KUWAIT CITY, March 5: The State Audit Bureau (SAB) has asked the Ministry of Information to study the mechanism for purchasing and renting programs, artistic works and the executive producer, calling for the development of a unified and comprehensive regulation that includes all decisions and conditions regarding these operations. Sources explained to the newspaper that this step aims to enhance transparency, fully benefit from the budget allocated to this sector, and achieve the highest level of efficiency in managing media contracts. Sources said SAB asked the ministry to prepare a unified and comprehensive regulation that includes all decisions on purchasing and renting operations to ensure the clarity of procedures and the integrity of contract implementation, as well as to avoid any discrepancy or difference in the standards followed.
Sources added that this procedure is in light of the ministry's purchase of several drama series and programs to be shown on Kuwait TV during the holy month of Ramadan. Sources said SAB stressed the need to verify the suitability of the prices that were adopted to evaluate the purchase of artistic works and to make sure that the assessment is carried out according to accurate standards that reflect the actual cost of production and artistic quality. Sources indicated that SAB stressed the importance of the declarations of the contracted companies being an integral part of the contract documents to guarantee clarity of obligations and rights between the contracting parties, as this contributes to raising the efficiency of government contracts and avoiding loopholes that may affect the quality of media content or the efficiency of financial contracts. Sources confirmed that all works contracted for Ramadan shows have obtained the necessary approvals from the competent authorities, including the Central Agency for Public Tenders (CAPT) and the Distinguished Works Purchasing Committee at the ministry.

KUWAIT: Kuwait's digital media initiative, Platform 51, has celebrated its first anniversary with major milestones, having garnered 20 million views from users in 190 countries, and more than 22 million hours of viewing and listening time. The platform also ranked at the top of regional app store charts, positioning itself as a strong contender among leading digital services in the Arab world. Minister of Information Abdulrahman Al-Mutairi highlighted the achievements during a ceremony marking one year since the platform's pilot launch. 'Digital platforms are now the primary source of information and entertainment for Arab youth, which is why we focused on building a strong digital infrastructure and creating an environment that supports project partnerships and good governance,' he said. Aimed at promoting sustainable media rooted in Kuwaiti identity, Platform 51 has particularly resonated with Kuwaiti students abroad, who have logged more than 300,000 views. The platform offers access to Kuwait Television and Radio services, live broadcasts, and valuable archival content in a safe, family-friendly environment. 'Our vision was to present content that reflects our values and identity while showcasing the creativity of our young people,' the minister added. Al-Mutairi also introduced the Shiraa Media Award to encourage excellence in content creation, reinforcing the platform's role as a hub for innovation. 'Success in media is not a final destination, but a continuous path of development and creativity,' he said, noting the ministry's integration of artificial intelligence and interactive technologies into future projects. Progress in digital archiving was another major highlight, with 200,000 hours of television content already preserved, and radio content archiving now underway — efforts credited to the dedication of national teams and ministry staff. Continued progress on growth strategy, opened five new stores ABU DHABI: Lulu Retail Holdings PLC ('Lulu' or the 'Company'), the largest and fastest growing pan GCC full line retailer, on Wednesday announced its financial results for the three-month period ended 31 March 2025 ('Q1 2025'). Saifee Rupawala, Chief Executive Officer of Lulu, commented: 'We are pleased to have demonstrated good growth in the first quarter of this year, with revenue up 7.3 percent YoY. This was underpinned by a combination of like-for-like sales growth, supported by strong trading during the Ramadan period, and our store rollout program, which remains well on track with five stores opened in the quarter, in line with our plan to rollout a total of 20 stores in 2025. The first quarter also saw Lulu make good progress on delivering on our overall growth strategy, supported by robust sales in Private Label and e-commerce, which remain key components of our strategy.' 