Punjab and Haryana HC disposes of PIL seeking commission for defence personnel, expresses hope for Centre's consideration
The Punjab and Haryana High Court on Tuesday disposed of a public interest litigation (PIL) seeking the constitution of a national commission for serving and retired defence personnel and their dependents. The court expressed hope that the Central Government would consider the grievance and pass appropriate orders, if necessary. The petition filed by Tamanna Swami, a 20-year-old law student at the Army Institute of Law, Mohali, had sought a writ of mandamus directing the Ministries of Defence and Home Affairs to establish a National Commission for Defence Personnel, with statutory powers similar to other commissions such as National Commission for Women and National Commissions for Scheduled Castes, Scheduled Tribes, and Backward Classes, to address grievances, recommend reforms, and provide redress to affected families. The Union of India was represented by Additional Solicitor General Satya Pal Jain. The Division Bench of Chief Justice Sheel Nagu and Justice Sanjiv Berry recorded that the grievance was that defence personnel lacked an equivalent redressal mechanism despite facing unique service-related hardships and systemic vulnerabilities. The Bench observed that there was 'no enabling statutory provision' under the current legal framework of the Central or State Governments to constitute such a commission. However, taking note of the representations already submitted by the petitioner to the authorities in 2022, the court said, 'Without commenting on the merits of the petition, we dispose of the present petition with the hope and expectation that the grievance raised by the petitioner shall be looked into by the Central Government and that appropriate orders, if necessary, shall be passed in this regard.' Swami, daughter of serving Army officer Colonel Anil Dev Swami (VSM), had filed the PIL invoking Articles 226 and 227 of the Constitution. Her petition stated that India's 41 lakh-strong defence community, including 15 lakh serving and 26 lakh retired personnel, faced a host of administrative, legal, financial, and social issues without a dedicated forum to address them. Among the key incidents cited in her plea was the alleged harassment faced by her mother, Uma Berwal Swami, a senior manager with the Central Bank of India. According to the petition, Uma invested ₹60 lakh in a Chandigarh real estate project, but the builder repeatedly delayed handover of the allotted plot. When she pursued the matter, she was allegedly coerced into signing revised terms under pressure and was humiliated in front of the builder's staff and security personnel. The family's inability to pursue the matter effectively was attributed to her husband's posting in Leh and the absence of a statutory body to safeguard the rights of defence families. Swami also cited the custodial violence case involving Colonel Pushpinder Singh Baath in Patiala in March 2025 as a recent example of the institutional vulnerability of serving personnel and the lack of systemic safeguards. The petition was listed multiple times over the last four months. On April 4, 2025, the petitioner sought an adjournment. On April 9, she again requested more time to prepare, which was granted. On April 30, the court directed her to file an affidavit with supporting material. On May 28, her counsel informed the bench that she was facing personal difficulty, leading to another deferment. The case was finally disposed of on July 29.

Option of BTech (Dairy Technology) will be available only for those candidates having PCM (Physics, Chemistry and Mathematics) in the Senior Secondary Examination (10+2) and attempted the PCM (Physics, Chemistry and Mathematics) in JET Examinations. Option of BTech (Food Technology) will be available for candidates having combination of PCM or PCB or PCMB or PCA only. Qualified candidates will be eligible to take part in the online counselling process. The option form is expected to open from July 28 to August 4, and the first provisional seat allotment list is expected to be released on August 12. Candidates from other states will only be eligible for admission in 50 per cent seats of private universities.

Film producer arrested in Erandwane for providing mule account to facilitate online share-trading fraud
1 2 Pune: The Pimpri Chinchwad cyber police on Sunday arrested a 34-year-old film producer from Erandwane in connection with an online share-trading fraud, in which a software engineer had lost Rs57.7 lakh to cybercrooks between Feb and May this year. Police investigations revealed that the accused, Shivam Sanvatsarkar, gave his bank account to a China-based handler to use as a mule bank account for some commission. The Pimpri Chinchwad cyber police team, led by senior police inspector Ravikiran Nale, took Sanvatsarkar into custody with the help of the Deccan Gymkhana police. They promised him good returns on his investments in stocks through them and made him download an app to monitor his profits. The techie invested Rs57.70 lakh and could see in the app that he had purportedly earned a profit of Rs5.15 crore. When he tried to withdraw his money, the crooks demanded an additional amount to clear the funds, making him suspicious. He then approached the Pimpri Chinchwad cyber police and lodged a complaint. Assistant police inspector Pravin Swami of the Pimpri Chinchwad cyber police told TOI that during investigations, it was found that some amount stolen in the fraud was transferred to a firm's bank account in Pune. "Police sub-inspector Sagar Poman and team traced the account holder, Sanvatsarkar, to Erandwane and took him into custody," said Swami. The officer said Sanvatsarkar has produced a few Marathi films. Initially, he denied his involvement in any fraud. "During sustained questioning, he admitted to providing his bank account to a crook from China. Sanvatsarkar got this idea from his friend, who earned a commission by giving his bank account as a mule account," said Swami. The accused came in contact with his handler from China through a social media platform. "He was preparing to give two more mule bank accounts to his handler. We took him into custody before he could do this," the API said.

8 months pregnant teen dies after jumping from third floor of house in Delhi
A teenage girl, who was eight months pregnant, died after allegedly jumping from the third floor of a house in northwest Delhi's Pooth Khurd area, a police official said on Thursday. She was referred to the Bhagwati Hospital in Rohini, where she succumbed to her injuries during treatment. The incident happened at around 12 pm on July 19. According to Deputy Commissioner of Police (Outer North) Hareshwar Swami, the girl was in a live-in relationship with a man identified as Pinku, who worked as a labourer. Both the girl and the accused were natives of the same village in Bihar and had been living in Pooth Khurd. "Her elder sister's statement allege that Pinku used to forcefully keep the minor with him and had established physical relations against her will," the DCP said. According to a police source, the couple used to have frequent altercations, and the man is said to have been physically abusive towards her. The girl's family, who was aware of the relationship, had taken her back to their village. "The man followed her to Bihar and convinced the family to let her return to Delhi. She eventually came back, but the relationship remained troubled and the alleged abuse continued," the source said. DCP Swami said that the girl was staying at her sister's residence on July 19. When her sister was out to work at a factory, the girl went to the terrace at around 12 pm and jumped, falling to the street below and sustaining serious injuries. "She was given medical attention, but despite best efforts, the doctors declared her dead during treatment at the hospital," Swami said. Based on the contents of her sister's statement, the facts of the case, and findings from the post-mortem report, police have registered a case against Pinku under Sections 108 (abetment of suicide) and 64(1) (punishment for rape) of the Bharatiya Nyaya Sanhita and Section 6 of the Protection of Children from Sexual Offences Act, the DCP said.
