Lok Sabha adjourned for the day due to persistent Opposition protests over SIR

New Delhi, Jul 25 (PTI) Lok Sabha proceedings were adjourned for the day on Friday as Opposition protests continued over the revision of electoral rolls in Bihar, capping the Monsoon session's first week which has been washed out. It was for the fifth straight day that no significant legislative business transacted. Jagdambika Pal, who was in the chair after the House met at 2 PM, rebuked the opposition MPs for repeated disruptions despite government's assurance that it was willing to answer on all issues. 'Nobody is benefiting from this ruckus. People have sent you to raise their issues you are disrupting the House. Getting the House adjourned is not an achievement, it is a matter of concern and the whole country is harmed by it," Pal told protesting opposition MPs who rushed to the Well of the House raising slogans against Special Intensive Revision (SIR) of electoral rolls in Bihar and demanding a discussion on the issue. Law Minister Arjun Ram Meghwal said, 'The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024' is a very important bill concerning Scheduled Tribes (STs) that should be taken up for discussion. 'It is a very important bill. Are they (opposition) against the STs?" Meghwal said. Pal said it was a day when private member bills of MPs were to be discussed and it was not right to disrupt the House. 'The government is ready to discuss all issues. The Speaker has taken the initiative. Government is ready to answer on all whole week has been washed out. The people of the country have some expectations but you dont wan't this House to run," Pal told the protesting MPs. As the opposition MPs continued with their protests, Pal adjourned the House for the day. Earlier, the Question Hour in the Lower House was disrupted for a fifth straight day since the Monsoon session of Parliament commenced on July 21. Soon after the House convened for the day, Opposition members sought to raise the issue of electoral rolls revision in Bihar and many of them were standing in the aisle. Speaker Om Birla told the protesting members to allow the Question Hour to continue and stressed that even when there are disagreements, those should be expressed within the democratic traditions. While mentioning that sloganeering and display of placards in the House is not appropriate, Birla also said that he can call the government and Opposition representatives, and help in discussions and sorting out the issues. As the protests continued, the Speaker adjourned the proceedings within five minutes till 2 pm. The opposition is demanding a discussion on SIR of electoral rolls in Bihar, an exercise initiated by the Election Commission ahead of the state assembly polls due later this year. The House also paid tributes to the fallen soldiers in the Kargil War, a day ahead of the 26th Kargil Vijay Diwas on Saturday. As a mark of respect, the House also stood in silence for a brief while. LS, RS adjourned amid Oppn protest

New Delhi: Proceedings in both Houses of Parliament were adjourned for the day on Thursday following continued protests by Opposition members demanding a discussion on the Special Intensive Revision (SIR) of the voter list in Bihar. The Lok Sabha and Rajya Sabha will reconvene at 11 am on Friday. In the Lok Sabha, uproar broke out during a discussion on the Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024. Amid the commotion, Krishna Prasad Tenneti, who was chairing the session, adjourned the House for the day. Earlier in the day, the Lower House had faced repeated disruptions. The House was initially adjourned till 2 p.m. shortly after convening at 11 a.m., following loud sloganeering by Opposition members. Speaker Om Birla appealed for decorum, expressing concern over the members' conduct. 'Such behaviour lowers the dignity of the House,' Birla said, urging members not to raise slogans or carry banners inside the chamber. In a veiled remark directed at the Congress party, the Speaker said, 'This is not in a party's 'sanskar', but the new generation is setting a different example for the nation to see.' Meanwhile, in the Rajya Sabha, the Carriage of Goods by Sea Bill was under discussion when disruptions resumed. Chairing the House, MP Bhubaneshwar Kalita adjourned the session after Opposition members raised slogans over the SIR issue. Speaking to reporters, Congress MP Gaurav Gogoi said, 'The Lok Sabha can function if the government agrees to discuss the Special Intensive Revision of the voter list in Bihar. That is our only demand. As Parliament heads into another day of the Monsoon Session, tensions between the Treasury and Opposition benches continue to dominate proceedings.

Oppn ruckus halts Lok Sabha till Friday, Goa ST representation bill left undiscussed

New Delhi: The Lok Sabha witnessed yet another stormy session on Thursday as opposition members (MPs) disrupted proceedings with slogans and placards, forcing multiple adjournments and ultimately halting legislative business for the day. As TDP leader Krishna Prasad Tenneti took the Chair, opposition members immediately began shouting slogans, demanding a discussion on the Special Intensive Revision (SIR) of electoral rolls in Bihar and other pressing issues. The uproar drowned out scheduled business, including the presentation of party committee reports by BJP MP Nishikant Dubey and matters under Rule 377 raised by Janardan Mishra concerning rural development and Panchayati Raj. Union Law Minister Arjun Ram Meghwal attempted to introduce the Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024, a landmark legislation aimed at ensuring ST representation in Goa's Legislative Assembly for the first time. However, the opposition refused to engage, prompting Meghwal to express frustration: 'This is a historic opportunity for Scheduled Tribes in Goa. You are denying them a voice in the House.' Meghwal accused the opposition of deliberately stalling debate on tribal issues, stating, 'You don't want this House to discuss the rights of the Scheduled Tribes. This is not the behaviour expected in the world's largest democracy.' Despite repeated appeals from the Chair to maintain decorum, opposition MPs continued to wave placards and chant slogans. Acting Speaker Tenneti warned that placard-waving violated Parliamentary norms and urged members to return to their seats. With no cooperation forthcoming, he adjourned the House for Friday. The disruption marks the fourth consecutive day of protests in Parliament's monsoon session, with opposition parties demanding Prime Minister Narendra Modi's response on the Bihar voter roll revision, Operation Sindoor, and the Pahalgam terror attack. As legislative paralysis deepens, questions loom over whether crucial Bills, including those affecting tribal representation and maritime law, will receive due consideration before the session ends on August 21.
