Texas Senate committee to consider bill restricting transgender bathroom access in schools and government buildings

The Texas Senate Committee on State Affairs will meet on Monday to consider Senate Bill 7, which would mandate the bathrooms that transgender people may use in government and school buildings. The Texas Women's Privacy Act would set rules for the use of "multi-occupancy private spaces," like restrooms and locker rooms, in "state agencies and political subdivisions," such as schools. It bases access on an individual's "biological sex, defined by sex organs, chromosomes and birth certificate," rather than gender identity. The bill requires that "A political subdivision or state agency shall ensure each multiple-occupancy private space in a building the political subdivision or state agency owns, operates, or controls is designated for and used only by individuals of the same biological sex." The legislation imposes civil penalties on the institutions of $5,000 for a first violation and $25,000 for subsequent violations. It would also allow residents to file complaints with the attorney general and file lawsuits. SB 7 also requires the Texas Department of Criminal Justice to house inmates according to their "biological sex," and states that "family violence shelters designed specifically to provide services to female victims ... may only provide services to an individual whose biological sex is female" or their minor children. The bill provides certain exceptions, such as permitting access for custodial, maintenance, medical or childcare reasons. The legislation also contains provisions designed to hinder legal challenges by restricting jurisdictional authority and implementing mechanisms that could impose financial penalties on anyone attempting to prevent the law's enforcement. SB 7, filed by Sen. Mayes Middleton, R-Galveston, is identical to two bills that failed in the regular session, House Bill 32 and Senate Bill 240. In 2017, a bill designed to restrict transgender individuals' restroom access failed to pass during a special legislative session. In 2016, during former President Barack Obama's second term, the U.S. Department of Education tried to implement requirements that school districts nationwide allow transgender students to choose the campus bathrooms or locker rooms they wished to use. Texas led a lawsuit challenging that directive, and a federal judge in Texas ordered it suspended. President Trump then rescinded the order during his first term. If it passes and ultimately gets the governor's signature, SB 7 would take effect 91 days after the last day of the legislative session.

Rana Atef Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the Democratic People's Republic of Korea, met on July 12 Sergei Lavrov, foreign minister of the Russian Federation, who visited the DPRK to take part in the second strategic dialogue between the foreign ministers of the DPRK and Russia. Present there were Andrei Rudenko, vice-minister of Foreign Affairs of the Russian Federation, and Aleksandr Matsegora, Russian ambassador to the DPRK. The respected Comrade Kim Jong Un gladly received Lavrov and had a talk with him in an atmosphere full of warm comradely trust. At the talk, Russian Foreign Minister Sergei Lavrov courteously conveyed the warm greetings of Russian President Vladimir Vladimirovich Putin to Comrade Kim Jong Un. Comrade Kim Jong Un expressed deep thanks for it and conveyed his friendly greetings to the esteemed Comrade Vladimir Vladimirovich Putin. The talk widely exchanged the opinions of the leaderships of the two countries on a series of important matters for faithfully implementing the agreements made at the historic DPRK-Russia summit talks in June 2024, demonstrating the invincibility and vitality of the future-oriented DPRK-Russia relations in the new era and defending the common core interests by further developing the comprehensive strategic partnership between the DPRK and Russia, on the items of mutual cooperation in different fields and on the international and regional situations. And it confirmed the consensus of stands. Kim Jong Un said that the two countries share the same views on all strategic issues in conformity with the level of alliance, adding that it shows the high strategic level established between the two countries. Kim Jong Un listened to the satisfactory result of the second strategic dialogue between the foreign ministers of the DPRK and Russia and expressed conviction that the coordinated and harmonious diplomatic stands of the two countries to take initiative and proactive attitude towards the radically changing international geopolitical situation would make a positive contribution to ensuring peace and security in the region and the rest of the world. Russian Foreign Minister Sergei Lavrov expressed his impressions of the strategic communication between the diplomatic fields of the DPRK and Russia which had been held and expressed the stand to further strengthen the strategic and tactical cooperation and intensify concerted action between the Russian Federation and the DPRK in the international arena. Kim Jong Un reaffirmed that the DPRK is ready to unconditionally support and encourage all the measures taken by the Russian leadership as regards the tackling of the root cause of the Ukrainian crisis in keeping with the spirit of the inter-state treaty between the DPRK and Russia in the future, too. Clearly expressed at the talks were the will of the leaderships of the two countries to closely support and cooperate with each other in the journey for thoroughly safeguarding the core interests of the two countries, powerfully promoting the overall development of bilateral ties and guaranteeing endless wellbeing of the peoples and their bright future in disregard of any change in situation in conformity with the spirit of the treaty on comprehensive strategic partnership. Yara Sameh Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the Democratic People's Republic of Korea, met Comrade Sergei Shoigu who visited the DPRK again, leading a delegation of the Security Council of the Russian Federation upon special authorization of Comrade Vladimir Vladimirovich Putin, president of the Russian Federation, on June 17. Kim gladly greeted Comrade Sergei Shoigu who visited Pyongyang at a significant time marking the first anniversary of the conclusion of the Treaty on Comprehensive Strategic Partnership between the Democratic People's Republic of Korea and the Russian Federation and had a warm talk with him. Shoigu courteously conveyed the verbal letter of Comrade Vladimir Vladimirovich Putin, president of the Russian Federation, to the respected Comrade. Kim expressed his deep thanks for it and conveyed his comradely greetings to the esteemed Comrade Vladimir Vladimirovich Putin. The talk appreciated again