SEC issues decision to regulate health activities and professions
His Highness Sheikh Abdullah bin Salem bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Vice Chairman of the Sharjah Executive Council (SEC), chaired the SEC meeting, on Tuesday, held at the Sharjah Ruler's Office. Congratulations on UNESCO World Heritage Listing At the start of the meeting, the SEC extended its congratulations to UAE President His Highness Sheikh Mohamed bin Zayed Al Nahyan, and to His Highness Sheikh Dr Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, as well as to the leadership and people of the United Arab Emirates, on the occasion of Faya being inscribed on the UNESCO World Heritage List. A Testament to Sharjah's Historical Significance The SEC affirmed that this historic achievement reflects Sharjah's rich historical and archaeological value. It also documents humanity's ability to adapt in the region across different eras and periods, and crowns the Emirate's research and scientific efforts to preserve its historical and human heritage. New Housing Support Allocation for Urgent Cases The SEC praised the approval by His Highness the Ruler of Sharjah of a new batch of housing support beneficiaries in the Emirate, designated for urgent cases, with a budget of AED 335 million. This reflects His Highness's commitment to ensuring a dignified life and supporting families in ways that enhance their stability and social cohesion. Review of 2024 Final Accounts Report The SEC reviewed the final accounts report for the year 2024, which outlines the actual financial results, expenditures, and revenues for government and independent departments and entities in the Emirate of Sharjah for the 2024 fiscal year. New Decision on Regulating Health Activities and Professions The SEC issued a decision regarding the regulation of practising health activities and professions in the Emirate of Sharjah. The provisions apply to local health establishments affiliated with the Government of Sharjah and private health facilities in the Emirate and free zones, as well as professionals working in those establishments. The provisions do not apply to federal government health facilities operating in the Emirate. Objectives of the New Regulation The decision aims to achieve the following: Establish an integrated system for health regulation management concerned with the development of health facility licensing services by the Sharjah Health Authority, as well as the licensing of health professionals and the assurance of quality healthcare services. Promote good governance standards by reinforcing the principles of transparency, fairness, and legal accountability in the Emirate's healthcare sector. Lay down the legal foundations for practising health professions to ensure their advancement and the provision of the best healthcare services to individuals. Legal Provisions and Governance Structures The decision also includes legal provisions related to the powers of the Sharjah Health Authority, committees on accountability, medical practice and grievances, as well as regulations for the practice of health activities and professions, conditions and procedures for issuing health facility permits and professional health licences, along with administrative penalties, fees, judicial enforcement, and other legal stipulations.

SCC closes a session with 17 meetings reflecting strong engagement
During this session, 17 general meetings were held, during which the Council discussed a number of laws and public policies. The Council played a key role in enhancing the legislative environment in line with the emirate's aspirations and development goals, in alignment with the vision and guidance of His Highness Sheikh Dr Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah . A total of 10 draft laws were discussed and approved, covering a range of vital sectors. In addition, the Council addressed four key public issues related to various government departments and authorities. These discussions reflected pressing community concerns and included topics such as the Sharjah Ports, Customs and Free Zones Authority, the Sharjah Health Authority, the Department of Economic Development, and the Sharjah International Airport Authority. These topics were thoroughly discussed in the presence of the relevant government entities. During the public issue sessions, members raised 194 direct questions, reflecting their commitment to delving into the details of government policies and closely monitoring how well the concerned authorities are implementing the Council's recommendations . A total of 93 members requested to speak or submitted formal inquiries during the sessions. The meetings saw 205 parliamentary interventions, reflecting active and direct engagement in the discussions. These contributions played a key role in shaping the Council's direction and formulating its final recommendations . As part of its oversight role, the Council addressed two parliamentary questions. The first, raised by member Rashid Abdullah bin Huwaiden, focused on Emiratisation in the private sector. The second, brought forward by member Hamad Abdulwahab Al Qouadi, addressed the promotion of officers within the Sharjah Police and Security Force. These efforts culminated in the issuance of 25 comprehensive recommendations, reflecting the Council's commitment to supporting Sharjah's ongoing development and modernization journey, and to enhancing the quality of life for everyone living in the emirate. On