PETALING JAYA: A 'pay-per-use' system for maintenance fees is being studied, says Nga Kor Ming (pic). The Housing and Local Govern­ment Minister said the ministry plans to introduce the system in future affordable developments as part of its housing reforms. He said the proposed system will see residents receiving access cards to track their monthly use of shared facilities. Nga added that they will be charged accordingly instead of the current flat fee for all. Nga said the Rumah Bakat Madani initiative led by SkyWorld Pearlmont in Penang featured a pay-per-use clubhouse with an infinity pool, pickleball and badminton courts, children's playground and gyms. 'This will serve as a reference model for future public housing projects, which may also include vertical schools to provide better access to education for vulnerable communities. 'This is aimed at elevating the standards of the real estate industry and promoting more equitable housing access to all Malaysians,' he told reporters at the Kuala Lumpur Architecture Week (KLAW) 2025 event on Sunday. The Rumah Bakat Madani initiative is the largest affordable housing initiative to date with plans to build a number of 900-square-foot freehold condominiums, with modern features built into each unit and access to shared facilities such as the swimming pool and gym. Nga also said the ministry aims to involve private industry players in the development of IBS (Industrialised Building System) facilities to encourage wider adoption of modular construction methods, such as Prefabricated Prefinished Volumetric Construc­tion. He said this would promote more sustainable urban development by reducing construction waste and minimising pollution. KLAW 2025 is held as a prelude to the Asean Real Estate Confe­rence 2025 and 24th Inter­na­tio­nal Architecture, Interior Design and Building Exhibition 2025. Both events, which begin this week in Kuala Lumpur, are expected to attract over 50,000 international visitors and generate RM2bil in transactions.

KUALA LUMPUR: Housing reform will be one of the main pillars of the 13th Malaysia Plan (13MP), which will be tabled by Prime Minister Datuk Seri Anwar Ibrahim in Parliament on July 31. Housing and Local Government Minister Nga Kor Ming said the Madani government is committed to introducing comprehensive reforms aimed at improving housing affordability, accessibility, and sustainability for all Malaysians. "What I can share is that one of the main pillars of the 13MP is housing reform," he said, without revealing details on the reform. He said this after a walkabout in the city held in conjunction with the launch of Kuala Lumpur Architecture Week 2025 today. The 13MP, which sets the direction for the country's development from 2026 to 2030, is the first by the Madani government under Anwar's administration as the country's tenth prime minister. Meanwhile, when asked about Anwar's call for every new housing project to be comprehensively planned, complete with facilities such as schools, preschools and nurseries, Nga said; "It shows that the prime minister has always been committed and attentive in giving special attention to housing matters." Speaking at the Groundbreaking Ceremony and Launch of the SkyWorld Pearlmont Rumah Bakat Madani project in Penang yesterday, Anwar said the government will not approve any housing project that does not meet these basic needs. Nga added the Rumah Bakat Madani project in Penang, the largest affordable housing initiative to date, reflects the government's strong dedication to enhancing the wellbeing of the people and expanding access to home ownership. The project consists of 900-square-foot freehold condominiums, with each unit will come with modern features and access to shared facilities such as a swimming pool, gym, sports courts, multipurpose hall, surau, kindergarten, food stalls, children's playground, central park and a vertical school.

