheikh Mohammed affirmed that, despite reoccurring obstacles and attempts to undermine the humanitarian track, efforts are ongoing to reach an immediate ceasefire, setting the stage to ending the crisis and launching recovery and reconstruction efforts. He stressed that this requires all parties to act responsibly and support mediation efforts. The Prime Minister and Minister of Foreign Affairsnoted that the war against the Palestinian people in the Gaza Strip has not only caused unprecedented suffering for innocent civilians but has also undermined the credibility of international law and the universal values upon which the international community's institutions were founded after World War II. The PM added that it has also become clear that policies of force have failed and will continue to fail in eliminating the Palestinian cause. 'All they have achieved is to worsen the situation with more tragedy, bitterness, a sense of injustice, and horrific scenes of death and destruction that will remain etched in the memory of people around the world,' the PM continued. The horrors of this war and its political failure prove that there is no alternative to a just and comprehensive settlement of the Palestinian cause, he said, adding that the key lies in acknowledging the historical injustice suffered by the Palestinian people and applying long-overdue justice, delayed for nearly eighty years. 'The State of Qatar, based on its unwavering support for peace, affirms its full support for the objectives of this conference and its keenness to play an active role in ensuring its success and enhancing the chances of a peaceful solution in the Middle East,' he said, noting that the State of Qatar co-chaired the conference's third working group, which is concerned with the topic of 'Narratives of Peace.' The PM explained that this team addressed important topics and concluded with priority principles and proposals that contribute to the success of the conference's overall objective. In order to create a conducive environment for achieving sustainable peace, there is a need to promote positive narratives that support peace between the two sides, based on rejecting violence, renouncing inflammatory rhetoric, and confronting attempts to dehumanize the other side, he added. The PM reaffirmed the State of Qatar's steadfast position in support of a peaceful resolution to the Palestinian cause, in accordance with international law, UN resolutions, and the two-state solution, being the only viable option to end the conflict and achieve a comprehensive and just peace. He added that from this standpoint, Qatar calls for a clear and unified international stance that opposes all practices that obstruct negotiations and the chances of achieving a just and lasting peace. In this context, the PM welcomed the recognition of the State of Palestine within the borders of June 4, 1967, encompassing the West Bank and Gaza Strip by several countries, describing such recognition as a crucial step toward achieving both regional and international peace and stability. He also reiterated the State of Qatar's welcome of the French Republic's commitment to recognize the State of Palestine this coming September. The PM considered that the convening of this conference represents a collective international will to move from words to actions, and to genuinely contribute to advancing the peaceful resolution of the Palestinian Cause in all its dimensions. He pointed out that the international community bears a key responsibility in creating the right conditions for a durable and just resolution, including restoring the relevance of international legitimacy following this devastating war, and providing the necessary political, economic, and humanitarian support. The PM expressed the State of Qatar's hope that this conference will mark a turning point, leading to tangible commitments that go beyond declarations and stances, and paving the way for concrete steps toward the implementation of the two-state solution, which would guarantee a just, comprehensive, and lasting resolution to the conflict as well as contributing to peace, security, and stability throughout the region. At the beginning of his statement, the PM expressed sincere appreciation to President of the French Republic Emmanuel Macron and HRH Crown Prince and Prime Minister of the Kingdom of Saudi Arabia Prince Mohammed bin Salman bin Abdulaziz Al Saud, for their initiative in organising this historic conference under the auspices of the United Nations, addressing one of the oldest unresolved peace and security issues and one of the last vestiges of colonial injustice still on the international agenda.

UK to recognise Palestine in September unless Israel takes ‘steps' over Gaza, says Starmer
PA Media/dpa London The United Kingdom will recognize the state of Palestine in September unless Israel takes 'substantive steps' to end the 'appalling situation in Gaza,' British Prime Minister Keir Starmer has said. The prime minister recalled his senior team of ministers from their recess to discuss the situation in Gaza, where the population is facing a mounting famine, according to warnings from the United Nations. A readout of the Cabinet meeting issued by Downing Street said Starmer told ministers 'now was the right time to move this position' on the two-state solution. The read out continued: 'He said that because of the increasingly intolerable situation in Gaza and the diminishing prospect of a peace process towards a two-state solution, now was the right time to move this position forward.' He said that the UK will recognise the state of Palestine in September, before UNGA [UN General Assembly], unless the Israeli government takes substantive steps to end the appalling situation in Gaza, reaches a ceasefire, makes clear there will be no annexation in the West Bank, and commits to a long-term peace process that delivers a two-state solution. It comes after the prime minister had been under increasing pressure to recognize Palestine amid the warnings of starvation in Gaza. Speaking from Downing Street's state dining room, Starmer then told reporters that the government will 'make an assessment in September on how far the parties have met these steps.' The UK will keep working with its allies to 'end the suffering, get aid flooding into Gaza and deliver a more stable future for the Middle East,' Starmer said, adding: 'Because I know that is what the British people desperately want to see.' In a hardening of his language about the crisis in Gaza, the prime minister has claimed the British public is 'revolted' by scenes of starvation in the territory. The UK and its allies need to see 'at least 500 trucks entering Gaza every day' to deliver aid, Starmer added.
