SCCL CMD N. Balram announces special committees to address losses in Shanthikhani and Adriyala Longwall Projects
Singareni Collieries Company Limited (SCCL) Chairman and Managing Director N. Balram has underscored the need for ramping up efforts by SCCL's General Managers to secure the mandatory permissions, mainly forest clearances, for new mines without delay. Mr. Balram on Tuesday held one-on-one meetings with the General Managers of the 12 Areas of the company at the SCCL's head office in Kothagudem of Bhadradri Kothagudem district. Key aspects related to the company's expansion plans, strategies for enhancing coal production with utmost priority for safety of the workforce and future plans were discussed extensively during the review meetings conducted by the SCCL CMD. The lengthy interactive sessions lasted for over 10 hours covering a thorough review of the current status of coal mines in all the 12 Areas of the company and the future mining projects, SCCL sources said. He made it clear that without new mines, SCCL's areas like Yellandu, Manuguru and Bellampalli in the coal belt will face an uncertain future. It is imperative that the GMs play a proactive role to obtain the necessary permissions for the new mines swiftly, he told the GMs during the interactive sessions. Highlighting the need for preventing losses in underground mines, he announced the formation of a special committee to address losses in the Shanthikhani and Adriyala Longwall Projects. He emphasised the need for optimum utilization of heavy machinery to boost productivity. He also reviewed the status of coal production at Naini coal mine in Odisha. He further suggested exploring the possibility of establishing a coal washery at Sathupalli in Khammam district.

Plans are afoot to expand the Singareni Collieries Company Limited (SCCL) on a global scale in a phenomenal manner, said Deputy Chief Minister Mallu Bhatti Vikramarka, also Energy and Finance Minister. Speaking after inaugurating the SCCL General Manager's office and a workshop in the coal town of Kothagudem, on Saturday, he said, 'We have appointed experts to gather the necessary information and make recommendations for this expansion. Once we receive the report, we will initiate the action plan.' Mr. Vikramarka said, 'SCCL, with over a hundred years of experience in coal mining, is being considered for profitable ventures in technical and mineral excavation.' New mines are ready to extract 22 million tonnes of coal over the next 30 years, he noted, referring to the expansion and diversification plans of SCCL. Emphasising on the safety and welfare of the workforce, he said, 'The primary goal is the safety of Singareni workers – business comes only after that. SCCL is providing ₹1 crore accident insurance cover along with compassionate appointments to SCCL workers.' Meanwhile, addressing the Telangana Adivasi Congress workers' meeting in Palvancha, he hit out at the previous BRS government accusing it of failing to utilise the SC/ST Sub-Plan funds. 'In the current Praja government, we are spending every rupee of Sub-Plan funds with precision. Under the Sub-Plan, ₹17,169 crore has been allocated for tribals this fiscal. Additionally, ₹1,296 crore unspent funds from the past have been carried forward,' he said. In 2006, the then Congress-led Central government issued land titles to tribals cultivating forest lands, he recalled, adding that the current Congress dispensation in Telangana allocated funds for tribals to live with dignity in line with the party's Nallamala Declaration. He reminded that during his tenure as Deputy Speaker in united Andhra Pradesh, he ensured that the SC/ST Sub-Plan Act was passed in the Assembly. He added that the Indira Saura Giri Jala Vikasam scheme envisages irrigation facilities to 6.7 lakh acres of tribal land besides offering free pumpsets and plants like avocado and oil palm. Allocation of ₹1,000 crore for tribals under the Rajiv Yuva Vikasam scheme is a historic first in India, he asserted.

Submit proposals for medical equipment: SCCL CMD
Kothagudem: Expressing serious concern, Chairman and Managing Director of Singareni Collieries Company Limited (SCCL) N Balram questioned area hospitals for their negligence in sending timely proposals for required medical equipment. On Thursday, during a review meeting with Area Medical Officers, he instructed that all area hospitals must immediately submit proposals for essential medical equipment and medicines. He warned that during his inspections, no officer should say a certain piece of equipment is unavailable. 'Irrespective of annual plans or schedules, the requirement for medical devices should be identified and proposals submitted without delay,' he said. He stated that doctors and technicians have already been allocated to area hospitals, and the management is ready to provide additional manpower if needed. Despite the ability to treat minor health issues at local hospitals, cases are frequently being referred to Hyderabad hospitals. 'Over the past three years, referral bills have increased from Rs 30 crores to Rs 100 crores,' he pointed out and expressed disappointment that company doctors were not demonstrating their capability. He also informed that efforts are underway to establish a super specialty hospital in Hyderabad.

