Dibrugarh: Jorhat police on Tuesday launched a comprehensive inspection and verification drive at hotels, homestays, and other lodging establishments in Jorhat town to ensure strict adherence to the Sarais Act, 1867, and CCTV guidelines under the Assam Public Safety (Measures) Enforcement Act, 2023. The drive focused on verifying whether hotels and homestays have installed CCTV cameras at all entry and exit points, and common areas, as mandated by the 2023 Act. The law requires establishments to store video footage for a specified period and make it available to authorities upon request to enhance public safety and security. During the inspection, police teams checked registration records, visitor logs, and CCTV functionality. Establishments found violating the norms were issued warnings and given a deadline to rectify discrepancies. Repeat offenders could face penalties, including fines or temporary closure. "The Assam Public Safety Act is designed to safeguard both guests and hotel operators. CCTV surveillance is not just a legal requirement but a critical tool in preventing crime and ensuring accountability. We urge all proprietors to strictly follow these guidelines," Jorhat SSP Shwetank Mishra said. The Sarais Act, 1867, regulates the operation of inns and lodging houses, ensuring proper record-keeping and guest verification. The Assam Public Safety (Measures) Enforcement Act, 2023, expands on these provisions by introducing mandatory CCTV surveillance in high-risk public spaces, including hotels, shopping complexes, and educational institutions. The police department plans to conduct regular follow-up inspections to ensure sustained compliance with the safety regulations. Officials said establishments failing to meet the requirements within the specified time-frame may face legal consequences under the respective Acts.

1 2 3 Dibrugarh: Jorhat police have registered 278 cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act and arrested 478 people over the past eight years, according to official records released on Friday. The data revealed a steady rise in enforcement measures since 2017, highlighting the intensifying battle against drug trafficking in the strategically located Jorhat district. With its 128.5-km border with Nagaland — neighbouring Myanmar, a key player in the infamous "Golden Triangle" known for drug production — the district remains a crucial front in the fight against illicit substances. Statistics show a surge in enforcement efforts over the years. From just four NDPS cases and six arrests in 2017, the numbers soared to 71 cases and 104 arrests in 2024 — an 18-fold increase in case registrations and a 17-fold rise in arrests. The first four months of 2025 have already seen 26 cases registered and 35 arrests, setting the stage for another record-breaking year if the trend continues. Jorhat SP Shwetank Mishra reaffirmed the department's zero-tolerance policy towards drug trafficking. "Jorhat police will continue and intensify its crackdown on drug trafficking. We are enhancing surveillance along border areas and leveraging intelligence to dismantle supply chains," he said. To encourage public participation, the police have set up dedicated phone lines —6026900675 and 6026900679 — allowing residents to report drug-related activities with full confidentiality. "We cannot win this battle without public support. Sometimes citizens hesitate to come forward fearing repercussions. But I want to assure everyone that we have established protocols to protect informants while acting decisively on credible intelligence," the SP said. Security experts point to Jorhat's geographic vulnerability as a major challenge in combatting drug trafficking. The district's border with Nagaland provides multiple access points for traffickers, further exacerbated by Myanmar's proximity within the Golden Triangle — a notorious hub for opium and methamphetamine production. Rupak Bhattacharjee, a security analyst specialising in northeast India, highlighted the significance of the rising numbers. "These figures tell a story of both challenge and commitment. The increasing cases reflect intensified operations and the growing reality of drug trafficking attempts in the region. Border districts are often the first line of defence against international drug networks," he said.
