Kuwait airport's baggage system contract extended for six months
KUWAIT CITY - The State Audit Bureau (SAB) has approved the request of the Directorate General of Civil Aviation (DGCA) to extend the contract for the maintenance of the baggage inspection system at Kuwait International Airport, which covers Weight Zone Two and Three and the Arrivals Hall. Sources informed the newspaper that the extension is six months -- from Oct 29, 2024 to April 28, 2025 -- at a total cost of KD 269,000. Sources revealed that DGCA officially requested the contract extension due to the need to ensure the continued operation of vital inspection systems without impacting travel operations, especially in light of the increasing air traffic. Sources confirmed that SAB approved the extension after reviewing the request, but stressed the need to expedite the completion of the new tender procedures for the maintenance of the weight systems (Zones 1-4) to make sure there will no longer be a need for further extension in the future. Sources added the bureau also underscored the importance of following procedures for submitting and awarding the new tender in accordance with the tender regulations. Sources stressed that the extension decision is part of the concerned authorities' commitment to guarantee the continuous efficiency of services provided at the airport, while emphasizing the need to adhere to financial and administrative controls in the implementation of government contracts

SAB reviews 7 DGCA tenders
KUWAIT CITY, April 1: The State Audit Bureau (SAB) is studying and auditing seven contracts related to the Directorate General of Civil Aviation (DGCA) with a total value of about KD5.6 million. Sources informed the newspaper that these contracts include the provision of ground and technical services for general aviation at Kuwait International Airport, as well as the utilization of a certain space at the airport. Sources affirmed that SAB is reviewing the bids for baggage handling services in Terminal Four, advertising management and investment in the same terminal, and passenger baggage handling services in Terminal One. Sources said the bureau is auditing the contracts for cleaning services for DGCA buildings (first extension); and provision of preventive, operational and underwater maintenance to ensure the continuous and high-quality supply of data from the Automatic Weather Observation System (AWOS). Sources stressed this is part of the efforts of SAB to monitor government contracts and tenders to ensure compliance with the related financial regulations and legislation, as well as to achieve the highest levels of transparency and integrity.

Kuwait's Audit Bureau seeks transparency in media deals
KUWAIT CITY, March 5: The State Audit Bureau (SAB) has asked the Ministry of Information to study the mechanism for purchasing and renting programs, artistic works and the executive producer, calling for the development of a unified and comprehensive regulation that includes all decisions and conditions regarding these operations. Sources explained to the newspaper that this step aims to enhance transparency, fully benefit from the budget allocated to this sector, and achieve the highest level of efficiency in managing media contracts. Sources said SAB asked the ministry to prepare a unified and comprehensive regulation that includes all decisions on purchasing and renting operations to ensure the clarity of procedures and the integrity of contract implementation, as well as to avoid any discrepancy or difference in the standards followed. Sources added that this procedure is in light of the ministry's purchase of several drama series and programs to be shown on Kuwait TV during the holy month of Ramadan. Sources said SAB stressed the need to verify the suitability of the prices that were adopted to evaluate the purchase of artistic works and to make sure that the assessment is carried out according to accurate standards that reflect the actual cost of production and artistic quality. Sources indicated that SAB stressed the importance of the declarations of the contracted companies being an integral part of the contract documents to guarantee clarity of obligations and rights between the contracting parties, as this contributes to raising the efficiency of government contracts and avoiding loopholes that may affect the quality of media content or the efficiency of financial contracts. Sources confirmed that all works contracted for Ramadan shows have obtained the necessary approvals from the competent authorities, including the Central Agency for Public Tenders (CAPT) and the Distinguished Works Purchasing Committee at the ministry.

Kuwait's State Audit Bureau approves railway phase 1
KUWAIT CITY - The State Audit Bureau (SAB) approved on Feb 20, 2025 the contract of the Public Authority for Roads and Transportation (PART) for the detailed design study and preparation of railway tender documents (first phase) at a cost of KD 2.426 million for 365 days. Sources said SAB stated in the approval letter that 'there should be no delay in the project implementation', indicating the approval period is 90 days maximum. Sources added SAB also stipulated that the amended financial offer for the tender dated Feb 13, 2025 should be an integral part of the contract documents, including the costs of basic and optional services. It is worth mentioning that the first phase of the project is the connection with the Gulf, the path of which extends from the southern border with the Kingdom of Saudi Arabia (Nuwaiseeb) to the passenger station in Kuwait City, behind Kuwait International Airport on the Seventh Ring Road and extends North through the Silk City to Mubarak Al-Kabeer Port. This phase includes 111 kilometers of the Gulf Cooperation Council (GCC) route in Kuwait, in addition to 154 kilometers to reach Mubarak Al-Kabeer Port.