Coal ministry sets FY26 production target at 1,150 MT; proposes coal trading exchange, policy reforms
New Delhi: The Ministry of Coal has set a coal production target of 1,150.39 million tonnes (MT) for the financial year 2025-26, with Coal India Limited and its subsidiaries contributing 875 MT, Singareni Collieries Company Limited (SCCL) 72 MT, and captive and other producers 203.39 MT. To further open up the coal market, the ministry has proposed the establishment of a Coal Trading Exchange (CTE) for online trading, clearing, and settlement. Legislative backing is being sought for the exchange through amendments to the Mines and Minerals (Development and Regulation) Act, 1957. A draft Cabinet note was circulated on March 7, 2025, and public comments have also been invited via the ministry's website. The ministry is also planning to allow coal linkages without a specified end use, requiring changes to the Non-Regulated Sector (NRS) linkage auction policy of 2016. Auctions to NRS sub-sectors under the current policy will continue. In terms of quality assurance, the government will increase the grade conformity of Third Party Sampling beyond the current 80% achieved in FY25. The system, introduced in 2015, ensures quality at the loading end and now covers both power and non-power consumers. Currently, 12 agencies are empanelled for this task. A coal production and dispatch target of 203.4 MT has been set for FY26 from auctioned mines. The government plans to launch three auctions during the year and aims to successfully auction 25 mines. Twelve mines are expected to receive mine opening permissions, while seven may begin production. Amendments to the Mineral Concession Rules, 1960, are proposed to implement new guidelines for mining and mine closure plans issued in January 2025. These changes would permit coverage beyond block boundaries and allow minor changes in plans with company board approval. To intensify coal exploration, a drilling target of 10 lakh meters has been set for FY26 under the Central Sector Scheme, NMET, CIL, and private sector. An outlay of ₹750 crore has been approved. Exploration efforts will focus on high GCV and coking coal areas and include revisions to guidelines for forest areas and seismic surveys. The ministry has set a target of producing 42 MT from underground coal mining in FY26. The strategy includes deployment of Continuous Miners, operationalising mines through Mine Developer and Operator (MDO) mode, and introducing revenue share rebates in commercial coal auctions. Land acquisition initiatives for FY26 include operationalising the Coal Land Acquisition and Management Portal (CLAMP), establishing a special tribunal in Talcher, amending the CBA (A&D) Act, 1957, and creating a land database under PM Gati Shakti. Mutation of 80% of CPSU-acquired land is also targeted.

Efforts Bear Fruit…MP Vamsi secures Rs 140 cr towards SCCL Pension Fund
Hyderabad: The SCCL (Singareni Collieries Company Limited) decided to allocate Rs 20 per ton of coal mined towards the Singareni workers pension fund, injecting Rs 140 crore into the scheme in a single move. According to a media statement, Peddapalli MP Gaddam Vamsikrishna has successfully secured Rs 140 crore towards the long-stagnant Pension Fund. This was realised following the MP's persistent efforts including meetings with central ministers, engaging SCCL officials, and regularly raising the matter in Parliament. Described as a landmark development that marks a turning point for the welfare of Singareni coal mine workers, this breakthrough ends over 35 years of administrative apathy. This pension scheme was launched during the tenure of former Union Minister Gaddam Venkataswamy. However, there has been no enhancement to pension contributions since its inception. Successive governments failed to address the growing needs of thousands of retired coal workers, leaving their futures uncertain. 'The MP's sustained efforts have now resulted in SCCL agreeing to allocate Rs 20 per ton of coal mined towards the pension fund,' the statement reads.
