1 2 3 Kochi: Agali police have arrested two men accused of assaulting a tribal youth and tying him to an electric pole on May 24. Rejin Mathew from Sholayar and Vishnu Das from Alappuzha were taken into custody from Coimbatore in the early hours of Wednesday. The police registered an FIR against the accused on Tuesday based on a complaint filed by the victim, Siju V, 19. A senior police officer involved in the investigation said the tussle began after Siju, who was drunk, pelted a stone at a milk van in which the accused were travelling. "The duo retaliated brutally by assaulting him and tying him to an electric pole. When the video and news went viral, the two absconded from the region," said the officer. According to the FIR, the assault took place around 4.30pm at Kattekad in Palakkad. The altercation reportedly began after Siju accidentally fell in front of the moving van driven by the first accused, Mathew. Upon discovering his tribal identity, the cleaner, Das, allegedly began verbally abusing him using casteist slurs. Acting on Siju's complaint, the police invoked charges of wrongful restraint, obscene acts in public and voluntarily causing hurt or grievous hurt. They also invoked multiple provisions under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 (Amendment 2015). Following the arrests, the duo was produced before the court and remanded in judicial custody.

Two men were arrested on Wednesday for allegedly assaulting a tribal youth and tying him to an electric pole in Attappadi, in this district, after accusing him of obstructing their vehicle, police said. The arrested men have been identified as Vishnudas, 31, and Reji Mathew, 21. They work as a driver and assistant for a milk collection vehicle. According to the complaint, the victim, 19-year-old Siju from Chittoor Unnati, was walking along the Chittoor–Puliyara road in the afternoon of May 24 when he allegedly slipped and fell near a passing pickup van. The two men then allegedly tied him to a roadside electric pole and left him there for about 30 minutes, until passers-by released him. Siju is currently being treated at a hospital, police said. As per the existing rules of the Indian Nursing Council (INC), a nurse registered in one state must cancel that registration and obtain a no-objection certificate (NOC) to work in another state. This process is not only cumbersome but also leads to delays and financial burden. Speaking to TNIE, Siju Thomas, joint secretary of IPNA, highlighted the plight of nurses: "The registration and renewal processes are time-consuming, and nurses often have to rely on middlemen and agencies to get their documents. These intermediaries exploit them financially. Moreover, often nurses do not receive their documents on time, which affects their ability to work." The association emphasised that nurses face significant delays in obtaining registration renewals, NOCs, and reciprocal registration across states. "It is painful that repeated pleas to address these issues have been ignored," he added. The IPNA has called for immediate intervention by authorities to streamline the registration processes. The association proposed an integrated national platform that would allow nurses to register once and work anywhere in India without the need for repetitive state-specific registrations. A unified system, they argue, would resolve the delays and eliminate the dependence on intermediaries, ensuring transparency and efficiency. With the advent of such an online mechanism and the effective implementation of NRTS, many of the difficulties faced by nurses could be resolved, enabling smoother professional mobility and better utilisation of the country's nursing workforce. Siju further said the nursing body is planning to approach the High Court seeking a remedy for the issue.
