Sarawak DUN wraps up session with six Bills passed, senator reappointed

Sharifah Hasidah moved the motion to adjourn the sitting. – Photo by Roystein Emmor KUCHING (May 28): The first meeting of the fourth session of the 19th Sarawak State Legislative Assembly (DUN), which saw the passing of six bills and the approval of a motion to reappoint a member to the Dewan Negara, was adjourned sine die at 5.13pm today. Deputy Minister in the Premier of Sarawak's Department (Law, MA63 and State-Federal Relations), Datuk Sharifah Hasidah Sayeed Aman Ghazali, moved the motion to adjourn the sitting. On May 20, three bills were passed – starting with the Sarawak Biodiversity Centre (Amendment) Bill 2025, tabled by State Minister for Education, Innovation and Talent Development, Dato Sri Roland Sagah Wee Inn. The Bill aims to strengthen the state's biodiversity governance, ensuring it remains effective, sustainable, and economically viable. It also empowers Sarawak to harness its rich biological resources while promoting the commercialisation of scientific advancements. The Land Code (Amendment) Bill 2025, tabled by State Deputy Premier and Second Minister of Natural Resources and Urban Development, Datuk Amar Awang Tengah Ali Hasan, was also passed on the same day. Awang Tengah said the amendments were essential in strengthening Sarawak's land management and administration, ensuring it remains efficient, adaptable and aligned with the current best practice and standards for governance. Also passed on May 20 was the Local Authorities (Amendment) Bill 2025, tabled by Deputy Premier and State Minister for Public Health, Housing and Local Government, Datuk Amar Dr Sim Kui Hian. The amendment facilitates an increase in the number of councillors in several local authorities across Sarawak, including the Kuching South City Council (MBKS) and Miri City Council (MCC), as well as three municipal councils namely Sibu Municipal Council (SMC), Padawan Municipal Council (MPP), and Kota Samarahan Municipal Council (MPKS). The number of councillors for each of these councils would be increased to 33 from 30, excluding the mayor and deputy mayor for the city councils; and the chairman and deputy chairman for the municipal councils. Deputy Premier Datuk Amar Douglas Uggah Embas tabled the remaining three bills – the Infrastructure Development Trust Fund (Dissolution) Bill 2025, which was passed on May 21, along with the Supplementary Supply (2024) Bill 2025 and Supplementary Supply (2025) Bill 2025, both passed on May 22. The Infrastructure Development Trust Fund (Dissolution) Bill 2025 seeks to dissolve the Infrastructure Development Trust Fund, which has been deemed redundant in view of today's economic landscape. The trust fund, which was set up in 1985, served as a revolving fund consisting of money appropriated from time to time from the State Consolidated Fund into the trust fund for the purpose of building certain basic infrastructure such as roads, water and electricity supplies to any development area. The august House also unanimously passed two Supplementary Supply Bills involving a total of RM391,429,717 for additional expenditures that were not covered in previous allocations. The Supplementary Supply (2024) Bill allocates RM153,769,197 to meet the cost of various services incurred by various ministries and departments for which funds were not provided for or insufficiently provided for in the 2024 estimates. The Supplementary Supply (2025) Bill provides RM237,660,520, including RM100 million required by the Sarawak Premier's Department to cater for rental of air-charter services due to increased activities. On May 22, the DUN also approved a motion to reappoint Senator Datuk Ahmad Ibrahim, 56, as a member of the Dewan Negara for a second term. The motion was proposed by Deputy Premier and Bukit Sari assemblyman, Datuk Amar Awang Tengah Ali Hasan, and seconded by Deputy Premier and Batu Kawah assemblyman, Datuk Amar Dr Sim Kui Hian. Ahmad's current term, which began on July 22, 2022, is set to expire on July 21, 2025. His new appointment will take effect the following day. During the sitting, a total of 320 questions, both written and oral, were submitted by 41 honourable members. Meanwhile, Sharifah Hasidah, in her remarks, emphasised the importance of maintaining the dignity and integrity of the DUN as the highest legislative authority in the state. 'All laws passed in this House must be respected, enforceable, and recognised without doubt. Let there be no question about their legitimacy,' she said. Sharifah also spoke of Sarawak's achievements on local, national, and international fronts. Citing the Post-Covid Development Strategy (PCDS) 2030, she reiterated the state's ambition to become a high-income economy and Asean's energy powerhouse. She praised Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg's leadership, noting Sarawak's increasing recognition as a hub for green energy and hydrogen innovation on the global stage. On the Malaysia Agreement 1963 (MA63), Sharifah reaffirmed Sarawak's unwavering commitment to asserting its constitutional rights. 'We will pursue our rights within the parameters of the law, guided by the Federal Constitution, MA63, the IGC Report, and Sarawak's State Constitution,' she said. Meanwhile, DUN Speaker Tan Sri Datuk Amar Mohamad Asfia Awang Nassar commended the cooperation and decorum demonstrated by assembly members. KUCHING (May 23): No final decision has been made so far regarding the upcoming redelineation of electoral boundaries in the state, said Datuk Sharifah Hasidah Sayeed Aman Ghazali. The Deputy Minister in the Premier of Sarawak's Department (Law, MA63 and State-Federal Relations) said this is because discussions with the federal government on the matter are still ongoing. 'The Sarawak government has consistently championed the call to restore one-third representation for Sarawak and Sabah in the Dewan Rakyat, as outlined in the Malaysia Agreement 1963 and the Inter-Governmental Committee (IGC) Report of 1962. 'I would also like to inform this House that no final decision has been made so far regarding the implementation of the upcoming electoral boundary redelineation,' she said during the question-and-answer session in the State Legislative Assembly (DUN) today. She was responding to a question from Dato Sri Wong Soon Koh (GPS-Bawang Assan) on when the upcoming electoral boundary redelineation will be completed. On a question regarding the additional number of seats in Parliament and the DUN, Sharifah Hasidah said this is also still being discussed. 'Discussions on strengthening Sarawak's representation in the Dewan Rakyat remain active under the framework of the Malaysia Agreement 1963, and the Sarawak government will continue to champion this matter,' she added.

