Two-day national moot court competition at Chanakya varsity
Chanakya University hosted a two-day National Moot Court Competition, drawing participation from 24 premier institutions nationwide, on Saturday. B.M. Shyam Prasad, Justice, High Court of Karnataka, was the chief guest. He appreciated the university's motto and emphasised moot courts as vital pedagogical tools. M.K. Sridhar, Chancellor of the university, highlighted the role of multidisciplinary education in shaping legal minds. Pro-Vice Chancellor H.S. Subramanya and Chetan B. Singai, Dean, School of Law, Governance and Public Policy, also addressed the gathering.

Andhra Pradesh government plans to spend ₹16 crore for the improvement of minor irrigation facilities in Parvatipuram-Manyam district, says Collector
The government has planned to spend around ₹16 crore for the improvement of minor irrigation facilities and maintenance of tanks in the district ahead of the kharif season, Parvatipuram-Manyam District Collector A. Shyam Prasad said, adding that maintenance works are taken up to strengthen the ayacut of 120 tanks and 112 check dams in the district. Speaking to The Hindu here on Sunday, he said that the initiative would benefit farmers as a majority of areas in the district come under rain-fed zone. Reccently, Mr. Shyam Prasad laid the foundation stone for a feeder channel to ponds at Konkadi Varam village of Garugubilli mandal on a request from the farmers. 'The proper maintenance of tanks and creation of proper feeder channels would improve agriculture activity. The water needs of humans and cattle can also be met. We directed the Irrigation Department officials to complete all the works by June second week so that the water can be stored in the rainy season,' he added. Mr. Shyam Prasad said that the district administration had given priority to the development of coconut groves in the district with the support of self-help groups. He said that the coconut trees would be planted near water bodies under MGNREGA. 'Coconut plantation will ensure additional income for the farmers. They will reap the benefits for many decades if the coconut plantation is taken care of for at least five years,' the District Collector said.

Karnataka high court extends deadline to halt bike-taxi operations to June 15
Bengaluru: Karnataka high court Tuesday extended till June 15 the deadline to stop the operation of bike-taxi services. Justice BM Shyam Prasad passed this order after hearing the parties and considering the interlocutory application (IA) filed by Roppen Transformation Services Pvt Ltd, the company that operates ride aggregator Rapido . It had also instructed the govt to ensure compliance with the order. Unless the govt notifies relevant guidelines under Section 93 of the and the rules framed thereunder, the petitioners can't operate bike-taxi services and the govt can't consider their applications for aggregator permit/licence. However, the court had also said it was always open to the state govt to frame guidelines concerning bike-taxi services. On Monday, Roppen Transformation Services filed an IA seeking a six-week extension. It pointed out that the ministry of road transport and highways had, on Jan 22, 2024, issued the draft Motor Vehicles Aggregator Guidelines, 2024. It further said that states such as Odisha, Gujarat, Punjab, Assam, Bihar, Delhi, Haryana, Jharkhand, Madhya Pradesh, Meghalaya, Rajasthan, Uttar Pradesh, Uttarakhand, West Bengal, and Goa have come up with policies aligned with guidelines issued by the Centre. Therefore, during a meeting held on April 23, a request was made to the state to come up with a similar policy. The govt is currently exploring the framing of a comprehensive policy for bike taxis. Roppen Transformation Services stated it has about 6 lakh registered bike taxis in Karnataka, and the livelihood of many riders is at stake.

Karnataka High Court extends deadline for Rapido, Ola, and Uber to stop operation of their bike taxis till June 15
The High Court of Karnataka on Tuesday extended till June 15 the deadline given to the transport technology aggregators Rapido, Ola, and Uber for stopping their bike taxi services. 'On a complete reading of the circumstances and the grounds urged... this court is inclined to extend the timeline until June 15, so that there is no precipitation and there is a reasonable opportunity to all,' the court said while modifying its April 2 directions. Justice B.M. Shyam Prasad passed the order on the interlocutory applications filed by Rapido, Ola, and Uber seeking extension of a week's deadline to stop their bike taxis from April 2 to May 14. The aggregators pointed out to the court that their representation given State government for framing of policy allowing the operation of bike taxis is pending consideration before the authorities. On framing policy Roppen Transportation Services Pvt. Ltd., which operates Rapido services, stated in its application that it had filed a representation before the Chief Secretary for framing a policy on the lines of policies framed by other States to allow operation of bike taxies and the Chief Secretary has held a meeting with the stakeholders on April 23 on the issue. It was pointed out to the court that there is a general expectation that their request to frame policy for the operation of bike taxis would be considered if the court extends the deadline by another six weeks. The aggregators also told the court that considering the number of persons currently engaged as bike-taxi riders, it would require more time to make alternative arrangements, as Rapido alone has around 6 lakh bike taxis registered in Karnataka, and these riders are depending on these vehicles for their livelihood. However, the State Advocate General opposed the extension of the deadline while pointing out that a meeting may have been convened but the expectation of a particular decision may not be justified. Earlier order In its April 2 order, the court had said that unless the State government notifies relevant guidelines under Section 93 of the Motor Vehicles Act, 1988, and Rules, the petitioners-aggregators cannot operate as aggregators offering bike taxi services and the Transport Department, cannot be issued with directions to register motorcycles as transport vehicles or issue contract carriage permits for using them as bike taxies.

Karnataka Minister Asks Authorities To Enforce High Court's Bike Taxi Ban
Karnataka Transport Minister Ramalinga Reddy has instructed officials to implement a High Court order and stop bike taxi services across the state within six weeks. The directive follows a High Court ruling, which prohibited Rapido, Uber, and Ola from operating bike taxis unless the state government notified specific regulations under Section 93 of the Motor Vehicles Act, 1988. Without these rules, Justice Shyam Prasad said bike taxis are illegal. In a letter to Transport Commissioner Yogesh AM and Principal Secretary Dr N V Prasad, Mr Reddy called for immediate action. "The High Court has given three bike taxi aggregators - Uber India Systems, Roppen Transportation Services, and ANI Technologies - a six-week deadline to cease their operations in Karnataka. I have instructed the officials to comply with the same," he wrote. How The Legal Battle Started The legal battle began in 2016 when Rapido, under its parent company Roppen Transportation Services Limited, started bike taxi services in Karnataka, but the state Transport Department declared them illegal. Authorities argued that private two-wheelers cannot be used for commercial purposes under state rules. This led to multiple crackdowns, including the seizure of hundreds of bikes in 2019 and 2022, following protests from auto rickshaws and cab unions who claimed bike taxis were harming their businesses. In response, Rapido approached the Karnataka High Court, seeking permission to operate legally. In July 2021, the state introduced the Karnataka Electric Bike Taxi Scheme, legalising bike taxis but limiting them to electric vehicles (EVs). The High Court also issued an interim order preventing any action against Rapido while the case was pending. Tensions continued, with auto rickshaw unions clashing with bike taxi riders. In April 2024, the High Court ordered the state to protect bike taxi operators from harassment by autorickshaw drivers. The state withdrew the Electric Bike Taxi Scheme in March 2024, citing safety concerns and misuse, but Rapido continued its operations, protected by the court's interim order. On November 12, 2024, the High Court reserved its judgment on Rapido's plea to register two-wheelers as transport vehicles and issue permits under the Motor Vehicles Act. The state argued that white-plate bikes violated regulations. On April 2, the court ruled that bike taxis can't operate without state regulations, impacting platforms like Rapido, which has around 1.2 lakh riders in Bengaluru.