the important meaning of the conclusion of the treaty on comprehensive strategic relationship between the DPRK and Russia and discussed the items of immediate cooperation and long-term plans arising in implementing the important matters agreed by the heads of states of the two countries through the exchanges of personal letters for several weeks. It also discussed and approved some ideas and plans for conveying long the heroic feats displayed by soldiers of units of the Korean People's Army in the operations for liberating the Kursk area. Proceeding from a correct understanding of the current situation in the special military operations and Kursk Region, Kim confirmed the contents of the DPRK's cooperation within the range of the treaty between the two countries, accepted the relevant plans and discussed in detail the necessary cooperation plans. The talk widely exchanged the views and opinions of the leaderships of the two countries on the issues of mutual concern including the complicated international and regional situation and reached a consensus of view. Kim expressed again the steadfast option and will of the government of the Democratic People's Republic of Korea to invariably and unconditionally support the policy of the Russian Federation to defend its state sovereignty, territorial integrity and international justice against the imperialist moves of hegemony and to honestly implement the articles of the treaty between the DPRK and Russia in the future, too. He conveyed the noble respect and fraternal greetings of the Korean people to the esteemed Comrade Vladimir Vladimirovich Putin and all the Russian people on the occasion of the first anniversary of the conclusion of the treaty on the comprehensive strategic relations between the DPRK and Russia, hoping that greater victory, prosperity and happiness will be always in store in the future of the powerful Russia. Yara Sameh Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the Democratic People's Republic of Korea, gave field guidance at a major munitions industry enterprise on June 13. The enterprise was visited by Jo Yong Won, Kim Tok Hun, Ri Hi Yong, O Su Yong, Kim Jong Sik and other leading officials of the WPK Central Committee, No Kwang Chol, minister of National Defence of the DPRK, Choe Son Hui, foreign minister, Ko Pyong Hyon, chairman of the Second Economic Commission, Kim Yong Hwan, president of the Academy of Defence Sciences, commanding officers of the large combined units of the Korean People's Army and chief secretaries of the provincial committees of the WPK. Making the rounds of various production sites of the enterprise, including press, spinning and assembly workshops, the respected Comrade Kim Jong Un learned in detail about the production of shells, capacity expansion and modernization in the first half of the year 2025. He expressed his great satisfaction over the high enthusiasm for the patriotic deeds and struggle displayed by the workers at the munitions industry enterprise who are kindling the fierce flames of innovation after turning out in the drive to greet the 80th founding anniversary of the WPK and the Ninth WPK Congress with the praiseworthy successes of boosting the military hardware output. Kim praised the development successes of the enterprise which has modernized itself at a high level by rationally relocating all the production lines in hearty response to the plan of the Party Central Committee for rapidly developing our defence industry into a world-level advanced one. He underscored the need to set the development-oriented goal in order to meet the long-term demand of the development of the national defence capabilities and set forth new tasks to be carried out by the enterprise. "In order to satisfy all the requirements of the national defence strategy and increase the output of new-type powerful shells to meet the requirements of the modern warfare, it is necessary to further expand and reinforce the production capacity, arrange the production lines more rationally and steadily raise the level of putting production on an unmanned basis", he said advancing the tasks for doing so. Nada Mustafa Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the Democratic People's Republic of Korea, met Sergei Shoigu on a visit to the DPRK leading a delegation of the Security Council of the Russian Federation upon authorization of Comrade Vladimir Vladimirovich Putin, president of the Russian Federation, at the headquarters building of the WPK Central Committee on June 4. The respected Comrade Kim Jong Un gladly received Comrade Sergei Shoigu visiting Pyongyang again in just 70-odd days and had a friendly and trustworthy talk with him. Sergei Shoigu courteously conveyed the friendly greetings from Comrade Vladimir Vladimirovich Putin to the respected Comrade Kim Jong Un. Kim Jong Un expressed his deep thanks for it, and sent his warm comradely greetings to the respected Comrade Vladimir Vladimirovich Putin. Shoigu conveyed the special thanks of the Russian leadership for the matchless heroism and self-sacrificing spirit displayed by the Korean people's excellent sons who participated in the operations for liberating the Kursk area and defended the precious part of the Russian territory as they would do their own motherland, fighting shoulder to shoulder with the Russian soldiers in the same trench Kim Jong Un expressed his thanks for it. Discussed in depth at the talk were a series of important matters for defending the common core interests by more solidly developing the special and firm comprehensive strategic partnership between the DPRK and Russia and items of mutual cooperation in different fields. Also exchanged in a broad way at the talk were views and opinions of the leaderships of the two countries on the development of situation over the Ukrainian crisis and on the international and regional situations. The talk confirmed the consensus of stand of the two sides. Kim Jong Un affirmed that the government of the Democratic People's Republic of Korea would, in the future, too, unconditionally support the stand of Russia and its foreign policies in all the crucial international political issues including the Ukrainian issue and responsibly observe the articles of the treaty between the DPRK and Russia. He expressed expectation and conviction that Russia would, as ever, surely win victory in the just and sacred cause for defending its national sovereignty, territorial integrity and security interests. Expressed at the talk was the will of the leaderships of the two countries to continue to dynamically expand and develop the DPRK-Russia relations into powerful and comprehensive relations of strategic partnership that fully conform to the national interests of the two countries and wellbeing of their peoples and contribute to realizing genuine international justice.
