UAE: Two Fined Dh600,000 For Employing 12 Workers Illegally
A UAE court has fined two individuals Dh600,000 for employing 12 workers illegally. The duo was arrested during inspections conducted in February. The 12 workers were fined Dh1,000 and deported from the country. This came as the Federal Authority for Identity, Citizenship, Customs and Ports Security (ICP) revealed it conducted 252 inspections last month to arrest residency law violators. Without specifying how many, the authority said several illegals were arrested as 4,771 establishments were inspected. Violations included employing workers (whether illegals or legal residents brought by contractors) without a permit and working for a company despite being employed by another. Major-General Suhail Saeed Al Khaili, director-general of the ICP, said the arrested illegals were referred to the authorities concerned for legal action. Based on court rulings, the violators and those employing them have been fined, with some deported. The officer warned of up to Dh50,000 in fines for employing or housing a worker illegally. The same penalty applies to recruiting workers without giving them jobs and letting them work for other companies. The penalties are multiplied for repeat offences. Major-General Al Khaili urged companies and individuals to adhere to the residency law when hiring. He advised them to refrain from employing workers without a contract. In January, the ICP had arrested 6,000 violators of the residency law and deported most of them. This came as the authority intensified inspections after a four-month visa amnesty ended in December. During the grace period from September 1 to December 31 last year, violators were allowed to either leave the country without a ban or secure a new work contract and remain in the UAE legally. 'This initiative helped a significant number of individuals regularise their status following the conclusion of the grace period,' Major-General Suhail said then without specifying how many illegals availed of the amnesty. 'The authority intensified its inspection campaigns nationwide to locate remaining violators and enforce necessary legal actions against them.'

The Federal Authority for Identity and Citizenship, Customs and Ports Security (ICP) announced that a UAE citizen and an Asian national were arrested and referred to the relevant public prosecution on charges of employing 12 workers without the necessary official permission. The Court ruled that the citizen and the Asian national should pay a joint fine of Dhs600,000, and that the violating workers should pay a fine of Dhs1,000 each to be followed by deportation. These two had been monitored by the inspection teams who had conducted 252 inspection campaigns across the UAE during February 2025, with the objective of apprehending offenders. The fundamental aim of this campaign that bears "Together Towards a Safer Society" slogan is to enhance compliance with the extant laws and regulations governing the residence and employment of foreign individuals within the country. Approximately 4,771 facilities were inspected by the campaigns during the month, and a number of offenders had been apprehended for violating the law on the entry and residence of foreigners and working for third parties without permission from the relevant government authorities. Major General Suhail Saeed Al Khaili, Director General of the Authority, asserted the ICP's dedication to the implementation of legal frameworks and the enhancement of compliance among relevant entities with the approved legislation and regulations. This commitment is driven by the objective of safeguarding the security of society and maintaining its stability. It was highlighted that the Authority has initiated legal proceedings against those found to be in violation of the established regulations. Those who have been found guilty of such violations have been referred to the relevant judicial authorities. Furthermore, the Authority has implemented the rulings issued by the competent judicial authorities, imposing fines on those found to be in violation and on their employers or those providing them with shelter. In addition, the Authority has also deported any individuals deemed to be a threat to the public order by the Public Prosecution. Major General Suhail Saeed Al Khaili emphasised that the Foreigners' Entry and Residence Law endows the Authority with the prerogative to undertake inspection campaigns to ensure the law and the decisions issued in its implementation are not violated, and to adhere to the established procedures to apprehend violators and those who employ or provide refuge to them in violation of the law. It was further noted that the list of violations committed by those apprehended in February 2025 included the employment of foreigners without the requisite permit, whether they were infiltrators or brought in by a contracting party or a guarantor of the foreigner, in violation of the laws and regulations in force in this regard, and those who do not employ foreigners brought to the country to work within a contractual relationship in accordance with the Labor Relations Regulation Law and leave them to work for others, as well as those bound by an employment contract but working for others. Major General Suhail Saeed Al Khaili stated that the Foreigners' Entry and Residence Law stipulates a financial penalty of Dhs50,000 for any individual or entity found to be employing, sheltering, or accommodating a foreign national in contravention of the law's provisions. Additionally, the law imposes a financial penalty on any individual or entity that brings a foreign national to work in the country, but fails to employ them or permits them to work for a third party without adhering to the prescribed legal procedures. Furthermore, the magnitude of the financial penalty is increased proportionately with the number of individuals engaging in these contraventions.

Employers and individuals found to be illegally hiring, sheltering, or employing foreign workers without authorization also faced severe penalties. Major General Al Khaili stated that UAE's Foreign Entry and Residency Law grants the authority the right to conduct inspections to verify compliance and detect violations. The infractions recorded during February 2025 included: Hiring unauthorized foreign workers, including infiltrators or those originally sponsored by another entity but working outside their legal framework. Failing to employ individuals under legally binding employment contracts, thereby allowing them to work elsewhere illegally. Employing foreign workers outside the scope of their contractual obligations. Under the Foreign Entry and Residency Law, a fine of AED 50,000 is imposed on any individual or entity that illegally hires, shelters, or houses a foreign worker in violation of the law. The fine is multiplied per violation, ensuring accountability for each case. As part of the February inspections, authorities apprehended a UAE national and an Asian national for illegally employing 12 foreign workers without official permits. The court fined both individuals a combined AED 600,000, holding them jointly liable, while the workers were fined AED 1,000 each and deported from the UAE. Major General Al Khaili urged all members of society to strictly adhere to the Foreign Entry and Residency Law when hiring, sponsoring, or housing foreign workers. He warned against employing individuals without a direct contractual relationship, or those whose sponsorship belongs to another entity. This is followed by 5,246 graduates from accredited universities within the UAE, 337 education specialists, 147 graduates from global institutions, and 16 elite scholars in the field of education. The announcement was made by Maj-Gen Suhail Saeed Al Khaili, Director General of ICP, on the occasion of Emirati Education Day, observed on February 28. He emphasized that the UAE remains at the forefront of global education, with policies designed to nurture talent and equip students with the latest knowledge and skills. This includes top-performing high school graduates, educational specialists, and outstanding university graduates from both local and international institutions. To date, top high school students are the group with the highest number of Golden Residency holders in the country, totaling 10,710 students. This is followed by the category of outstanding graduates from accredited universities inside the country, with a total of 5,246 graduates, then the education specialists with a total of 337 specialists, followed by outstanding graduates from accredited universities abroad, with a total of 147 graduates, and finally, scholars (elite in educational fields) with a total of 16 scholars.
