New Guide Launched on How to Do Business with 'Ardal' Councils
A new guide designed to help suppliers and contractors understand how to do business with the Ardal Councils has been launched. This guide aims to help organisations understand how the Ardal Councils – Cardiff, Torfaen, Monmouthshire, and the Vale of Glamorgan – buy goods, services and works. It also sets out how potential suppliers can increase their chances of finding out about opportunities and bidding for work. Ardal is the new name for the procurement service run by Cardiff Council, which delivers the council's collaborative partnership with Monmouthshire, Torfaen and the Vale of Glamorgan. The guide outlines the procurement processes, legal frameworks, and opportunities available to organisations looking to supply goods, services, or works to local authorities. It provides clear instructions on how to register for opportunities via platforms like Sell2Wales and Proactis and explains the four procurement routes adopted by all Ardal Councils. The guide also details the selection criteria, tendering procedures, the tendering Do's and Don'ts and evaluation methods used by Ardal Councils, ensuring transparency and fairness. The guide promotes socially responsible procurement, encouraging suppliers to align with Ardal's values around community wellbeing, carbon reduction, ethical employment, and commitment to paying the Real Living Wage. It supports SMEs, third-sector organisations, and consortia in accessing public contracts, and offers practical advice on submitting competitive bids. Cabinet Member for Finance, Modernisation and Performance, Cllr Chris Weaver, said: 'This new guide has been developed to make our procurement processes more accessible, transparent, and inclusive. By clearly outlining how to do business with the Ardal Councils, we're opening the door to more local businesses, social enterprises, and SMEs—helping them compete fairly and contribute to our shared goals of community wellbeing, sustainability, and ethical employment. Cwmcarn Forest Drive set for major upgrade with new plans
Natural Resources Wales (NRW) and Caerphilly County Borough Council (CCBC) are seeking proposals to boost the area's recreational appeal. The popular spot currently boasts a picturesque drive, a visitor centre, lodges, play areas and camping facilities. The new plans, part of a collaboration announced in July 2024, intend to bring in a commercial developer to operate, fund, and construct more recreational facilities on the site. Steve Morgan, head of South East Wales Operations for NRW, said: "This is a really exciting opportunity for us to collaborate with CCBC and the private sector, to help build on and enhance the existing recreational features and shape the next chapter of Cwmcarn Forest Drive. "We know how important and well-loved Cwmcarn is to visitors and the local community, who have been fundamental in helping to shape the drive into what we see today." Global real estate advisor Avison Young has been tasked with marketing the opportunity and is now seeking proposals from interested parties. These proposals will need to be submitted via the Sell2Wales portal by midday on August 29. Applicants should demonstrate how their ideas will benefit the community and environment in the long term. Councillor Jamie Pritchard, deputy leader of CCBC, said: "This site offers a unique and exciting opportunity to create a landmark visitor destination for South Wales that will also attract people from across the UK. "With tourism in the region already generating over £134 million annually, this site is perfectly positioned for growth "We want to continue to transform Cwmcarn into a premier recreational hub, enhancing its appeal while driving further economic benefits for the area." The collaboration builds on CCBC's 2022 proposals which formed part of their UK Government 'Levelling Up' fund application.

First music event is revealed at new Queen's Market in Rhyl
MonkeyWrench, a Foo Fighters tribute act based in Oswestry and Chester, will perform at the venue's events space on Saturday, October 25, along with a support act (7.30-11.15pm). This market, which has cost approximately £12.6million and is based by Rhyl's promenade, comprises 16 individual food and retail units, a double-sided bar, and a large events area. It is expected to welcome the public for the first time later this summer, though an opening date has yet to be confirmed. The MonkeyWrench gig has been organised jointly by market operator Midlands Events (Rhyl) Ltd, as well as Blood & Lipstick and We Rhyl Rock You. Queen's Market, Rhyl (Image: DCC) Tickets cost £8 in advance or £10 on the door, and will be available soon. A spokesperson for We Rhyl Rock You said: 'Further ticket details and links to tickets will be announced as soon as they have been finalised. 'More events will be announced as and when by ourselves, as well as Midland Events and any other promoters who happen to use the venue, and I do believe that the opening weekend will have entertainment every day. 'I hope the venue and events held there get the support from locals in particular. The more they are supported, the bigger the events will become. 'We are in talks with a few different artists and promoters about future events.' The Queen's Market's opening has been delayed by multiple companies and the council failing to reach an agreement regarding becoming the site's operator. The site went out to the open market via Sell2Wales in late 2022, but received no tender submissions. Midlands Events (Rhyl) Ltd was revealed as the venue's operator last month, and is a subsidiary of Telford-based Midlands Events Ltd, who Denbighshire County Council commissioned to assist with practicalities such as helping to secure vendors.
