P11B proposed for TUPAD program in 2026
The government wants to continue its emergency employment program to disadvantaged individuals and displaced workers with the proposed P11 billion allocation to the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) program of the Department of Labor and Employment (DOLE). Under the 2026 National Expenditure Program (NEP), the labor and employment agencies, composed of the DOLE and Department of Migrant Workers, are set to receive P55.2 billion funding next year — among the top departments with the biggest proposed budget for next year. Of the figures, the DOLE will get P44.38 billion — lower than its P51.20 billion budget in 2025. The DMW, meanwhile, will receive P9.48 billion, higher than its P8.08 billion funding for this year. According to the NEP, a total of P12.24 billion will be appropriated for the DOLE's TUPAD program and the Government Internship Program (GIP). This amount is lower than the P18 billion budget of the two programs this year. Under the TUPAD program, beneficiaries will be working for 10 days in community clean-up, debris clearing, and rehabilitation of public infrastructures. They will be paid with the highest prevailing minimum wage rate in the region. TESDA Meanwhile, the Marcos administration likewise allocated funding for Technical Education and Skills Development Authority (TESDA) scholarship programs. This includes the training for work scholarship program (P4.34 billion); special training for employment program (P1.62 billion); and technical-vocational training programs (P5.05 billion). At least P300 million will also be appropriated for the Bagong Pilipinas Merit Scholarship Program, and P1.65 billion for the TESDA Tulong Trabaho Program. In July, President Ferdinand 'Bongbong' Marcos Jr. touted major strides in the country's higher education sector, highlighting the expansion of TESDA scholarships and financial aid for poor families during his fourth State of the Nation Address (SONA). 4Ps get P129.9 billion in proposed 2026 budget; AKAP, zero

The Pantawid Pamilyang Pilipino Program (4Ps), the government's flagship conditional cash transfer program for the poorest of the poor, has been allocated almost P113 billion under the P6.793-trillion National Expenditure Program for 2026, President Ferdinand "Bongbong" Marcos, Jr. said. The Ayuda para sa Kapos ang Kita Program (AKAP), the assistance program for minimum-wage earners that stirred some controversy over its P26-billion allocation in the 2025 General Appropriations Act, has been left out of the NEP for 2026, Budget Secretary Amenah Pangandaman said. According to Marcos' budget message, the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) Program has been allocated P11 billion, while the Department of Labor and Employment's Integrated Livelihood Program has been proposed to receive P2.2 billion. Marcos said the allocation for 4Ps would provide various financial and social assistance that would improve the quality of life of 4,400,000 marginalized household beneficiaries. The said amount shall cover cash grants, rice subsidy, Enhanced Support Services Intervention (ESSI) grants, and cash grants for the first 1,000-day health monitoring during pregnancy until the child has turned two years old. The beneficiaries who comply with program conditions shall continue to receive educational and health grants, including the ESSI grants, as well as other social protection programs, such as, but not limited to, livelihood assistance and health services through PhilHealth. TUPAD is meant to provide emergency short-term employment for workers affected by economic displacement, disasters, and seasonality. The DILP, on the other hand, is seen to provide start-up capital, training, and equipment to individuals and groups who would like to establish microenterprises. The Department of Social Welfare and Development defines AKAP as a financial assistance program designed for minimum-wage and low-income earners. The program provides various forms of aid, including food, medical, funeral, cash relief, and rice assistance. 'Wala po 'yung AKAP sa budget ng DSWD,' Pangandaman said at a press briefing following the turnover of next year's proposed NEP to the House of Representatives. DOLE: Over 3,000 job seekers hired at PH Independence Day fairs

Courtesy: DOLE/ Facebook More than 3,000 job seekers were hired on-the-spot during nationwide Independence Day job fairs of the Department of Labor and Employment (DOLE). Based on the initial data from DOLE, a total of 25,876 individuals registered for the massive job fairs held across 50 sites in the country on June 12. A total of 3,364 applicants were hired on the spot, of which 274 were senior high school (SHS) graduates, one was a person with a disability (PWD), and 10 were Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) Program beneficiaries. They were hired for various positions such as cashier, service crew, production operator, ESL teacher, bagger, sales associate, clerk, production crew, loan officer, and store clerk. Meanwhile, the Labor Department said about 4,676 job seekers were classified as near-hires, pending final evaluations or document submission, while 21,419 were deemed fully qualified for the available positions. The DOLE last week announced it would conduct a nationwide job fair in commemoration of Independence Day. A total of 1,573 employers across the country participated in the event, offering 153,187 local and overseas job vacancies in the industries of manufacturing, retail, business process outsourcing (BPO), accommodation, and financial/ insurance activities. Top vacancies include production operators, sales clerks, call center representatives, service crews, and microfinance officers. The number of unemployed Filipinos aged 15 and up stands at about 1.94 million, or about 3.8% of the population, based on February 2025 data recently reported by the Philippine Statistics Authority (PSA). The figure for underemployment—or those who wish to have additional hours of work, another job, or a new job with longer hours of work, is at 10.1%.
