Photo: RTHK The Strong Wind Signal No. 3 is expected to remain in force for some time until the threat posed by Typhoon Wipha is further reduced, the Observatory said on Sunday. The forecaster said Wipha had moved further away from Hong Kong and local winds were expected to weaken as it issued the No. 3 alert at 7.40pm. But it warned that strong winds still prevailed over many places. "The Strong Wind Signal No. 3 is expected to remain in force for some time," the Observatory said. "When the threat posed to Hong Kong by Wipha is further reduced, the Observatory will issue the Standby Signal No. 1 or replace the Tropical Cyclone Warning Signal by the Strong Monsoon Signal." The Drainage Services Department confirmed six cases of flooding in Kowloon and the New Territories, and deployed 90 emergency response teams to conduct inspection and handle cases. There were more than 470 reports of fallen trees in total. The Hospital Authority said as of 4pm, 26 people had sought medical treatment at the accident and emergency departments at public hospitals. With the weather starting to stabilise, public transport services gradually resumed across town. All MTR rail lines have started running, while daytime routes of Kowloon Motor Bus and Citybus began resuming from 8pm. People could start taking cross-harbour ferries again as early as 9pm, and trips to and from outlying islands would resume shortly after.

"Local winds will still be strong this afternoon, occasionally up to gale force on high ground," the Observatory said. "But winds will moderate progressively." The forecasters said the public should remain on alert, as there will occasional be heavy showers over the coast of Guangdong on Monday and Tuesday.

The Observatory says the Strong Wind Signal No 3 will remain in force until early Sunday afternoon, and that it will consider lowering the signal depending on local wind conditions. This morning, Wutip weakened into a tropical depression as it moved inland in Guangdong. The forecasters said locally, winds are expected to moderate later this afternoon with the outer rain bands of Wutip bringing squally showers to the coast of Guangdong. "Depending on the change in local wind condition and the extent of weakening of Wutip, the Observatory will consider issuing the Standby Signal No 1, or replacing the tropical cyclone warning signal with the Strong Monsoon Signal," the Observatory said. It forecast that for Monday and Tuesday, there would still be heavy showers over the coast of Guangdong because of an active south-westerly airstream.