BUTTERWORTH: Breaking ground on the nation's largest affordable housing project under the Rumah Bakat Madani initiative, SkyWorld Pearlmont promi­ses accessible, high-quality high-rise living, along with the nation's first vertical school. SkyWorld Development Berhad chief executive officer Lee Chee Seng said the landmark development boasts 1,846 units. 'This is SkyWorld's first venture in Penang, set on 12.54ha (31 acres) of freehold land in the heart of Seberang Jaya. 'Phase 1A of SkyWorld Pearl­mont offers 1,846 units in three towers, with each unit being 900 sq ft, with three bedrooms and two bathrooms. 'Prices range from RM323,000 to RM390,000, including options for one or two carparks,' he said at the groundbreaking ceremony held at Seberang Perai on July 19. Lee said the development features a 4ha elevated park, consi­dered the largest of its kind in Penang. 'SkyWorld Pearlmont is the first project in Penang to fully adopt prefabricated prefinished volumetric construction (PPVC), a modular 'Lego-style' system that enhances build quality, safety and efficiency.' Buyers will benefit from pre­mium-quality affordable homes with a 10-year warranty on water leaks and the piping system, low maintenance costs of RM0.18 per sq ft and a benchmark of the Quality Assessment System in Construction score of 85% in construction innovation, he said. Lee said the gross development value of the project is at RM2bil and it is expected to be completed in 2029. The project will pioneer the integration of a vertical school into a high-rise affordable housing community, enhancing accessibility and safety for children in working families. 'Vertical schools represent an architectural evolution in educational design, where learning environments are structured with­in multi-level, purpose-built towers rather than sprawling, land-intensive campuses. 'This vertical format is especially suited for urban and high- density settings, allowing architects to maximise limited land while maintaining functional, child-centric spaces. 'Each floor is typically designed to serve a specific age group or learning theme, with clear spatial zoning that supports developmental needs and intuitive wayfinding,' he said. 'Other features include Sky­World Healthy Home characteristics like a passive design, natural light and ventilation. 'The project also includes a pay-per-use clubhouse that features an infinity pool, pickleball and badminton courts, a kids' playland and gyms,' he said. Lee said with freehold units, an elevated park, smart home features and wellness-focused design, SkyWorld Pearlmont is a future-ready township designed for generational living and community growth. Lee said the groundbreaking ceremony comes just eight months after the signing of the Joint Development Agreement (JDA) with Penang Development Corporation (PDC) and PDC Properties. 'This development will serve as a public-private initiative aimed at delivering more than 35,000 units under the Rumah Bakat Madani scheme. 'Unlike traditional public housing, Rumah Bakat Madani units are freehold and open to all Malaysians, including non-Penangites working in the state, particularly in the electric and electronic and industrial sectors that drive Penang's economy. 'This project aims to not only invite young talent from across Malaysia to call Penang home but also to build a stronger economy and community,' he said. The groundbreaking ceremony was graced by Prime Minister Datuk Seri Anwar Ibrahim, Housing and Local Government Minister Nga Kor Ming, Penang Chief Minister Chow Kon Yeow and SkyWorld founder and executive chairman Datuk Seri Ng Thien Phing, among others. In his speech, Nga said SkyWorld, an international award-winning developer, has been tasked with building a total of 37,368 residential units, comprising 6,368 units in Seberang Jaya and 31,000 units in Batu Kawan, Penang. 'Each unit will be sold between RM225,000 and RM420,000, and will be freehold. 'The sale of this project is open to Malaysians, regardless of whether you are a native of Penang or from another state,' he said.

BUTTERWORTH: The integration of a vertical school concept within affordable housing projects for the people will address land constraints, boost safety and provide cost-saving measures for families, says Prime Minister Datuk Seri Anwar Ibrahim. He said when a kindergarten or school is located within a housing project, safety issues are addressed because parents know the whereabouts of their children, and they also save on transportation costs. 'You can save RM100 to RM200 if there is a preschool or kindergarten in your building (residential) or the building next to it. 'This allows you to have greater peace of mind and concentrate on your work, whether you are employed in the public sector or the private sector,' he said during the groundbreaking ceremony for the nation's largest affordable housing project under the Rumah Bakat Madani initiative, SkyWorld Pearlmont. Anwar said SkyWorld Pearlmont, which will be the first to have a vertical school, would be used as an example for the rest to follow. 'From now on, developments should include a kindergarten and school in the building or in a building next to the development. 'I will have conditions for developments in Kuala Lumpur, and we will not approve if you cannot provide educational facilities,' he said. He urged developers to come up with comprehensive development plans. 'We will approve it, and I urge developers in Kuala Lumpur to do this as well,' Anwar added. A vertical school is a multi-storey educational building, often five to 15 storeys high, all designed specifically for densely populated urban areas with limited land.

'If you build a house but the school is far away, what do you do?' he said when speaking at the Groundbreaking Ceremony and Launch of SkyWorld Pearlmont Rumah Bakat MADANI project here today. Anwar said an integrated planning approach not only saves on transportation costs for residents but also improves safety and reduces the concerns of parents who have to send their children to schools far away. He also stated that the government is considering the development of schools vertically (vertical schools) in areas with limited land, with complete facilities such as fields, laboratories and others. Anwar stressed that the comprehensive implementation of the project by developers is better than the separate tender method which can cause delays. He also praised the Rumah Bakat MADANI project by SkyWorld for having unique elements, namely providing a 'central park' and a 'vertical school', in addition to being the first project in Malaysia to be built using 'prefabricated prefinished volumetric construction (PPVC)' technology. PPVC technology uses a construction concept like 'LEGO', where modular units are completely built in the factory including the installation of tiles, toilet fittings, electrical wiring, windows, doors and painting work before being sent to the site for installation. Each Rumah Bakat MADANI unit measures 900 square feet, has three bedrooms and two bathrooms, and is sold at between RM225,000 to RM420,000 with freehold status. The residence is also equipped with facilities such as a swimming pool, gymnasium, as well as badminton and pickleball courts, a multipurpose hall, kindergarten, surau, stalls, shops and a children's playground. - Bernama
