Johor govt to beef up anti-littering by-laws
JOHOR BARU: With more than 1,000 enforcement actions already taken against litterbugs in the first five months of this year, the Johor government wants to prioritise public cleanliness by strengthening anti-littering by-laws. State housing and local government committee chairman Datuk Mohd Jafni Md Shukor (pic) said a special meeting was recently held to review current laws and enhance enforcement efforts in all local councils. 'Johor Regent Tunku Ismail Sultan Ibrahim's decree is very clear. 'Littering, especially in rivers and public spaces, is an irresponsible act that harms the environment and drains public funds. 'Mentri Besar Datuk Onn Hafiz Ghazi has also instructed immediate and coordinated action to address this issue, which has long plagued both urban and rural areas,' he said yesterday. Mohd Jafni criticised the careless behaviour of some individuals, noting that public money meant for development and services is being diverted to unnecessary clean-up operations. 'This isn't just inconsiderate, it's uncivilised. The lack of civic responsibility is costing us all,' he said. He pledged to personally coordinate a stricter and more comprehensive enforcement strategy, adopting a zero-compromise approach to cleanliness. Among the proposals discussed were updates to the 2024 amendments of the Cleanliness Prevention by-laws and a stricter application of Section 47 of the Street, Drainage and Building Act 1974, which allows offenders to be fined up to RM500 for littering in public spaces. Mohd Jafni said the effectiveness of enforcement methods was also reviewed, including patrols in littering hotspots, the use of body-worn cameras and mobile ticketing devices, as well as collaboration with auxiliary police and other enforcement agencies. Between January and May this year, over 1,000 actions were taken, including 181 compound notices in May alone, totalling RM161,500 in fines. 'While these numbers reflect our continued efforts, they will mean little if we fail to shift the public mindset. Enforcement alone will not solve the problem,' he said. To that end, Johor is looking to adopt best practices from countries such as Singapore and Japan, where stiff fines, community service sentences and plainclothes patrols play a major role in maintaining public hygiene. 'It's time we adapt these proven methods. A clean culture must be backed by firm, visible and consistent enforcement,' he added. In parallel, Mohd Jafni said the state government is also working on a civic education plan and integrated awareness campaigns to instil greater responsibility among residents, especially the younger generation. He said these initiatives will be rolled out in schools, night markets, bazaars, residential areas and business premises. 'Public engagement will be supported through additional warning signboards, social media outreach and partnerships with the Solid Waste Management and Public Cleansing Corporation and community-led teams such as the Johor Baru City Council anti-litter squad,' he said. Mohd Jafni said local councils have been told to improve their public complaints systems, speed up offender detection and strengthen inter-agency coordination to ensure faster responses. Looking ahead, he proposed that cleanliness be made a key performance indicator in all local authority budgets for 2026. 'As a government that honours Tunku Ismail's decree and remains committed to the Maju Johor agenda, we cannot compromise when it comes to cleanliness and environmental care. 'A clean and dignified Johor is our collective duty, not just in words, but in real, visible action,' he said.

Chief executive officer Khalid Mohamed said 380 cleaners, supervised by 19 enforcement officers, will be on island-wide, supported by the latest cleaning technology. 'High-tech machines, such as Glutton vacuum units and road sweepers, have been deployed at public hotspots and along major routes for more intensive street cleaning. 'We have assigned 80 staff to a litter-picking initiative targeting road shoulders on key thoroughfares,' he told reporters at Kuah Jetty Terminal today. The agency is also stepping up enforcement to shut down illegal waste hotspots and a speak-up campaign that encourages the public to call out littering. 'SWCorp has launched public awareness campaigns through video screenings at high-traffic locations to highlight the importance of proper solid waste management,' he said. He added that user-friendly, informative bins have been placed in key areas to shift the public mindset toward the importance of waste separation. 'This initiative is showing promising results. During inspections, our personnel found that some waste had already been sorted, which makes the cleaning process much easier,' he said. Meanwhile, SWCorp is also showcasing several sculptures made by locals from recycled materials in the waiting area at the Kuah Jetty Terminal.

