DOJ asked to look into Trumbull hospital closure

WARREN, Ohio (WKBN) – Following Warren Mayor Doug Franklin's request to have the Ohio Attorney General investigate Steward Health and its handling of Medicaid payments, which he says has put the brakes on Insight being able to operate the hospital, local lawmakers are now reaching out to the U.S. Department of Justice. Congressman Dave Joyce, R-14th District; Senator Jon Husted, R-Ohio; and Congressman Michael Rulli, R-6th District, sent a letter to United States Attorney General Pam Bondi urging a formal investigation into the 'legality and transparency' of the recent closures of Trumbull Regional Medical Center and Hillside Rehabilitation Hospital. The lawmakers say they are concerned about the potential misuse of public funds and the lack of communication with local officials and hospital staff about issues at the facilities. The letter asks Bondi to look into the closure, Steward's role, and whether any fraud took place. '… it is essential that those responsible be held accountable. The citizens of Mahoning Valley deserve answers, and we must work collectively to ensure that such closures are not allowed to proceed without rigorous scrutiny,' the lawmakers wrote. Franklin asked Ohio Attorney David Yost to look into fraud allegations as well, accusing Steward Health of illegally withholding Medicaid and Medicare funds from the hospital. Insight bought the facility out of bankruptcy last year and has invested over $30 million but can't access the funds it needs to operate. Since the announcement of Insight Trumbull closing, some vendors have filed lawsuits, trying to retrieve their equipment and inventory and get paid for services. Copyright 2025 Nexstar Media, Inc. The press conference is set for noon and will be live-streamed on the WKBN mobile app and In a surprising chain of events, services at Insight facilities, which it acquired from bankrupt Steward Health, have been paused and over 100 employees have been laid off after Steward Health stopped funding certain services, even as government authorities requested guaranteed weekly payments to ensure continuity of care. Employees said they were blindsided by the layoffs, and a class action lawsuit has been filed against Insight asking for 60 days' pay and ERISA benefits, as well as the repayment of money deducted from wages for fringe benefits and compensation for accrued but unpaid vacation time. Sharon Regional Medical Center opened almost two weeks ago for the first time since it closed on Jan. 5. WARREN, Ohio (WKBN) – Steward Health's bankruptcy and payment interruptions continue to stall some operations at Insight locations in the Valley, and a new leader is taking over. An Insight System spokesperson said Monday that operations at Insight Trumbull and Hillside cannot resume as usual because funding has not been released for services that have already been fulfilled at those facilities, which are supposed to come from Steward through the bankruptcy court, but that has not happened. The Trumbull emergency department remains open with lab and radiology services available while all other inpatient and outpatient services are paused along with those at Hillside and the Austintown and Elm Road outpatient centers, the spokesperson said. 'In light of this, we have made the difficult decision to furlough employees. We expect these furloughs to be temporary, with plans to bring staff back within six months. This unfortunate situation is in no way a reflection of our employees' outstanding commitment to delivering compassionate, high-quality care. We are deeply grateful for their dedication during these uncertain times,' the spokesperson said in a news release. The layoffs are not a surprise. A spokesperson for the hospital said last week the jobs impacted include a combination of full-time, part-time, and furloughed roles but an exact number was not known, however, the number may be anywhere from 100 to 245. A Worker Adjustment and Retraining Notification (WARN) has not yet been published on Ohio's database for the layoffs. A new president has been named to navigate this transitional process. Dr. Jawad Shah, who founded Insight, will serve as President of Trumbull and Hillside Hospitals, replacing Dr. Gary Goncz, who was appointed to the position on March 13. The goal is to continue local Insight locations as nonprofit and physician-led entities while also redesigning operations to be independent of Steward's management. 'Under his leadership, Insight is committed to rebuilding both hospitals as nonprofit, physician-led, and patient-centered institutions. In the months ahead, we will redesign operations to be fully independent of Steward's management, cost structures, and legacy software systems. Insight has been struggling to keep the former Trumbull Regional Medical Center and the other former Steward facilities open and operating after acquiring them from bankrupt Steward Health.
