Poverty is no bar to success, former Union minister Shiv Shankar is proof: Dy CM Bhatti
HYDERABAD: Deputy Chief Minister Mallu Bhatti Vikramarka said neither poverty nor backwardness can stop anyone who sets a goal and works sincerely to achieve it, citing former Union minister P Shiv Shankar as the best example. He noted that Shiv Shankar rose to become the No. 2 in the country under former prime minister Indira Gandhi. He was speaking at Ravindra Bharathi on Sunday at a meeting to mark Shiv Shankar's 96th birth anniversary. The event, organised by his son Dr Punjala Vinay Kumar, chairman of the TPCC Samvidhan Bachao Programme Committee, drew ministers, legislators, bureaucrats, activists and admirers. The Congress leadership resolved to install a statue of the former Union minister, who held key portfolios including Law, Petroleum and External Affairs, at a prominent location. Bhatti recalled how Shiv Shankar, engaged in small jobs to support his family, went to Amritsar to pursue a law degree and overcame hardships through education. 'Nothing is impossible,' he said, staying late into the night to deliver his tribute. Almost the entire Cabinet attended, including Irrigation Minister N Uttam Kumar Reddy, Transport Minister Ponnam Prabhakar, IT Minister D Sridhar Babu, Excise Minister Jupally Krishna Rao and Animal Husbandry Minister Vakiti Srihari, apart from TPCC chief B Mahesh Kumar Goud, MLAs Aadi Srinivas and Makkan Singh Raj Thakur, MLC Addanki Dayakar and former governor Bandaru Dattatreya. Many speakers said the recent passage of Bills providing 42% reservations for BCs was a true tribute to Shiv Shankar, who had fought the Congress high command to implement the Mandal Commission report.

BC Samaj pays tributes to jurist Shiv Shankar on birth anniversary
Mahabubnagar: The BC Samaj paid rich tributes to former Union Minister and eminent jurist P Shiv Shankar on his birth anniversary here on Sunday. Recalling his pivotal role in securing reservations for Backward Classes and championing social justice, BC Samaj State secretary M Srinivas Sagar described Shiv Shankar as the 'pillar of social justice' and credited him as the driving force behind the nationwide implementation of BC reservations. 'It was due to his legal acumen that the Mandal Commission report was safeguarded from being struck down in the Supreme Court,' he said. The commemorative event was held at the BC Samaj erstwhile district office, where leaders from various caste associations and BC student unions garlanded Shiv Shankar's portrait. Srinivas Sagar highlighted his key contributions, including the introduction of the Anti-Defection Law, and lauded his rise from a difficult childhood to serving as the Law Minister of India, becoming a role model for BC communities. He also noted Shiv Shankar's humility in declining the post of Andhra Pradesh Chief Minister and praised his legal support to former Prime Minister Indira Gandhi during the Emergency, which helped secure her acquittal in various cases.

Former Union Minister Shiv Shankar remembered on his birth anniversary
Punjala Shiv Shankar was a warrior who worked relentlessly for the upliftment of the Backward Classes (BCs) in the country, said Andhra Pradesh State Kapu Joint Action Committee (JAC) president Chandu Janardhan. Speaking at a meeting organised by Kapu, BC, SC, ST and minority bodies in the State to commemorate the 96th birth anniversary of the late Union Minister Shiv Shankar in Vijayawada on Sunday, Mr. Janardhan paid glowing tributes to the former and recalled how he stood firmly behind the Kapu movement led by Vangaveeti Mohan Ranga, offering his full support. Former Minister and TDP MLA Kanna Lakshminarayana said that the reason he became an MLA was because of Shiv Shankar. In 1989, he recalled, when his B-Form (party ticket) was changed, it was Shiv Shankar who personally ensured that Rajiv Gandhi directly handed him the B-Form again. 'Shiv Shankar had an eye for identifying and encouraging activists at the national level leadership,' he said. JSP MLA Mandali Budha Prasad said Shiv Shankar came from a modest background, but rose to great heights in his career due to hard work and dedication. He initially practiced law after earning his law degree from Osmania University and was appointed as a judge at the Andhra Pradesh High Court around 1974-75. However, he resigned within a year to return to legal practice, becoming one of the few judges to do so. Soon after, he was appointed Union Law Minister in Indira Gandhi's cabinet (1980–82), and later took on roles such as Minister of Petroleum and Energy. Vijayawada Central MLA Bonda Uma recalled his frequent visits to Shiv Shankar's office and residence, along with Vangaveeti Ranga. Andhra Pradesh Congress vice-president and BC leader Kolanukonda Shivaji, who presided over the meeting, said Shiv Shankar was a multi-faceted leader who utilised his talent, wisdom and diligence as a lawyer, a judge and a Union Minister to work for the upliftment of the BCs. BC community leader G. Gurunatham, Kapunadu president Galla Subramanyam and Radha Ranga Mithra Mandali president Chennupati Srinivas also participated and paid tributes to the late leader.