'Looking ahead, we expect our growth momentum to continue as we remain focused on several initiatives under each of our four key pillars, including driving growth in existing store network, opening new stores, driving operational efficiencies and delivering further upside through our private label and e-commerce offerings. Financial summary Revenue performance driven by LFL sales and new store expansion Revenue grew a healthy 7.3 percent YoY to $2.1 billion in Q1 2025 driven by LFL sales growth of 3.6 percent, supported by strong trading during the Ramadan period. The good revenue performance was also driven by new store openings and high-volume growth across certain product categories, particularly in fresh food and lifestyle products. •Fresh food category revenue grew7.9 percent YoY in the first quarter, driven by the Ramadan period, improved consumption trends. •Electrical goods category witnessed revenue growth of 29.0 percent YoY, mainly due to an increase in sales across higher value items. •Lifestyle products grew6.9 percent YoY despite pressure as customers opted for more value products. •Consumer Packaged Goods (CPG) sales grew steadily at 1.4 percent YoY, with the sales increase mainly driven by strong volume growth, which was partly offset by some pricing pressure as a result of promotional campaigns. •E-commerce remains an important component of Lulu's growth strategy, with sales +25.3 percent YoY and customer count +26.1 percent YoY. Segment revenue performance driven by growth across all markets Lulu delivered revenue growth across all segments in Q1 2025, with particularly strong performances in KSA and Oman. •The UAE, Lulu's largest market, recorded a mid-single digit revenue increase of 5.2 percent YoY, led by particularly strong performance in the fresh food segment, which grew 15.6 percent YoY. This was further supported by strong e-commerce sales in the UAE which saw robust growth, rising 40.1 percent YoY, supported by an increase in sales through aggregators. •In the Kingdom of Saudi Arabia, revenue rose by 10.3 percent YoY, primarily driven by new store openings in last 12 months and strong LFL growth. Other key markets also delivered solid results in Q1 2025, with revenue in Oman increasing 7.8 percent YoY as a result of strong growth in the electrical goods product category, Qatar up 6.7 percent YoY following a good trading period during festive season, and Kuwait up 4.8 percent YoY, with supermarket sales contributing c.50 percent of overall growth in the region, further supported by a strong uptick in e-commerce sales. Profitability margins supported by cost efficiencies amidst promotional activity Gross profit increased 4.0 percent YoY to $464.5 million, with gross margins reaching 22.3 percent in the period, down 70 basis points compared to the prior year. This margin reduction was mainly due to promotional campaigns to drive higher footfall into Lulu stores during the festive period. EBITDA grew 6.4 percent YoY to $214.1 million, supported by improved operational cost efficiencies, which helped offset the lower gross margin. As a result, Q1 2025 EBITDA margin remained broadly stable at 10.3 percent compared to 10.4 percent in Q1 2024. On a post-lease expense basis, EBITDA margin improved by approximately 8 bps, reflecting Lulu's continued operational discipline. Net profit increased by 15.8 percent to $69.7 million, with net profit margins improving by 25 basis points as a result of stronger EBIT margin and lower interest expense, despite higher taxes in the period. Robust balance-sheet During the quarter, net debt decreased to $2.3 billion, with net debt/EBITDA improved from 3.2x in December 2024 to 2.9x at the end of Q1 2025. Excluding lease liabilities, leverage improved from 1.3x to 0.9x over the same period. Strategic progress Lulu continues to make good progress on delivering on its growth strategy, having rolled out five new stores in the period, delivered good LFL growth within its existing stores and also benefitting from further upside opportunities across Private Label and e-commerce sales. During Q1 2025,Lulu opened two hypermarkets and three express stores, adding 22,339sqm of retail space in the period, with the Company's total retail space up 2 percent to 1.34 million sqm, as at the end of Q1 2025. Within this, Lulu was pleased to open a 10k+sqm hypermarket in Makkah and an express store in Madinah, two uniquely located stores with high footfall given the proximity to religious landmark cities in KSA. In addition to the two stores in KSA, Lulu also opened two express stores in the UAE, alongside a Hypermarket in Bahrain. Lulu remains on track with its store roll out plans, with the Company expending to open a total of 20 stores in 2025, with the remaining 15 stores expected to open over the course of the year. Lulu is also pleased to have signed a Memorandum of Understanding (MoU) with The Endowment and Minors Trust Foundation (Awqaf Dubai) for the development of a group of retail stores as part of Dubai's endowment projects. Under the partnership, Lulu will collaborate with Awqaf Dubai on upcoming community projects to develop shopping facilities that will better serve and enhance the retail experience of residents and visitors, while also contributing to Awqaf's broader social and economic objectives. Following the successful roll out of its loyalty program across all regions in 2024, Lulu's Happiness Loyalty program continues to see good momentum in new members, having added c.904k new members in Q1 2025. Lulu now has a total of c.6.3 million loyalty members enrolled onto the program compared to the c.5.5 million at the end of 2024, with the loyalty program linked to c.65 percent of sales.