Melaka's SWM Environment launches road safety campaign for employees
MELAKA: SWM Environment Sdn Bhd has taken proactive steps to reduce the incidence of road accidents involving its employees. SWM Environment said that road traffic accidents have been identified as the leading cause of workplace-related incidents among its staff, accounting for 41% of all reported cases in 2024, surpassing all other categories of accidents. As the concessionaire responsible for solid waste management and public cleansing services, the company has launched targeted initiatives aimed at curbing the rising number of traffic-related incidents involving its workforce. "It's vital that employees are equipped with road safety knowledge and awareness to encourage greater caution and responsibility on the roads,' the company said in a statement on Saturday (May 10). It also said that the national rate of road accidents, particularly those involving motorcyclists, remained a cause for concern. To address this issue, SWM Environment has launched a dedicated road safety campaign aimed at educating and engaging its employees. "Campaigns such as these are essential in fostering awareness and promoting safe practices across all levels of the workforce, whether employees are on duty or commuting to and from work,' the company added. The campaign also seeks to instil safe riding habits among SWM Environment employees and demonstrates the company's ongoing commitment to reducing traffic-related incidents year by year. The 'Let's Ride Safely' Road Safety Campaign was recently held at Taman Botanikal in Ayer Keroh, here. The event featured a road safety talk for motorcyclists delivered by a representative from the Melaka Tengah police, a session on the use of reflective safety gear and a symbolic flag-off ceremony for a motorcycle convoy. The event was also attended by the Director of the Solid Waste Management and Public Cleansing Corporation (SWCorp) Melaka, Nor Zaki Md Nor and the Service Area Manager for SWM Environment Melaka, Norariffin Nordin.

Mersing Hosts Second Stop Of Bandar Bersih Johor 2030 Roadshow
MERSING, April 29 (Bernama) -- Mersing has been selected as the second destination for the Jelajah Bandar Bersih Johor 2030, a strategic initiative by the state government, in collaboration with the Solid Waste Management and Public Cleansing Corporation (SWCorp) and local authorities (PBTs), to promote a culture of cleanliness and environmental sustainability. SWCorp chief executive officer Khalid Mohamed said that the roadshow aims to cover 15 locations across Johor by 2026, in line with the goal of transforming cities in Johor into clean cities by 2030. He said this at the launch of the 'Jelajah Bandar Bersih Johor: Anda di Hati Kami' logo today, symbolising an inclusive approach and reflecting a collaborative effort with deep meaning. 'According to a study conducted by SWCorp, 97.7 per cent of the local population expressed strong support for the Bandar Bersih Johor 2030 initiative, demonstrating high public awareness. 'This initiative has been specifically designed to empower the active participation of the community in activities which promote cleanliness and environmental sustainability. Therefore, we hope that all parties will commit and cooperate to collectively realise the aspiration of Bandar Bersih Johor 2030. Khalid said this at the programme, which was officiated by Datuk Samsolbari Jamali, the Deputy Speaker of the Johor Legislative Assembly, earlier today. He added that the programme featured a variety of interactive activities across four key locations in the district: Taman Wawasan, Pantai Air Papan, Mersing Harbour Centre and Dewan Jubli Intan Sultan Ibrahim. 'Activities included the handover of the Bandar Besih Johor 2025-2030's smart partnership, a gotong-royong painting of 165 bin placement squares, a new bin exchange session, a demonstration of the drive-thru recycling centre (DTRC) and composting machines, as well as the Appreciate Food Avoid Waste campaign. 'This roadshow programme serves as a platform for engagement between SWCorp, local authorities (PBT), and related agencies, with the local community. It is scheduled to be implemented in phases, across 15 locations throughout Johor, by 2026,' he said.