Risc Zero's 'Boundless' Incentivized Testnet Goes Live
Boundless, the decentralized zero-knowledge (ZK) compute marketplace powered by RISC Zero, has launched its incentivized testnet (which it is calling 'Mainnet Beta') on Base, Coinbase's Ethereum layer-2 network. With Boundless' incentivized testnet, developers can build and test applications in an environment as if the protocol is in fully live format. The network has already landed early support from industry heavyweights like the Ethereum Foundation, Wormhole and EigenLayer. A decentralized marketplace for zero-knowledge compute connects those who need zero-knowledge proofs — such as developers building rollups, bridges, or privacy-preserving applications — with a distributed network of independent 'ZK provers or miners' who generate and verify those proofs. Instead of relying on centralized parties, this model allows anyone with the right hardware to contribute computing power and be rewarded for doing that cryptographic work. Zero-knowledge (ZK) technology allows parties to prove that a transaction is valid without revealing sensitive details like identities or amounts. ZK proofs are widely seen as crucial to the next generation of privacy and scaling focused blockchain projects. The network relies on a Proof of Verifiable Work (PoVW) consensus mechanism. 'PoVW is an open proving market where ZK miners, like institutions and individuals with high-performance GPUs, are rewarded for successfully verifying proofs," the team wrote in a press release shared with CoinDesk. 'Unlike traditional Proof of Work, miners get rewarded for verification within a ZK Virtual Machine, ensuring efficiency, fairness, and security.' In addition, those who will participate in the incentivized testnet will be able to earn early allocations of the network's forthcoming token, $ZKC, with an airdrop event planned for later this year. Rewards are distributed based on the volume, speed, and complexity of proofs generated. The team also shared that the network's real mainnet is planned for the third quarter of 2025, with the token going live then too. 'Boundless makes blockchains more scalable by allowing secure, cross-chain computing without repeating the same tasks. This boosts efficiency, strengthens security, and lets developers and miners join in across different ecosystems,' said Shiv Shankar, the CEO of Boundless, in the press release. Man gets rigorous life term for killing three minors over old enmity
Prayagraj: The Kaushambi sessions court on Wednesday awarded rigorous life term to a 30-year-old man, who had allegedly killed three minor girls by mixing poison in their toffee over an old enmity with their family in 2023. As per police, the conviction comes as part of the 'Operation Conviction' launched by the DGP against serious offences in the state. Under the drive, the additional director general, Prayagraj zone and IG, Zone, Prayagraj are continuously monitoring such matters to ensure conviction of accused persons. Police said the incident took place in Saurai Buzurg village, under the Kada Dham police station area, on Aug 17, 2023. One Rajkumar Prajapati informed the police that his 8-year-old daughter Varsha was sleeping on the terrace when Shiv Shankar threw poisoned candies on her bed. The next morning, Varsha picked them up and, along with her cousins Sadhna (7), Shalini (6), and Aarushi (4), consumed them. After consuming the candies, all the children fell ill and were taken to the district hospital, from where they were referred to Prayagraj. Sadhna, Shalini and Varsha Rani passed away while Aarushi survived. A case under section 302 (murder) of IPC was registered against Shiv Shankar based on the complaint of Rajkumar. After prompt investigation, a charge sheet was submitted, and the court took cognizance and criminal trial commenced accordingly. After recording testimony of witnesses both from prosecution and defence side, and cross- examination, the additional sessions judge– 3, Kaushambi found Shiv Shankar guilty of killing the three girls. According to a release issued by Kaushambi SP Rajesh Kumar, it was also a part of the drive launched by the district police to ensure conviction in the criminal cases relating to women and child.