KUCHING (May 21): Nur Dayana Ahmad Johar emerged as champion of the inaugural Datuk Hajah Sharifah Hasidah Cup Women's Individual Pickleball Championship after a dominant 15-3 victory over Wendy Tan Wen Ni in the women's singles final, held last weekend at the Kampung Tunku Community Hall last weekend. On her way to the final, Nur Dayana narrowly edged past Anissha Mohammad Dadi 21-17, while Wendy Tan advanced with a commanding 21-1 win over Zurina Suut. Anissha later clinched third place by defeating Zurina 15-4. The women's doubles final saw the Klarissa-Nazerene duo staged an impressive comeback after dropping the first set 8-11, rallying to defeat Anissha and Daphine with scores of 11-4, 11-8. Deputy Minister in the Sarawak Premier's Department, Datuk Sharifah Hasidah Sayeed Aman Ghazali, who officiated the closing ceremony, highlighted the role of sports as a unifying force and a vital platform for community empowerment, particularly for women. The championship is part of broader efforts to boost women's participation in sports and to further promote pickleball, a fast-growing recreational sport within the Sarawakian community. The Deputy Minister in the Premier of Sarawak's Department (Law, MA63 and State-Federal Relations) declared the state government will always prioritise Sarawak's rights first because it is vital to safeguard Sarawak's autonomy. 'I want to reiterate that our stand and firm position in all our negotiations is always Sarawak first, our rights first,' she told the august House during the question-and-answer session in the State Legislative Assembly (DUN) here today. She was responding to a question from Lidam Assan (GPS-Katibas), who had enquired on the status of Sarawak's MA63 negotiations. Sharifah Hasidah stressed that the Sarawak government remains steadfast in insisting that the federal government must recognise and acknowledge Sarawak's rights as enshrined in the Malaysia Agreement 1963 (MA63), the Inter-Governmental Committee (IGC) Report, the Federal Constitution, the State Constitution, and other relevant state laws. 'All these must be recognised. This is our stand and our position,' she said, adding that Sarawak will not compromise when it comes to matters involving its constitutional entitlements and autonomy. Sharifah Hasidah's remarks come as Sarawak continues to engage with Putrajaya on various outstanding issues related to the implementation of MA63 and the devolution of powers to the state. KUCHING: The Sarawak government has outlined two key demands under the Malaysia Agreement 1963 (MA63) as its top priorities in negotiations with the federal government. Deputy Minister in the Sarawak Premier's Department (Law, MA63 and State-Federal Relations), Datuk Sharifah Hasidah Sayeed Aman Ghazali, said among the current top priorities is the need to expedite discussions on the Special Grant formula under Article 112D of the Federal Constitution. She said Sarawak is also looking into the matter of increasing the number of parliamentary seats of Sarawak in the House of Representatives, to better reflect the spirit and intent of the MA63. 'These issues have been brought up regularly by the Sarawak government through official meetings and negotiation platforms, including the Mesyuarat Majlis Tindakan Pelaksanaan Perjanjian Malaysia 1963. 'The Sarawak government remains committed to ensuring that the rights and entitlements of the State are fully upheld in accordance with the Federal Constitution, MA63 and the Inter-Governmental Committee (IGC) Report,' she said during the question-and-answer session at the Sarawak State Assembly sitting today. Sharifah Hasidah was responding to a question from Lidam Assan (GPS-Katibas) on the current negotiation status of MA63 for Sarawak. Meanwhile, Sharifah Hasidah said the Sarawak government has partially resolved matters in respect of the Financial Review under Article 112D of the Federal Constitution. She said in this regard, as an interim arrangement, the federal government has agreed to increase the amount of the Special Grant for Sarawak from RM300 million to RM600 million for a period of five years. 'Nevertheless, the Sarawak Government strongly urges that negotiations on the Special Grant formula be expedited, in the spirit of partnership and in recognition of Sarawak's constitutional rights under the Federal Constitution and the MA63,' she added.