the internal committee front, the Council's various committees, including the Legislative, Legal Affairs, Appeals, Suggestions and Complaints Committee; the Financial, Economic and Industrial Affairs Committee; the Education, Youth, Culture and Media Committee; the Health, Labor and Social Affairs Committee; the Islamic Affairs, Endowments, Municipalities, Security and Public Utilities Committee; the Family Affairs Committee; and the Recommendations Drafting Committee—held a total of 43 intensive meetings. These meetings focused on in-depth and specialized topics. In addition, the committees carried out 41 field visits to various departments and entities across the emirate, both central and decentralized, to gain a deeper, firsthand understanding of services, gather accurate information, and assess on-the-ground realities . In the same context, the Office of the Council, chaired by His Excellency the Council President and composed of the heads of the Council's committees, held four meetings to coordinate the parliamentary and legislative agenda and to guide the overall direction of the Council's parliamentary work. At the close of the session, His Excellency Dr. Abdullah Belhaif Al Nuaimi, Chairman of the Sharjah Consultative Council, expressed his pride in the accomplishments achieved. He emphasized that the Council, throughout this session, reflected a strong model of collaboration between the legislative and executive branches. He stated, 'What has been accomplished is the result of constructive cooperation and active engagement among Council members, committees, and the wider community. This approach is a hallmark of Sharjah under the leadership of His Highness Sheikh Dr. Sultan bin Muhammad Al Qasimi, Member of the UAE Supreme Council and Ruler of Sharjah, whose vision places people at the heart of development .' For his part, His Excellency Ahmed Saeed Al Jarwan, Secretary-General of the Council, affirmed that the success of this parliamentary session was the result of strategic planning and a collaborative effort by the General Secretariat, the committees, and all Council members. He noted that the numbers speak to the scale of work accomplished and highlight the Council's strong institutional spirit in fulfilling its national and local responsibilities. Al Jarwan also emphasized that the General Secretariat will continue providing full support to the Council's work and closely follow up on the implementation of its recommendations, ensuring they align with the vision of the wise leadership and serve the best interests of the Sharjah community .

SCC's Health Committee visits Saudi German Hospital
Committee Delegation and Hospital Welcome The visit was led by Dr. Hind Saleh Al Hajri, the Committee's rapporteur, and included committee members Dr. Ruqaya Al Zaabi, Ahmed Humaidi Al Ketbi, Essa Abdulrahim Al Zarouni, Ali Salem Al Shamsi, and Khalfan Saeed Al Masafri. They were accompanied by Dr. Islam Al Shiwi, Media Expert at the Council, and Sumayya Mohammed Jassim, the Committee Secretary. The delegation was warmly received by hospital officials, including El Gabbani, Hospital Director; Dr. Talal Ali, Medical Director; Dr. Ahmed Saeed, Operations Manager; and Rasha Al Naqbi, Quality Specialist. The hosts provided an in-depth overview of the hospital's services, specialties, and future expansion plans—most notably the establishment of outpatient clinics in Al Suyoh area of Sharjah. Key Focus Areas of the Visit The visit touched on various aspects of healthcare services, including emergency care, specialised medical teams, home healthcare, VIP services, and the hospital's efforts to attract visiting medical consultants. Discussions also explored the hospital's cooperation with the Sharjah Health Authority and the measures taken to ensure patient satisfaction and a comprehensive healthcare environment. Emphasis on Collaboration and Best Practices During the meeting, Dr. Hind Al Hajri emphasised the importance of collaboration between the Council and healthcare entities, particularly private hospitals, in order to promote shared efforts and adopt best practices in healthcare delivery. She highlighted the value of continuous communication with the private medical sector and the exchange of proposals to enhance community health in the Emirate of Sharjah. Discussions on Emiratisation and Training Opportunities Committee members addressed several important topics, including support for Emiratisation in the healthcare sector, increasing the training of Emirati medical professionals, and offering internships in cooperation with universities. They also discussed the potential expansion of services to central regions like Al Batayeh and Mleiha. Hospital's Commitment to Development and Global Partnerships Hospital representatives expressed their appreciation for the Council's visit and reaffirmed the Saudi German Hospital's commitment to advancing healthcare services, expanding specialties, and building connections with international medical institutions—efforts aligned with Sharjah's vision for a strong and inclusive healthcare system. Concluding Tour and Positive Impressions At the end of the visit, the committee toured various departments within the hospital, reviewing its medical capabilities and facilities. They praised the quality of services provided and emphasised the importance of continued collaboration between the public and private healthcare sectors to ensure comprehensive and integrated care across the Emirate.

