BHUBANESWAR: Even as the Centre has approved two big-ticket chip plants worth Rs 4,009 crore for Odisha, the state government has upped its game and decided to offer special incentives and additional infrastructure support up to Rs 600 crore for setting up semiconductor parks. As per the recently amended Semiconductor Manufacturing and Fabless Policy, investors intending to set up a semiconductor industrial park in the state through world-class developers will get a subsidy of 25 per cent (pc) of the capital expenditure up to a maximum ceiling of Rs 400 crore. Capital expenditure include core infrastructure, common infrastructure and common facility centres. The park developers will also get land at 25 pc discount over the prevailing rate of Industrial Policy Resolution (IPR). The government has invited companies to establish public-private-partnership (PPP) ventures for common facilities centres with advanced infrastructure for tooling, instrumentation, testing and captive effluent treatment plants, among others. There will be interest subsidy of five per cent per annum on term loans for a period of seven years, up to a maximum limit of Rs 50 crore per annum, reimbursement of 100 pc of net SGST paid, 100 pc exemption of stamp duty on lease/sale agreement of land (for three transactions by the developer with each unit in the park) and 100 pc reimbursement of conversion fee for change of land use, besides incentives on power supply and water supply. The total outflow towards fiscal subsidy for any semiconductor park will be up to Rs 600 crore. Odisha is among the few states that are offering this amount of subsidy in a bid to become a hub of semiconductors. In case of semiconductor fabrication projects and display fabrication projects, the state will provide fiscal support on 30 pc of the project cost. However, for the first three units, the support will be provided on 50 pc of the project cost as defined by the Ministry of Electronics and Information Technology (MeitY).

BHUBANESWAR: In a major push to develop an ecosystem on emerging technologies, the Odisha government has mooted a proposal to set up a Centre of Excellence (CoE) in Semiconductors at the International Institute of Information Technology (IIIT), Bhubaneswar. The initiative, to be supported by the Electronics and Information Technology (E&IT) department, aims at strengthening Odisha's capabilities in semiconductor research, development, manufacturing, and advanced skill-building. The decision was taken after Chief Minister Mohan Charan Majhi directed the department to rope in IIIT, Bhubaneswar for the CoE in view of the growing interest of industries in investing in the semiconductor sector in the state, particularly following the recent strategic push to support the electronics manufacturing ecosystem. Although the semiconductor sector holds immense potential for industrial growth, innovation and creation of high-value jobs, unavailability of skilled and industry-ready professionals continues to pose a significant challenge. 'There is an urgent need for a robust talent pipeline and a strong support ecosystem to ensure Odisha's competitiveness in this critical sector. The institute's existing infrastructure, faculty strength, and technological focus make it a suitable choice to anchor such an ambitious initiative,' said a senior official. The proposed centre will not only provide advanced training and capacity-building opportunities but will also facilitate cutting-edge research and development in semiconductor technologies. The state government will provide necessary financial and administrative support for the establishment of the CoE. The E&IT department has asked the IIIT, Bhubaneswar to submit a detailed proposal outlining the academic framework with focus on advanced training, research and innovation in semiconductor technologies by June 30. In a parallel academic initiative, the institute has also been advised to introduce post-graduate diploma and certificate courses in advanced semiconductor engineering starting from the 2026-27 academic year. 'The CoE is being planned in addition to the state's own initiative - Odisha Chip (O-Chip), which will address the difficulties experienced by the fabless ecosystem, and help set up a state-of-the-art facility for semiconductor designing and manufacturing,' the official said. The state government has already introduced a 'Semiconductor Manufacturing and Fabless Policy' and recently issued operational guidelines for facilitating investments and disbursing capital investment subsidies for projects.

BHUBANESWAR: With Odisha aspiring to be a significant player in the country's semiconductor landscape, the state government has released detailed operational guidelines for facilitating investments and disbursing capital investment subsidies under its 'Semiconductor Manufacturing and Fabless Policy'. The guidelines will cover projects related to compound semiconductors, silicon photonics, sensor fab, and semiconductor assembly, testing, marking and packaging (ATMP) and outsourced semiconductor assembly and test (OSAT) facilities. Sources said, investment proposals for approval under the policy will be accepted till December 31, 2030. All units involved in semiconductor manufacturing and fabless design are eligible for benefits apart from the new units. Projects such as compound semiconductor fabs, silicon photonics, discrete semiconductor fabs for manufacturing high frequency/high power optoelectronics devices are eligible for fiscal support. As per the new guideline, eligibility criteria remain uniform for new and expanding units. If a single application includes both fab and ATMP components, the higher of the two minimum investment thresholds will apply. The policy allows for support to be extended to consortiums or joint ventures, provided at least one group company meets the eligibility conditions. However, a project cannot claim fiscal support for the same incentive under any other state scheme.