Kuwait real estate sales dip in Q1 25 after a strong 2024

KUWAIT: Real estate sales fell back in Q1 2025, albeit from strong levels at the end of last year and potentially affected by seasonal factors including the month of Ramadan and Al-Fitr holiday. Still, sales remained well above their levels in Q1 2024, supported by a solid performance in the investment segment. Meanwhile, the yearly decline in residential real estate prices slowed to its smallest since Q4 2023 hinting at signs of market stabilization, while investment segment prices edged higher. The overall market outlook for 2025 remains broadly positive, helped by the anticipated approval of the housing finance law, possible interest rate cuts, and with non-oil economic growth sustained at reasonable levels despite global economic headwinds. Property sales witnessed a broad-based quarterly slowdown in Q1 2025, softening from the strong levels recorded in Q4 2024 to KD 795 million. The decline came across all segments, reflecting partly a normalization in activity from end-2024 levels and potentially the impact of seasonal factors, including the month of Ramadan and Eid Al-Fitr holiday, which traditionally see slower sales. The residential sector saw a marked drop in quarterly sales and transaction volumes, while investment (i.e. apartment) segment sales remained historically elevated. Still, despite the short-term moderation, overall sales remained higher on a yearly basis, underpinned especially by resilient performance in the investment sector. Residential sales growth declined by 24 percent q/q, marking the weakest growth since Q2 2024, to reach KD 346 million, dropping from the two-year high seen in Q4 2024. However, on a yearly basis, residential sales dipped by only 2.0 percent despite the 11.7 percent rise in transactions, which could indicate a possible shift toward smaller or lower-value units in outer areas. Geographically, more than half of residential transactions were in the governorates of Ahmadi and Al-Farwaniya, while activity in Kuwait City and Hawally lagged behind, comprising just a third of total transactions. Investment sales have also echoed this decline, falling 20 percent q/q to KD345 million after surging to a six-year-high in Q4 2024. Nonetheless, the yearly growth metric paints a more optimistic picture, with investment sales rising 49 percent, buoyed by a near-30 percent surge in transactions. Sales in this segment remained above the quarterly average for the past three years, underscoring a sustained appetite for income-generating assets. Around 68 percent of investment sales were concentrated in the Al-Ahmadi and Hawally governorates. Meanwhile, commercial property sales saw their sharpest drop since Q1 2023, plummeting by 47 percent q/q to KD103 million. On a yearly basis, commercial sales contracted by 8.4 percent, even as transactions more than doubled, surging by 164 percent y/y. The discrepancy suggests a lower prevalence of large-scale deals, with fewer high-value transactions—such as two buildings in Al-Qibla totaling KD 21.6 million and one in Hawally valued at KD 10.9 million—in the market. More generally however, we note the recent strong growth in bank credit to the real estate sector (up to 6.4 percent y/y in March), which may be a sign of a return in confidence across the property sector overall. Property prices stabilize Our real estate price index rose for the second consecutive quarter, by 0.7 percent q/q, though easing from the 3.8 percent increase recorded in Q4 2024, on a slower rise in the residential and investment segments. On a yearly basis, the index saw a marginal decline of 0.2 percent y/y, signaling a broad stabilization following three consecutive quarters of steeper contractions in 2024. This softening marks an easing in a market correction that began in early 2023. The residential price index, however, remained in negative territory, falling by 1.7 percent y/y—its eighth straight quarterly decline—though at a slower pace than the -8.1 percent witnessed in Q3 2024. This suggests that the sharp downward pressure may be abating, potentially in anticipation of housing finance law reforms and potential interest rate cuts ahead. In contrast, investment prices rose by 1.6 percent y/y following a 2.8 percent increase in Q4 2024 and underscoring the relative resilience of this segment. Plot distributions under the government's housing program have been on hold since July 2024, amid pending legislative reforms, including the anticipated housing finance law and a comprehensive strategy to restructure plot and unit allocations. Despite this impasse, the government continues its efforts to address the rising number of housing applications, which reached 98.8 k in October 2024, by accelerating residential units' delivery and removing development bottlenecks. The Public Authority for Housing Welfare (PAHW) has signed four contracts to construct 6,455 homes under the affordable housing scheme, while work commenced in January 2025 on two previously signed contracts covering 3,345 units. Additionally, the PAHW has launched the 'Real Estate Developer' model through a consultancy agreement to design three residential areas with a total of more than 5,000 units. In a parallel move, the Municipal Council has approved the reallocation of several labor city sites—about 2.4 million sqm each—in Al-Jahra, Al-Sabahiya, Al-Khiran, and Al-Mutlaa, transferring them to PAHW and the Ministry of Finance for future residential development. The authorities also announced the imminent resumption of plot distributions in South Saad Al-Abdullah, supported by KD 262 million in infrastructure contracts awarded during Q1 2025, with project completion targeted between large-scale plans are underway to launch three new residential zones in Nawaf Al-Ahmad, Khiran, and Al-Sabriyah, which together could accommodate up to 150,000 housing units. On the financing front, activity slowed with Kuwait Credit Bank (KCB) approved housing loans totaling KD 37.3 million in Q1 2025, down sharply from KD 110.6 million in Q4 2024. The decline is likely linked to the ongoing halt in plot distributions. Correspondingly, disbursed government plot loans fell 8.5 percent q/q, reversing the 14.6 percent increase recorded in Q4 2024.