SCC approves proposals on Health Authority's policies
The Sharjah Consultative Council (SCC) approved its recommendations regarding the Sharjah Health Authority's policies, emphasising the need for continued development across the healthcare sector, comprehensive health coverage, and enhanced medical insurance services. The session also addressed a parliamentary question directed to the police regarding the delay in promotions for agents. The Council urged the expedited issuance of the Sharjah Health Authority's organisational structure to enhance performance efficiency. This move aims to streamline coordination between healthcare entities while ensuring the authority has the necessary independence to fulfil its responsibilities effectively. The recommendations included granting the Health Authority greater flexibility in hiring specialised medical professionals, prioritising UAE nationals to improve healthcare quality. The Council also emphasised the need to develop infrastructure to attract investment and strengthen Sharjah Healthcare City as a leading medical hub. Additionally, it stressed expanding health insurance coverage for all registered citizens, ensuring increased benefits to meet growing healthcare demands. The proposals highlighted the importance of working with Emirates Health Services and other institutions to establish new hospitals and medical facilities, in line with the emirate's growing population. The Council underlined the necessity of implementing stringent procedures to regulate the private healthcare sector, granting the government authority to license healthcare providers, oversee medical facilities, and ensure that services meet global quality standards. In accordance with Amiri Decree No (12) of 2010, which established the Sharjah Health Authority, the Council called for consolidating all government healthcare services under the authority to enhance integration and improve overall efficiency in the emirate's healthcare system. To strengthen emergency and critical care services, the Council recommended bolstering hospital facilities and introducing advanced ambulance services in collaboration with relevant authorities to ensure rapid medical intervention. It also underscored the importance of enhancing autism and addiction treatment centres, reinforcing Sharjah's vision of developing an innovative, integrated healthcare system that meets the highest medical standards. The session, led by Dr Abdullah Belhaif Al Nuaimi, Chairman of the Council, opened with a parliamentary inquiry from Council Member Hamad Abdulwahab Al Qwadi, directed to the Sharjah Police General Command regarding the promotion system for agents in the emirate's police and security forces. Major General Abdullah Mubarak Bin Amer, Commander-in-Chief of Sharjah Police, responded to concerns about the delay in promotions, affirming Sharjah Police's commitment to the directives of Dr Sheikh Sultan Bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah. He highlighted ongoing efforts to enhance the organisational structure, ensuring a fair and transparent promotion system. Since assuming administrative responsibilities, Major General Bin Amer has prioritised improving police effectiveness and strengthening the emirate's security framework. He noted that significant structural changes have been implemented, including a new approach to managing assistant agent promotions. This strategy involves a thorough assessment of the 7,000-member police workforce to ensure equity and transparency in career advancement. Sharjah Police has reviewed all concerns regarding officers and non-commissioned personnel and has presented them to the Ruler of Sharjah. A new framework has been introduced to ensure an equitable promotion process. Additionally, Major General Bin Amer acknowledged challenges related to accommodating police personnel at the Sharjah Police Academy, which remains a key factor in managing promotions effectively. He reiterated that the Sharjah Police General Command operates within a legal framework that guarantees fairness and equality in career opportunities. All decisions are made in line with top-level directives and regulatory frameworks while prioritising public welfare.
