Ukraine's Defence Ministry reveals how much money it spends on female military clothing
Between 2024 and 2025, over UAH 230 million (about US$5.5 million) were spent on adapted clothing for female military personnel. The procurement agency State Logistics Operator provided the necessary equipment for women in the military. Source: Ministry of Defence of Ukraine Quote from Hlib Kanievskyi, Director of the Procurement Policy Department of the Ministry of Defence of Ukraine: "We are systematically changing our approach to clothing provision, expanding the range and introducing new requirements that correspond to the anatomical features of women." Details: The ministry added that it had already developed a range of clothing items for female defenders and approved their technical specifications. These include: underwear and tops; summer field suits; underwear for mid-season; underwear for cold weather (winter shirts and long johns). The Ministry of Defence has also approved two models of modular body armour sets (1-8), which are adapted to the needs and anatomical features of women. In addition, the ministry has completed testing of winter jackets and trousers for female defenders, which will provide protection from wind and moisture. Their technical specifications are currently being developed. The clothing provision also includes basic items of uniform for women in the army, which were developed before the start of the full-scale war: tunic; skirt; trousers; long- and short-sleeved shirts; tie; cap; winter everyday hat; jumper; coat; chrome shoes; insulated boots. The Ministry of Defence noted that some of the military's clothing is universal for both sexes. However, the uniforms are designed with women's characteristics in mind, so the clothing is smaller in size and has a different cut. Ukraine's Defence Ministry to reorganise State Logistics Operator to merge with Defence Procurement Agency
Ukraine's Ministry of Defence has set up a commission to oversee the reorganisation of the State Logistics Operator in preparation for its merger with the Defence Procurement Agency (DPA). The commission will be headed by Arsen Zhumadilov, Director of the DPA. Source: Defence Minister Rustem Umierov on Telegram Quote: "Today, in order to scale the reforms already underway, I signed a decree to create a commission to reorganise the State Logistics Operator. It will be led by Arsen Zhumadilov, Director of the Defence Procurement Agency. The commission will operate on the DPA's premises." Details: Umierov stated that the groundwork is being laid to merge the DPA and the State Logistics Operator before martial law ends, aiming to remove duplicated functions, optimise management and improve the speed of logistical support to the Armed Forces. Quote: "We are aligning our approaches, adapting legislation and preparing a new operating model so that immediately after victory, we can move to a highly efficient logistics support system. This is part of a broader plan to build a modern armed forces and we are implementing it already." More details: The minister also reminded the public that the State Logistics Operator, launched in December 2023 as a key element of Ukraine's defence procurement reform, has already ensured transparency, saved over UAH 26 billion (approx. Zhumadilov steps down as director of State Logistics Operator to head Defence Procurement Agency
Arsen Zhumadilov is stepping down as director general of the State Logistics Operator, the procurement agency of the Ministry of Defence, on 6 March. The Defence Ministry has appointed him as the director of the Defence Procurement Agency. CEO Andrii Sozanskyi will serve as acting director until a new director is chosen. This decision was supported by the Supervisory Board." Details: The State Logistics Operator team thanked Zhumadilov for his effective management, trust in the team, and the opportunity to learn. "Under his leadership, the State Logistics Operator not only launched, but has become an institution that has made qualitative changes in logistics," the statement said. The State Logistics Operator also noted that Andrii Sozanskyi, who will temporarily head the agency, has been part of the team since the agency's creation. Sozanskyi has significant experience in procurement and logistics and an in-depth understanding of the system and processes, and he shares the agency's values. Meanwhile, the Ministry of Defence has appointed Zhumadilov as the director of the Defence Procurement Agency. The defence procurement system needs clear rules, swift decisions and efficient deliveries. In January 2025, Defence Minister Rustem Umierov announced that Zhumadilov would be appointed Director of the Defence Procurement Agency due to its decision not to extend its contract with former director Maryna Bezrukova.
